EVERY SOP PAGE HAS THE SAME SHAPE, and knowing it is worth more than memorising any figure — a SERIAL NUMBER, a DESCRIPTION OF THE ITEM, an AUTHORITY column, and then ONE COLUMN PER LEVEL OF OFFICER with the powers descending from left to right. THE AUTHORITY COLUMN IS THE SOURCE OF THE POWER, NOT THE POWER ITSELF — it carries the Railway Board letter number and date, or the code rule, from which the delegation flows. That is the column to cite in an answer: 'Rule 236 of IREC Volume I' for casual leave, 'Rules 1607 and 1608 of IREC Volume II' for mileage and conveyance on tour. The rupee figures in the later columns change; the authority reference is what makes the entry lawful.प्राधिकार स्तंभ शक्ति का स्रोत है, स्वयं शक्ति नहीं — उसमें रेलवे बोर्ड के पत्र की संख्या एवं तिथि, अथवा संहिता का नियम होता है, जिससे प्रत्यायोजन निकलता है। उत्तर में यही स्तंभ उद्धृत करना चाहिए: आकस्मिक अवकाश हेतु 'आईआरईसी खंड एक का नियम 236', दौरे पर मार्ग-व्यय एवं वाहन भत्ता हेतु 'आईआरईसी खंड दो के नियम 1607 तथा 1608'। बाद के स्तंभों की रुपया राशियाँ बदलती रहती हैं; प्राधिकार का संदर्भ ही प्रविष्टि को विधिमान्य बनाता है।

'FULL POWERS' IS A TERM OF ART, NOT A BLANK CHEQUE. It means the officer may sanction that item WITHOUT A MONETARY CEILING — but the sanction remains subject to BUDGET PROVISION, to the code rules, and to any NOTE printed beneath the entry. TWO SHORT PHRASES CHANGE THE ANSWER WHEREVER THEY APPEAR. 'SUBJECT TO FINANCE CONCURRENCE' means the power exists but CANNOT BE EXERCISED ALONE — the officer must carry finance with him before sanctioning. And 'NIL' in a column means that level has NO POWER AT ALL for that item, not merely a smaller one; the case must go up the ladder.दो छोटे वाक्यांश जहाँ भी आएँ, उत्तर बदल देते हैं। 'वित्त की सहमति के अधीन' का अर्थ है कि शक्ति विद्यमान तो है किंतु अकेले प्रयोग नहीं की जा सकती — अधिकारी को स्वीकृति देने से पूर्व वित्त को साथ लेना होगा। और किसी स्तंभ में 'शून्य' का अर्थ है कि उस स्तर पर उस मद हेतु कोई शक्ति ही नहीं है, केवल कम शक्ति नहीं; मामला सीढ़ी से ऊपर जाना चाहिए।

THE FIGURES ARE AMENDED CONSTANTLY AND THE SOP SHOWS ITआँकड़े निरंतर संशोधित होते हैं और एसओपी स्वयं यह दिखाती है

entries carry numbered AMENDMENTS with dates alongside the Board letter, and the delegation to the General Manager itself reaches the Financial Code by ADVANCE CORRECTION SLIP. So a rupee limit read from any SOP is correct for THAT UNIT on THAT DATE. Learn the structure, the authority references and the terms of art; verify any figure against your own unit's current SOP.प्रविष्टियों में बोर्ड के पत्र के साथ तिथि सहित क्रमांकित संशोधन दिए होते हैं, और महाप्रबंधक को किया गया प्रत्यायोजन स्वयं अग्रिम शुद्धिपत्र द्वारा वित्त संहिता तक पहुँचता है। अतः किसी भी एसओपी से पढ़ी गई रुपया सीमा उसी इकाई के लिए, उसी तिथि को सही है। ढाँचा, प्राधिकार संदर्भ तथा पारिभाषिक पद सीखें; कोई भी आँकड़ा अपनी इकाई की चालू एसओपी से मिलाएँ।
