Item 2 — TRANSFER OF A GAZETTED OFFICERमद 2 — राजपत्रित अधिकारी का स्थानांतरण

Part (A) transfers Deputy Heads of Departments, the selection grade included.

• Every column there is NIL
• (B) A SENIOR SCALE officer: PHOD or CHOD FULL POWERS for an INTER-DIVISIONAL transfer
• The other two columns are Nil
• The PHOD exercises those powers within the railway, for officers under his control
• A CO-ORDINATING HOD has the same power as the PHOD
• Where an officer has not completed TWO YEARS' tenure at a station, the power is used with sufficient care and prudence
• It is then used on the recommendations of the PLACEMENT COMMITTEE
• DRMs may transfer Junior Scale and Assistant officers WITHIN THE DIVISION
• That is for those who have completed ONE YEAR at the present station
• The DRM apprises the respective PHOD when he does so

So two years is the caution and one year the DRM's gate, and you should not confuse the two periods.भाग (A) उप विभागाध्यक्षों का स्थानांतरण करता है, चयन ग्रेड सहित।

• ऐसा करते समय वे संबंधित पीएचओडी को अवगत कराते हैं

Items 3 to 5 — AN ADVANCE, A RESIGNATION AND A DEPUTATIONमद 3 से 5 — अग्रिम, त्यागपत्र और प्रतिनियुक्ति

Item 3 sanctions an advance of pay on transfer, for officers working under them.

• PHOD and the DRM's column: FULL POWERS
• JAG or Sr Scale in independent charge: FULL POWERS
• Finance concurrence is not necessary, and the authority is PARA 1113 and PARA 1114 of the IREM Volume I

• ITEM 4 — RESIGNATION AND VOLUNTARY RETIREMENT
  • (A) To accept a RESIGNATION: every column is NIL
  • Up to Senior Scale the GM accepts it; for JAG and above the RAILWAY BOARD accepts it
  • Finance concurrence is not necessary, except where a WAIVAL OF NOTICE PERIOD is involved
  • (B) To accept VOLUNTARY RETIREMENT: every column is Nil, on the same two levels
  • There the QUALIFYING SERVICE is certified by Accounts before acceptance
• ITEM 5 — AN APPLICATION FOR DEPUTATION OUTSIDE THE RAILWAYS
  • PHOD or CHOD: FULL POWERS, UP TO SENIOR SCALE ONLY
  • For JAG and above the GM forwards it, and finance concurrence is not necessary
  So a resignation is accepted above this schedule, and you should name the GM or the Board by the officer's grade.

• मद 5 — रेल से बाहर प्रतिनियुक्ति का आवेदन
  • पीएचओडी या सीएचओडी: पूर्ण शक्तियाँ, केवल वरिष्ठ श्रेणी तक
  • जेएजी और उससे ऊपर उसे महाप्रबंधक अग्रेषित करते हैं, और वित्त सहमति आवश्यक नहीं
  अर्थात् त्यागपत्र इस अनुसूची से ऊपर स्वीकार होता है, और अधिकारी के ग्रेड से महाप्रबंधक या बोर्ड आप बताइए।

Item 6 — COUNTERSIGNING A TRAVELLING ALLOWANCE JOURNALमद 6 — यात्रा भत्ता विवरणी पर प्रतिहस्ताक्षर

The item countersigns TA journals, and each officer may countersign HIS OWN.

• PHOD, CHOD or HOD: FULL POWERS, their own TA journal included
• DRM, ADRM or SAG officer: full powers, their own TA journal included
• JAG or Sr Scale in independent charge: full powers, their own TA journal included
• Sr Scale: FULL POWERS
• The powers are exercised in respect of officers UNDER THEIR CONTROL
• A RETIRED officer's journal is countersigned by the Dy CPO or a gazetted officer
• The time limit for submission of a TA claim is 60 DAYS
• A claim of TA or DA on tour, transfer, training or a journey on retirement is FORFEITED if it is not preferred within 60 days
• Those 60 days run from the date the journey was completed

So the officer signs his own journal here, and you should still keep the sixty days.यह मद यात्रा भत्ता विवरणियों पर प्रतिहस्ताक्षर करती है, और हर अधिकारी अपनी विवरणी पर भी कर सकते हैं।

• सेवानिवृत्त अधिकारी की विवरणी पर डिप्टी सीपीओ या कोई राजपत्रित अधिकारी प्रतिहस्ताक्षर करते हैं
• यात्रा भत्ते का दावा प्रस्तुत करने की समय सीमा 60 दिन है
• दौरे, स्थानांतरण, प्रशिक्षण या सेवानिवृत्ति की यात्रा का यात्रा या दैनिक भत्ता दावा 60 दिन में न देने पर समाप्त हो जाता है
• वे 60 दिन यात्रा पूरी होने की तिथि से चलते हैं

अर्थात् यहाँ अधिकारी अपनी ही विवरणी पर हस्ताक्षर करते हैं, और साठ दिन फिर भी आप थामे रखिए।
