Item 5(B) — CONSULTANCYमद 5(B) — परामर्श

The item is consultancy work taken from outside bodies, including PPP projects.

• Other than property development: PHOD/CHOD up to RS 20 LAKH per case, with an annual ceiling of Rs 1.5 crore
• The same work: DRM up to RS 10 LAKH per case, with an annual ceiling of Rs 1.5 crore
• Property development, that is commercial exploitation: CAO/Construction up to Rs 50 lakh per case, with an annual ceiling of Rs 5 crore
• The GM has FULL POWERS in consultancy contracts with the PFA's concurrence up to Rs 10 crore
• CAO/C in charge of the USBRL project: up to Rs 2 crore per case with an annual ceiling of Rs 6 crore
• Those USBRL powers carry the FA&CAO/C's PERSONAL concurrence, a tender committee at SAG level, and the amount being available in the sanctioned estimate
• CAO/Con's powers are IN ADDITION to the powers delegated to General Managers
• ANNEXURE D gives the tender committee and the accepting authority for a consultancy contract

So you should keep the two ceilings apart: per case, and per year.यह मद बाहरी निकायों से लिया गया परामर्श कार्य है, जिसमें पीपीपी परियोजनाएँ भी हैं।

• परामर्श संविदाओं में महाप्रबंधक को पीएफए की सहमति से 10 करोड़ रुपये तक पूर्ण शक्तियाँ हैं
• यूएसबीआरएल परियोजना के प्रभारी सीएओ/सी: प्रति मामला 2 करोड़ रुपये तक, 6 करोड़ रुपये की वार्षिक सीमा के साथ
• उन यूएसबीआरएल शक्तियों के साथ वित्त सलाहकार एवं मुख्य लेखाधिकारी(निर्माण) की स्वयं की सहमति, एसएजी स्तर की निविदा समिति, और स्वीकृत अनुमान में राशि की उपलब्धता जुड़ी है
• सीएओ/निर्माण की शक्तियाँ महाप्रबंधकों को दी गई शक्तियों के अतिरिक्त हैं
• परामर्श संविदा की निविदा समिति और स्वीकृति प्राधिकारी अनुलग्नक D देता है

अर्थात् दो सीमाओं को आप अलग रखिए: प्रति मामला, और प्रति वर्ष।

Item 5(C) — SINGLE TENDERमद 5(C) — एकल निविदा

The item is the invitation of a single tender, in three situations.

• (i) Accidents and breaches involving dislocation to traffic: PHOD up to Rs 20 lakh per case, subject to an annual limit of Rs 1 crore
• The same: DRM up to Rs 10 lakh per case, subject to an annual limit of Rs 50 lakh
• (ii) Works of a specialised nature: CAO/Con FULL POWERS; DRM NIL; divisional officers NIL
• (iii) Any other situation: NIL at all three levels
• For any other situation only the GM has full powers, with the PFA's concurrence, including award on a single quotation, by his PERSONAL sanction
• CAO/C in charge of the USBRL project, Northern Railway only: up to Rs 2 crore in each case
• That is to tackle an emergency arising out of geological conditions, with the FA&CAO/C's prior concurrence
• The justification for taking the work on single tender is recorded on file

• WHEN IT IS OPERATED
  • Cyclone, floods, accidents, sabotage, enemy action, explosions, and cases of extreme urgency to safeguard life or property
  • Repair of damage to track caused by flood breaches, washaways or accidents, so that through communication is maintained
  • Lighting, transhipment and hiring of plant, machinery and equipment in those cases are covered as well
  • A report to the GM is necessary, for the annexure to the PCDO
  • The discretion to call an item of work one of extreme urgency is exercised PERSONALLY by the DRM
  • Finance concurrence is necessary
  • Specialised work of the construction organisation is approved personally by CAO/CN, with the FA&CAO/CN's prior concurrence
  • That power is not re-delegated to any other authority
  • For specialised work in open line, the GM's personal approval with the FA&CAO's prior concurrence
  So you should read 'any other situation' as the GM's alone, and nobody else's.

यह मद एकल निविदा बुलाना है, तीन स्थितियों में।

• (i) दुर्घटनाएँ और यातायात बाधित करने वाले कटाव: पीएचओडी प्रति मामला 20 लाख रुपये तक, 1 करोड़ रुपये की वार्षिक सीमा के अधीन
• वही: मंडल रेल प्रबंधक प्रति मामला 10 लाख रुपये तक, 50 लाख रुपये की वार्षिक सीमा के अधीन
• (ii) विशेषीकृत प्रकृति के कार्य: सीएओ/निर्माण पूर्ण शक्तियाँ; मंडल रेल प्रबंधक शून्य; मंडल अधिकारी शून्य
• (iii) कोई अन्य स्थिति: तीनों स्तरों पर शून्य
• किसी अन्य स्थिति में केवल महाप्रबंधक को पूर्ण शक्तियाँ हैं, पीएफए की सहमति से, एक कोटेशन पर कार्य देना भी इसमें है, और वह उनकी स्वयं की स्वीकृति से
• यूएसबीआरएल परियोजना के प्रभारी सीएओ/सी, केवल उत्तर रेलवे: हर मामले में 2 करोड़ रुपये तक
• यह भूवैज्ञानिक स्थिति से उठी आपात स्थिति से निपटने के लिए है, वित्त सलाहकार एवं मुख्य लेखाधिकारी(निर्माण) की पूर्व सहमति के साथ
• एकल निविदा पर कार्य लेने का औचित्य फाइल पर दर्ज होता है

• यह कब चलती है
  • चक्रवात, बाढ़, दुर्घटना, तोड़फोड़, शत्रु कार्रवाई, विस्फोट, और जीवन या संपत्ति बचाने की अत्यंत अत्यावश्यक स्थितियाँ
  • बाढ़ के कटाव, पटरी बह जाने या दुर्घटना से हुई पटरी की क्षति की मरम्मत, जिससे आवागमन बना रहे
  • उन मामलों में रोशनी, ट्रांसशिपमेंट और संयंत्र, मशीनरी तथा उपकरण किराए पर लेना भी शामिल है
  • महाप्रबंधक को रिपोर्ट आवश्यक है, पीसीडीओ के अनुलग्नक के लिए
  • किसी कार्य को अत्यंत अत्यावश्यक मानने का विवेक मंडल रेल प्रबंधक स्वयं प्रयोग करते हैं
  • वित्त सहमति आवश्यक है
  • निर्माण संगठन के विशेषीकृत कार्य को सीएओ/सीएन स्वयं अनुमोदित करते हैं, वित्त सलाहकार एवं मुख्य लेखाधिकारी(निर्माण) की पूर्व सहमति से
  • यह शक्ति किसी अन्य प्राधिकारी को आगे नहीं दी जाती
  • खुली लाइन के विशेषीकृत कार्य में महाप्रबंधक का स्वयं का अनुमोदन और वित्त सलाहकार एवं मुख्य लेखाधिकारी की पूर्व सहमति
  अर्थात् 'कोई अन्य स्थिति' को आप महाप्रबंधक की, और किसी की नहीं, पढ़िए।

Item 5(D) — SINGLE TENDER FOR TARGETED PROJECTSमद 5(D) — लक्षित परियोजनाओं के लिए एकल निविदा

The item covers doubling, traffic facility, new line, gauge conversion and railway electrification projects targeted for completion in the CURRENT financial year.

• CAO/C and CAO/RE: up to RS 5 CRORE
• DRM, ADRM and SAG: NIL; divisional and headquarters officers: NIL

• THE NOTES
  • The FA&CAO/C's PERSONAL concurrence is required
  • The tender committee should be at least at SAG level, with acceptance by the CAO(C)
  • The powers are used only for the plan heads and projects the Railway Board targets for that financial year
  • Prudency and transparency are to be maintained in using them
  So the reason for this power is the TARGET DATE, and you should say so in an answer.

यह मद दोहरीकरण, यातायात सुविधा, नई लाइन, आमान परिवर्तन और रेल विद्युतीकरण की उन परियोजनाओं को शामिल करती है जो चालू वित्तीय वर्ष में पूरी करने के लिए लक्षित हैं।

• सीएओ/सी और सीएओ/आरई: 5 करोड़ रुपये तक

  • ये शक्तियाँ केवल उन योजना शीर्षों और परियोजनाओं पर चलती हैं जिन्हें रेलवे बोर्ड उस वित्तीय वर्ष के लिए लक्षित करता है
  • इनके प्रयोग में विवेक और पारदर्शिता बनाए रखनी है
  अर्थात् इस शक्ति का कारण लक्ष्य तिथि है, और उत्तर में आप यही कहिए।

Item 5(E) — ACCEPTANCE OF TENDERSमद 5(E) — निविदाओं की स्वीकृति

Acceptance goes by ANNEXURE A, whose ladder runs by the value of the tender.

• Up to Rs 50 lakh: Selection Grade, JA Grade, or Senior Scale holding independent charge
• Up to Rs 4 crore: Selection Grade or JA Grade
• Above Rs 4 crore and up to Rs 20 crore: SAG, ADRM or CWM (in SAG), ADRMs in NFSAG included
• Above Rs 20 crore and up to Rs 50 crore: DRM or CWM (in SAG)
• Above Rs 20 crore and up to Rs 300 crore: PHOD, CHOD or AGM, and CAO/RE in HAG
• Above Rs 20 crore and up to Rs 500 crore: CAO/Construction in HAG
• FULL POWERS: the GENERAL MANAGER

• THE NOTES
  • The tender committee's constitution is as the zonal railway decides
  • For a SINGLE tender the committee and the accepting authority stand ONE STEP HIGHER than for open or limited tenders
  • That step up does not apply where the GM is himself the accepting authority
  So you should learn the ladder by its top figure at each rank, not by the officer.

स्वीकृति अनुलग्नक A से चलती है, जिसकी सीढ़ी निविदा के मूल्य पर टिकी है।

• 50 लाख रुपये तक: चयन ग्रेड, जेए ग्रेड, या स्वतंत्र प्रभार वाला वरिष्ठ स्केल
• 4 करोड़ रुपये तक: चयन ग्रेड या जेए ग्रेड
• 4 करोड़ रुपये से ऊपर और 20 करोड़ रुपये तक: एसएजी, एडीआरएम या एसएजी के सीडब्ल्यूएम, एनएफएसएजी के एडीआरएम भी
• 20 करोड़ रुपये से ऊपर और 50 करोड़ रुपये तक: मंडल रेल प्रबंधक या एसएजी के सीडब्ल्यूएम
• 20 करोड़ रुपये से ऊपर और 300 करोड़ रुपये तक: पीएचओडी, सीएचओडी या एजीएम, और एचएजी के सीएओ/आरई
• 20 करोड़ रुपये से ऊपर और 500 करोड़ रुपये तक: एचएजी के सीएओ/निर्माण
• पूर्ण शक्तियाँ: महाप्रबंधक

• नोट
  • निविदा समिति का गठन जोनल रेलवे के निर्णय से होता है
  • एकल निविदा में समिति और स्वीकृति प्राधिकारी खुली या सीमित निविदा से एक पायदान ऊपर होते हैं
  • जहाँ महाप्रबंधक स्वयं स्वीकृति प्राधिकारी हों, वहाँ यह एक पायदान नहीं लगता
  अर्थात् सीढ़ी को आप हर पद के ऊपरी आँकड़े से सीखिए, अधिकारी से नहीं।

Item 5(F) — QUOTATIONS IN PLACE OF TENDERSमद 5(F) — निविदा के स्थान पर कोटेशन

The item is to dispense with calling tenders for urgent works and to accept offers received against quotations.

• PHOD/CHOD: up to Rs 10 lakh per case for all works, safety works included, with an annual limit of Rs 1.2 crore
• DRM, ADRM or SAG: up to Rs 10 lakh per case on the same terms, annual limit Rs 1.2 crore
• JAG, SG and Senior Scale with independent charge, for works directly related to safe running of trains: Rs 2 lakh per case
• That column carries NO finance concurrence, with an annual ceiling of Rs 10 lakh
• The same officers for all other works, those safety works included: up to Rs 5 lakh per case with an annual limit of Rs 60 lakh
• SG and JAG in a workshop have the same powers

• THE NOTES
  • Finance concurrence is necessary, except for that divisional column
  • There the accepting authority CERTIFIES that the work is urgent and directly related to safe running of trains in his jurisdiction
  • The officers exercise these powers with their own administrative approval; no separate approval is needed
  • The work must NOT be split up to bring it within this dispensation
  • The powers are to be used sparingly, and the circumstances spelt out; the reasonableness of rates is examined in detail
  • Quotations are not for fancy items, and only for works urgent in nature
  • Normally at least THREE well experienced contractors or agencies are asked, not necessarily on the approved list, and they must be genuine firms
  • A REGISTER of every work authorised through quotations is kept, and sent to associate finance while seeking concurrence
  • The powers belong to the department and division concerned, and cross utilisation between equivalent officers is not allowed
  • The notice period is at least 7 DAYS from the NIQ, reducible in emergency with the approval of the authority accepting the quotation
  So you should remember three firms, seven days, and the register.

यह मद अत्यावश्यक कार्यों में निविदा बुलाना छोड़ने और कोटेशन पर आए प्रस्ताव स्वीकार करने की है।

• पीएचओडी/सीएचओडी: सभी कार्यों में, संरक्षा कार्य भी, प्रति मामला 10 लाख रुपये तक, 1.2 करोड़ रुपये की वार्षिक सीमा के साथ
• मंडल रेल प्रबंधक, एडीआरएम या एसएजी: उसी शर्त पर प्रति मामला 10 लाख रुपये तक, वार्षिक सीमा 1.2 करोड़ रुपये

• वही अधिकारी अन्य सभी कार्यों में, वे संरक्षा कार्य भी: प्रति मामला 5 लाख रुपये तक, 60 लाख रुपये की वार्षिक सीमा के साथ
• कारखाने के एसजी और जेएजी को वही शक्तियाँ हैं

• नोट
  • वित्त सहमति आवश्यक है, सिवाय मंडल के उस स्तंभ के
  • वहाँ स्वीकृति प्राधिकारी प्रमाणित करता है कि कार्य अत्यावश्यक है और उसके क्षेत्र में गाड़ियों के सुरक्षित चलने से सीधे जुड़ा है
  • अधिकारी ये शक्तियाँ अपने ही प्रशासनिक अनुमोदन से चलाते हैं; अलग अनुमोदन की जरूरत नहीं
  • कार्य को इस छूट के दायरे में लाने के लिए टुकड़ों में नहीं बाँटा जा सकता
  • ये शक्तियाँ कम-से-कम प्रयोग हों, और परिस्थितियाँ स्पष्ट लिखी जाएँ; दरों की उचितता विस्तार से देखी जाती है
  • कोटेशन शौकिया वस्तुओं के लिए नहीं, और केवल अत्यावश्यक प्रकृति के कार्यों के लिए हैं
  • सामान्यतः कम से कम तीन अनुभवी ठेकेदारों या एजेंसियों से माँगे जाते हैं, अनुमोदित सूची के होना जरूरी नहीं, पर फर्म असली हों
  • कोटेशन से अधिकृत हर कार्य का एक रजिस्टर रखा जाता है, और सहमति माँगते समय सहयोगी वित्त को भेजा जाता है
  • शक्तियाँ संबंधित विभाग और मंडल की हैं, और समान स्तर के अधिकारियों के बीच इनका आपसी उपयोग नहीं होता
  • सूचना अवधि एनआईक्यू से कम से कम 7 दिन है, जो आपात में कोटेशन स्वीकार करने वाले प्राधिकारी के अनुमोदन से घट सकती है
  अर्थात् तीन फर्म, सात दिन, और रजिस्टर — यह आप याद रखिए।

Item 5(G) — TENDERS FOR SIEVED AND DRIED SANDमद 5(G) — छनी और सूखी रेत की निविदाएँ

The item is to call for and accept tenders for sieved, dried sand packed into 30 to 50 kg bags to specification.

• PHOD/CHOD: NIL
• DRM, ADRM or CWM (in SAG): up to RS 50 LAKH
• DME(Power), Sr DME/DSL, Sr DEE/TRO, DEE/TRO, Sr DEE/ELS and Sr DEE/OP: up to RS 30 LAKH
• The tender committee and the acceptance follow ANNEXURE A

So sand has its own item, and you should notice the PHOD has nothing here.यह मद विनिर्देश के अनुसार 30 से 50 किलो के थैलों में भरी छनी, सूखी रेत के लिए निविदा बुलाना और स्वीकार करना है।

• पीएचओडी/सीएचओडी: शून्य
• मंडल रेल प्रबंधक, एडीआरएम या एसएजी के सीडब्ल्यूएम: 50 लाख रुपये तक

अर्थात् रेत की अपनी मद है, और यहाँ पीएचओडी के पास कुछ नहीं — यह आप देखिए।
