Item 97(A) to (D) — AT THE SITE OF A DISASTERमद 97(A) से (D) — आपदा स्थल पर

Item 97 is Disaster Management, and part (A) procures additional lifesaving drugs from the market by medical officers AT THE SITE.

• PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; divisional officers: FULL POWERS
• A medical officer has FULL POWERS if he is the ONLY medical officer available on site
• Medical officers may draw money from the STATION COLLECTION
• Finance concurrence is not required

• PART (B) — ON THE SPOT PAYMENT TO A PRIVATE HOSPITAL
  • It is for the treatment of the injured, and carries the same full powers in all three columns
  • Again a lone medical officer on site holds full powers, may draw from the station collection, and needs no finance concurrence
• PART (C) — CASH IMPREST FOR AN ARMV IN-CHARGE
  • It is for the expeditious procurement of small items like fuel and food materials at the accident site
  • FULL POWERS in all three columns, and full powers to the lone medical officer on site
  • It is implemented when the ARMV has to remain at the accident site for a LONGER PERIOD during exigencies
  • It runs up to RS 5,000 for food materials, fuel and the like
• PART (D) — ITEMS FOR THE ARME
  • It purchases items for the ARME, FIRST AID articles included
  • FULL POWERS in all three columns
  • It is ONLY for emergency purchases, and not for normal day to day requirements
  So at an accident the station's own collection pays, and you should say who may draw it.

  • यह एआरएमई की मदें खरीदता है, प्राथमिक उपचार की वस्तुएँ भी
  • तीनों स्तंभों में पूर्ण शक्तियाँ
  • यह केवल आपात खरीद के लिए है, दैनिक सामान्य आवश्यकता के लिए नहीं
  अर्थात् दुर्घटना में स्टेशन का अपना संग्रह भुगतान करता है, और उसे कौन निकाल सकता है — यह आप बताइए।

Item 97(E) to (K) — ART EQUIPMENT, RELIEF AND A HELICOPTERमद 97(E) से (K) — एआरटी उपकरण, राहत और हेलीकॉप्टर

Part (E) covers ART equipment, that is the HRE, the HRD, 140 T cranes and other related equipment.

• (i) For PLANNED procurement of spares, consumables and small tools: PCME, PHOD or CHOD above Rs 25 lakh and up to Rs 2.5 crore
• CMPE: above Rs 8 lakh and up to Rs 25 lakh
• SG or JAG: above Rs 1.5 lakh and up to Rs 8 lakh; Senior Scale: up to Rs 1.5 lakh
• Finance concurrence is necessary, and the tender committee follows the stores or works powers as applicable
• (ii) For EMERGENCY repairs and spares incidental to them: PCME or CMPE up to Rs 1 lakh per breakdown
• DRM, ADRM, CWM or SAG: up to Rs 1 lakh per breakdown
• Sr DME or the in-charge of an ART: up to Rs 20,000 per breakdown without finance concurrence
• Finance concurrence is not necessary up to Rs 50,000, and a single quotation may be used for the OEM or an authorised dealer
• The Sr DME or ART in-charge CERTIFIES the emergency, and a register of the expenditure on each breakdown is maintained
• The overall ceiling for emergency repairs and purchases of spares is RS 20 LAKH PER ANNUM
• (iii) SCHEDULED overhauling or reconditioning repairs not covered under an AMC, and spare parts for that equipment
• PCME: FULL POWERS; CMPE: up to Rs 50,000 at a time; Sr DMEs or the ART in-charge: up to Rs 30,000 at a time
• DME or the ART in-charge: up to Rs 10,000 at a time; finance concurrence is necessary

• PARTS (F) TO (K)
  • (F) Hiring of vehicles for rescue and relief operations: DRM or ADRM FULL POWERS during accidents
  • The expenditure can be met from the cash imprest or STATION EARNINGS without any limitation, and finance concurrence is not required
  • (G) Expenditure incurred during relief and rescue operations
  • All Mechanical, Medical, Commercial, Operating, Safety and Electrical officers at the accident site hold FULL POWERS
  • Vouchers and bills are submitted WITHIN A WEEK, and finance concurrence is required at the time of post facto sanction
  • (H) Procurement of ART and ARMV equipment: PCME FULL POWERS
  • No item may be banned while being purchased for the ART, ARMV or breakdown crane, unless the Railway Board itself issues the restriction
  • (I) Sanction of the cash imprest for maintaining ARTs, ARMVs and cranes: PCME FULL POWERS, with finance concurrence
  • (J) Purchase of ART, ARMV or crane material through imprest cash: the ART in-charge officer FULL POWERS up to Rs 10,000 per item
  • (K) Requisition of a HELICOPTER or airplane to reach the site of a serious accident, or to evacuate the injured and dead
  • These powers are left to the DISCRETION OF THE GM
  • They cover a case where more than 10 casualties are feared and officers cannot reach the site in reasonable time
  • They cover heavy damage to railway installations in sensitive and tension filled areas
  • That is the wreckage of track or bridges by a bomb blast or other sabotage
  • They cover a case where public reaction to the late arrival of senior officers is likely to be highly adverse
  • Normally only ONE helicopter is requisitioned by a zonal railway
  • The exception is a serious passenger train accident with several casualties, where both the GM and the DRM must reach at once
  • A separate helicopter or airplane may still be requisitioned for dispatching the rescue teams
  So a helicopter is the GM's discretion on four stated grounds, and you should learn them before the figures.

भाग (E) एआरटी उपकरणों को लेता है, अर्थात् एचआरई, एचआरडी, 140 टन की क्रेन और अन्य संबंधित उपकरण।

• वित्त सहमति आवश्यक है, और निविदा समिति भंडार या कार्य की शक्तियों से चलती है, जैसा लागू हो
• (ii) आपात मरम्मत और उससे जुड़े कलपुरजे: पीसीएमई या सीएमपीई प्रति खराबी 1 लाख रुपये तक
• मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: प्रति खराबी 1 लाख रुपये तक
• वरिष्ठ डीएमई या एआरटी के प्रभारी: बिना वित्त सहमति प्रति खराबी 20,000 रुपये तक
• 50,000 रुपये तक वित्त सहमति आवश्यक नहीं, और ओईएम या अधिकृत विक्रेता के लिए एक कोटेशन चल सकता है

• भाग (F) से (K)
  • (F) बचाव और राहत कार्यों के लिए वाहन किराए पर: दुर्घटना के समय मंडल रेल प्रबंधक या एडीआरएम को पूर्ण शक्तियाँ
  • व्यय बिना किसी सीमा के नकद अग्रदाय या स्टेशन की आय से वहन किया जा सकता है, और वित्त सहमति आवश्यक नहीं
  • (G) राहत और बचाव कार्यों के दौरान हुआ व्यय
  • दुर्घटना स्थल पर मौजूद सभी यांत्रिक, चिकित्सा, वाणिज्य, परिचालन, संरक्षा और विद्युत अधिकारियों को पूर्ण शक्तियाँ
  • वाउचर और बिल एक सप्ताह के भीतर दिए जाते हैं, और बाद की स्वीकृति के समय वित्त सहमति आवश्यक है
  • (H) एआरटी और एआरएमवी उपकरणों की खरीद: पीसीएमई पूर्ण शक्तियाँ
  • एआरटी, एआरएमवी या ब्रेकडाउन क्रेन के लिए खरीदते समय कोई मद वर्जित नहीं की जा सकती, जब तक रेलवे बोर्ड स्वयं वह रोक न लगाए
  • (I) एआरटी, एआरएमवी और क्रेन के अनुरक्षण का नकद अग्रदाय स्वीकृत करना: पीसीएमई पूर्ण शक्तियाँ, वित्त सहमति के साथ
  • (J) अग्रदाय की नकदी से एआरटी, एआरएमवी या क्रेन की सामग्री खरीदना: एआरटी प्रभारी अधिकारी को प्रति मद 10,000 रुपये तक पूर्ण शक्तियाँ
  • (K) गंभीर दुर्घटना स्थल तक पहुँचने, या घायलों और मृतकों को निकालने के लिए हेलीकॉप्टर या विमान माँगना
  • ये शक्तियाँ महाप्रबंधक के विवेक पर छोड़ी गई हैं
  • इनमें वह स्थिति आती है जहाँ 10 से अधिक हताहत की आशंका हो और अधिकारी उचित समय में स्थल तक न पहुँच सकें
  • इनमें संवेदनशील और तनावग्रस्त क्षेत्रों में रेल संस्थापनों की भारी क्षति आती है
  • अर्थात् बम विस्फोट या अन्य तोड़फोड़ से पटरी या पुल का टूटना
  • इनमें वह स्थिति भी आती है जहाँ वरिष्ठ अधिकारियों के देर से पहुँचने पर जनता की प्रतिक्रिया बहुत प्रतिकूल हो सकती हो
  • सामान्यतः जोनल रेलवे एक ही हेलीकॉप्टर माँगती है
  • अपवाद वह गंभीर यात्री गाड़ी दुर्घटना है जिसमें कई हताहत हों और महाप्रबंधक तथा मंडल रेल प्रबंधक, दोनों को तुरंत पहुँचना हो
  • बचाव दल भेजने के लिए तब भी अलग हेलीकॉप्टर या विमान माँगा जा सकता है
  अर्थात् हेलीकॉप्टर महाप्रबंधक का विवेक है, चार बताए आधारों पर, और आँकड़ों से पहले उन्हें आप सीखिए।

Item 98 — THE RAILWAY RECRUITMENT CELLमद 98 — रेल भर्ती प्रकोष्ठ

Item 98 delegates powers to the Dy CPO/Recruitment only, towards the establishment of the 'Railway Recruitment Cell'. That cell conducts recruitment for the erstwhile Group 'D' posts from the open market.

• (A) Sanction of the STORES IMPREST: Dy CPO/Recruitment FULL POWERS
• Finance concurrence is necessary, and the powers must not exceed the limits prescribed in the Code
• The authority is PARA 1801 to PARA 1812 of the Stores Code Volume II
• (B) Sanction of the imprest for LOADING FRANKING MACHINES by the postal authorities: Dy CPO/Recruitment Rs 1 lakh at a time
• Finance concurrence is necessary, and the authority is PARA 1052 of the Financial Code Volume I
• (C) Creation of a cash imprest for the purchase of SERVICE STAMPS: Dy CPO/Recruitment up to Rs 5,000
• Finance concurrence is necessary, and the authority is PARA 1047(v) of the Financial Code Volume I
• (D)(i) Purchase of technical books, technical periodicals and digitized books: up to Rs 3,000 per annum
• (ii) Purchase of newspapers, other periodicals, e-books and e-periodicals in CD or mail format: up to Rs 2,500 per annum
• Finance concurrence is necessary there, under PARAS 1037 and 1038 of the Financial Code and PARA 711 of the Stores Code
• (E) Purchase of rubber stamps, office seals, special seals and embossing seals: up to Rs 500 FOR EACH
• Finance concurrence is NOT necessary for that, and the authority is PARA 1016 of the Financial Code Volume I

So the recruitment cell's powers rest with one officer, and you should name the Dy CPO/Recruitment.मद 98 'रेल भर्ती प्रकोष्ठ' की स्थापना के लिए केवल उप सीपीओ/भर्ती को शक्तियाँ देती है। वह प्रकोष्ठ खुले बाजार से तत्कालीन समूह 'घ' पदों की भर्ती करता है।

• उसमें वित्त सहमति आवश्यक नहीं, और प्राधिकार वित्त संहिता खंड I का पैरा 1016 है

अर्थात् भर्ती प्रकोष्ठ की शक्तियाँ एक ही अधिकारी के पास हैं, और उप सीपीओ/भर्ती आप बताइए।
