Items 44 and 45 — BOATS AND OUTSIDE TRANSPORTमद 44 और 45 — नाव और बाहरी परिवहन

Item 44 hires launches and boats to attend to repair works. Those works are filling in scours in piers and other bridge protection works.

• PCE, CAO/CN, CBE or CSO: FULL POWERS; DRM: FULL POWERS
• Sr DEN: up to Rs 5,000 in each case
• Finance concurrence is necessary, and the QUOTATION route is followed
• The authority is item 17 of the GM's delegation

• ITEM 45 — OUTSIDE TRANSPORT FOR STORES
  • It hires outside transport, motor launches, boats and trucks included, to carry railway stores
  • Parcels, luggage and goods are covered
  • PHOD/CHOD: FULL POWERS; DRM: FULL POWERS
  • Finance concurrence is necessary
  • Hiring is resorted to only when railway transport facilities are UNSUITABLE or NOT AVAILABLE
  • Motor launches and boats are hired wherever the place is not accessible by road
  • The power to hire transport for the CARRIAGE OF CASH rests only with the PFA at headquarters and DRMs in divisions
  • TENDERS are called for all cases over Rs 50,000
  • For a contract costing up to Rs 40,000 the approval of a JA Grade officer is obtained
  • Above Rs 40,000 the approval of the PHOD, DRM or ADRM is obtained
  So cash travels under two officers only, and you should name the PFA and the DRM.

  • किराया तभी लिया जाता है जब रेल की परिवहन सुविधाएँ अनुपयुक्त हों या उपलब्ध न हों
  • जहाँ सड़क से पहुँचा न जा सके, वहाँ मोटर लॉन्च और नाव किराए पर ली जाती हैं
  • नकदी ढोने के परिवहन की शक्ति केवल मुख्यालय में पीएफए और मंडलों में मंडल रेल प्रबंधक के पास है
  • 50,000 रुपये से ऊपर के सभी मामलों में निविदा बुलाई जाती है
  • 40,000 रुपये तक की संविदा में जेए ग्रेड अधिकारी का अनुमोदन लिया जाता है
  • 40,000 रुपये से ऊपर पीएचओडी, मंडल रेल प्रबंधक या एडीआरएम का अनुमोदन लिया जाता है
  अर्थात् नकदी केवल दो अधिकारियों के अधीन चलती है, और आप पीएफए तथा मंडल रेल प्रबंधक बताइए।

Item 46 — HIRING PLANT AND EQUIPMENTमद 46 — संयंत्र और उपकरण किराए पर

Part (A) hires plant, equipment and machinery, road cranes, hydras and trucks included, FROM private agencies or Government bodies.

• PHOD/HOD: FULL POWERS
• DRM, ADRM, CWM or SAG: up to Rs 1,00,000 per occasion
• SG or JAG officers: up to Rs 50,000 per occasion, WITHOUT finance concurrence

• PART (B) — HIRING OUT
  • It hires the railway's plant TO private agencies or Government bodies
  • PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS
  • Divisional officers: FULL POWERS up to Rs 50,000 per case, without finance concurrence
• THE NOTES
  • Finance concurrence is necessary for a transaction of MORE THAN Rs 50,000
  • The reasonableness of rates is ensured after obtaining a MINIMUM OF THREE quotations
  • Where the agreement provides for hiring out of plants, the agreement executing authority exercises the powers
  • Where it does not, the accepting authority of the tender exercises them
  • Rates for giving the railway's M&P or equipment, cranes included, on hire are fixed in consultation with finance
  • That is where standard rates do not exist
  • The authority is PARA 1923 of the Stores Code
  So Rs 50,000 is the finance line both ways, and you should read part (A) and (B) as a pair.

• नोट
  • 50,000 रुपये से अधिक के लेनदेन में वित्त सहमति आवश्यक है
  • कम से कम तीन कोटेशन लेकर दरों की उचितता सुनिश्चित की जाती है
  • जहाँ करार में संयंत्र किराए पर देने का प्रावधान हो, वहाँ करार करने वाला प्राधिकारी शक्तियाँ चलाता है
  • जहाँ न हो, वहाँ निविदा स्वीकार करने वाला प्राधिकारी चलाता है
  • रेलवे की एम एंड पी या उपकरण, क्रेन सहित, किराए पर देने की दरें वित्त से परामर्श करके तय होती हैं
  • यह वहाँ है जहाँ मानक दरें न हों
  • प्राधिकार भंडार संहिता का पैरा 1923 है
  अर्थात् दोनों ओर वित्त की रेखा 50,000 रुपये है, और भाग (A) तथा (B) को आप जोड़े में पढ़िए।

Item 47(A) and (B) — VEHICLES FOR CHECKS AND INSPECTIONSमद 47(A) और (B) — जाँच और निरीक्षण के वाहन

Part (A) hires motor vehicles for surprise checks of roadside stations and mid-sections. Those checks include safety checks, ticket checking, raids and search by RPF personnel by road, and the transportation of recovered property under the extant Acts.

• PHOD/CHOD, CSO or CSC: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS
• SG or JAG officers: up to Rs 15,000 per occasion, without finance concurrence

• PART (B) — FIELD INSPECTIONS
  • It covers stations, work sites, railway installations, the computerised Passenger Reservation System, microwave installations and market survey
  • PHOD or CHOD: FULL POWERS for their departments, WITH finance concurrence
  • DRM, or a SAG officer heading an independent field unit: FULL POWERS with finance concurrence
  • SG or JAG officers: up to Rs 15,000 per occasion without finance concurrence
• THE NOTES
  • For surprise checks and special occasions the concurrence of associate finance is NOT necessary
  • Hiring of vehicles for the specific purpose is kept to the BAREST MINIMUM, and only to the extent required
  • Outside transport is hired only if the departmental vehicles and regular hired vehicles cannot be spared
  • The limitation on the NUMBER of such checks, as the Railway Board fixes it, is not to be exceeded
  • A vehicle may be hired for the officer himself, or for the officers under his control
  • An MUV may be hired for a supervisor in charge in the field, for carrying men and material
  So the same Rs 15,000 sits in both parts, and you should notice where finance concurs and where it does not.

भाग (A) सड़क किनारे के स्टेशनों और मध्य खंडों की आकस्मिक जाँच के लिए मोटर वाहन किराए पर लेता है। उन जाँचों में संरक्षा जाँच, टिकट जाँच, आरपीएफ कर्मियों की सड़क से छापेमारी और तलाशी, तथा प्रचलित अधिनियमों के अंतर्गत बरामद संपत्ति का परिवहन आता है।

• भाग (B) — क्षेत्रीय निरीक्षण
  • इसमें स्टेशन, कार्य स्थल, रेल संस्थापन, कंप्यूटरीकृत यात्री आरक्षण प्रणाली, माइक्रोवेव संस्थापन और बाजार सर्वेक्षण आते हैं
  • पीएचओडी या सीएचओडी: अपने विभागों के लिए, वित्त सहमति के साथ, पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक, या स्वतंत्र क्षेत्रीय इकाई के प्रमुख एसएजी अधिकारी: वित्त सहमति के साथ पूर्ण शक्तियाँ
  • एसजी या जेएजी अधिकारी: बिना वित्त सहमति प्रति अवसर 15,000 रुपये तक
• नोट
  • आकस्मिक जाँच और विशेष अवसरों में सहयोगी वित्त की सहमति आवश्यक नहीं
  • उस विशेष प्रयोजन के लिए वाहन किराए पर लेना कम से कम रखा जाता है, और उतना ही जितना चाहिए
  • बाहरी परिवहन तभी लिया जाता है जब विभागीय वाहन और नियमित किराए के वाहन न छोड़े जा सकें
  • रेलवे बोर्ड ऐसी जाँचों की जो संख्या तय करे, उससे आगे नहीं जाना है
  • वाहन अधिकारी अपने लिए, या अपने अधीन अधिकारियों के लिए, किराए पर ले सकते हैं
  • क्षेत्र में प्रभारी पर्यवेक्षक के लिए, आदमी और सामान ढोने को, एमयूवी किराए पर ली जा सकती है
  अर्थात् दोनों भागों में वही 15,000 रुपये हैं, और वित्त कहाँ सहमति देता है और कहाँ नहीं — यह आप देखिए।

Item 47(C) — REGULAR HIRING OF A MOTOR VEHICLEमद 47(C) — मोटर वाहन का नियमित किराया

Part (C)(i) sanctions the regular hiring of a motor vehicle in three cases.

• A vehicle on REPLACEMENT account, provided the existing vehicle has been condemned and grounded
• Hiring for the CONSTRUCTION organisation
• Hiring for ELIGIBLE OFFICERS
• PHOD, CHOD, DRM, or a SAG officer heading an independent field unit: FULL POWERS, an ambulance included, with the concurrence of finance

• THE CONDITIONS
  • The total number of vehicles, hired plus Government, should NOT CHANGE
  • It changes only where there is an increase in the working strength of eligible officers
  • The POST OF THE DRIVER of the condemned vehicle is surrendered, and the driver gainfully employed
  • Any IMPREST for the condemned vehicle is also surrendered
  • For field units of the construction organisation, hiring need not be against condemnation
  • There it is against the SANCTIONED PROJECT ESTIMATE, and the CAO/C may sanction it with construction finance's concurrence
  • An SAG officer is entitled to an AC VEHICLE by the Board's policy
  • So that may be hired even if no Government vehicle is available for condemnation or replacement
• PART (C)(ii) — A VEHICLE FOR A FIELD OFFICER
  • It hires a vehicle for select field officers or senior supervisors assigned a specific section as part of their normal duties
  • That rests on the CRITICALITY OF NEED, and officers up to JS in a field unit may be given such a hired vehicle
  • PHOD or CHOD: FULL POWERS with finance concurrence
  • DRM, or a SAG officer heading an independent field unit: FULL POWERS with finance concurrence
  • They may sanction a vehicle for any other officer of a division or unit where no Government vehicle is available to be condemned
  • That is strictly on need and justification, taking the pool of vehicles available into account, with associate finance's concurrence
  So a hired vehicle normally replaces a condemned one, and you should surrender the driver's post with it.

भाग (C)(i) तीन स्थितियों में मोटर वाहन का नियमित किराया स्वीकृत करता है।

• प्रतिस्थापन खाते पर वाहन, बशर्ते मौजूदा वाहन निंदित और बंद कर दिया गया हो

  • निंदित वाहन के चालक का पद समर्पित किया जाता है, और चालक को लाभकारी काम पर लगाया जाता है
  • निंदित वाहन का कोई भी अग्रदाय भी समर्पित किया जाता है
  • निर्माण संगठन की क्षेत्रीय इकाइयों में किराया निंदन के बदले होना आवश्यक नहीं

  अर्थात् किराए का वाहन सामान्यतः निंदित वाहन की जगह आता है, और उसके साथ चालक का पद आप समर्पित कीजिए।

Item 47(D) to (H) — OCCASIONS, EMERGENCIES AND AIR TRAVELमद 47(D) से (H) — अवसर, आपात और हवाई यात्रा

Part (D) hires a vehicle for special occasions such as a VIP visit, touring with media persons, and accidents, emergencies or exigencies.

• PHOD/CHOD: FULL POWER; HOD: up to Rs 25,000 per occasion; DRM, ADRM, CWM or SAG: FULL POWERS
• CPRO: up to Rs 25,000 per occasion; DGM/G: FULL POWERS
• Independent Branch Officers, for reimbursement to supervisors: up to Rs 5,000 per occasion

• PART (E) — AN EMERGENCY OTHER THAN A TRAIN ACCIDENT
  • It hires a vehicle where supervisors have to rush to the spot with men and material
  • The emergencies are an OHE breakdown, an S&T failure, a rail-weld failure, a hot axle and the like
  • It applies when the breakdown vehicle is NOT AVAILABLE or UNDER REPAIR
  • The concerned Branch Officer has to give POST FACTO sanction, and no finance concurrence is required
• PARTS (F), (G) AND (H)
  • (F) Hiring for crew management, control duty, asset maintenance and disbursement of salary, where considered necessary and justified: PHOD/HOD FULL POWERS
  • That needs the PRIOR concurrence of divisional associate finance, and hiring is kept to the barest minimum
  • (G) Hiring road vehicles for railway officers coming from outside, or going to attend a meeting, conference, seminar or inspection
  • PHOD/CHOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; SG or JAG: FULL POWERS
  • Finance concurrence is not necessary, and the hiring is for officers of SAG AND ABOVE visiting on duty
  • Hiring for an official visit of an SG, JAG or lower officer requires the sanction of the AGM, DRM or CWM with finance concurrence
  • (H) AIR TRAVEL ON DUTY: GMs may permit air travel on duty to officers NOT BELOW JS
  • Those are discretionary powers, exercised with the GM's PERSONAL approval
  • The PFA's PERSONAL concurrence is required for officers of NFSAG, SG and below
  So air travel is the GM's discretion, and you should attach the PFA below NFSAG.

भाग (D) विशेष अवसरों पर वाहन किराए पर लेता है, जैसे वीआईपी दौरा, मीडिया कर्मियों के साथ यात्रा, और दुर्घटना, आपात अथवा विषम स्थिति।

• भाग (E) — गाड़ी दुर्घटना से भिन्न आपात
  • यह वहाँ वाहन किराए पर लेता है जहाँ पर्यवेक्षकों को आदमी और सामान लेकर मौके पर पहुँचना हो
  • वे आपात स्थितियाँ हैं ओएचई का टूटना, एसएंडटी की विफलता, रेल वेल्ड की विफलता, गरम धुरी और वैसी ही
  • यह तब लगता है जब ब्रेकडाउन वाहन उपलब्ध न हो या मरम्मत में हो
  • संबंधित शाखा अधिकारी को बाद में स्वीकृति देनी होती है, और वित्त सहमति आवश्यक नहीं
• भाग (F), (G) और (H)
  • (F) क्रू प्रबंधन, नियंत्रण ड्यूटी, संपत्ति अनुरक्षण और वेतन वितरण के लिए किराया, जहाँ आवश्यक और उचित समझा जाए: पीएचओडी/एचओडी पूर्ण शक्तियाँ
  • इसमें मंडल के सहयोगी वित्त की पूर्व सहमति चाहिए, और किराया कम से कम रखा जाता है
  • (G) बाहर से आने वाले, या बैठक, सम्मेलन, संगोष्ठी अथवा निरीक्षण में जाने वाले रेल अधिकारियों के लिए सड़क वाहन किराए पर लेना
  • पीएचओडी/सीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ; एसजी या जेएजी: पूर्ण शक्तियाँ
  • वित्त सहमति आवश्यक नहीं, और यह किराया कर्तव्य पर आने वाले एसएजी तथा उससे ऊपर के अधिकारियों के लिए है
  • एसजी, जेएजी या उससे नीचे के अधिकारी के सरकारी दौरे के किराए में अपर महाप्रबंधक, मंडल रेल प्रबंधक या सीडब्ल्यूएम की स्वीकृति, वित्त सहमति के साथ, चाहिए
  • (H) कर्तव्य पर हवाई यात्रा: महाप्रबंधक जेएस से नीचे के न हों ऐसे अधिकारियों को कर्तव्य पर हवाई यात्रा की अनुमति दे सकते हैं
  • ये विवेकाधीन शक्तियाँ हैं, जो महाप्रबंधक के स्वयं के अनुमोदन से चलती हैं
  • एनएफएसएजी, एसजी और उससे नीचे के अधिकारियों में पीएफए की स्वयं की सहमति आवश्यक है
  अर्थात् हवाई यात्रा महाप्रबंधक का विवेक है, और एनएफएसएजी से नीचे पीएफए आप जोड़िए।
