The SCHEDULE OF POWERS — universally called the SOP — is the booklet in which the powers delegated to officers are written down. Its authority is not local: the delegation to General Managers is contained in the FINANCIAL CODE VOLUME I, ANNEXURE-II, read with PARAGRAPH 505. A question asking where the SOP comes from is asking for the Financial Code, not for a railway's own order.शक्ति अनुसूची — जिसे सर्वत्र एसओपी कहा जाता है — वह पुस्तिका है जिसमें अधिकारियों को प्रत्यायोजित शक्तियाँ लिखी होती हैं। इसका प्राधिकार स्थानीय नहीं है: महाप्रबंधकों को किया गया प्रत्यायोजन वित्त संहिता खंड एक, अनुबंध-दो में है, जिसे पैरा 505 के साथ पढ़ा जाता है। एसओपी कहाँ से आती है, यह पूछने वाला प्रश्न वित्त संहिता माँग रहा है, किसी रेल के अपने आदेश को नहीं।

The rules delegating powers to a General Manager are made BY THE PRESIDENT — the SOP opens with the words that the President is pleased to make the following rules. That is why a railway administration cannot enlarge the powers given to it; it can only distribute downwards what it has been given.महाप्रबंधक को शक्तियाँ प्रत्यायोजित करने वाले नियम राष्ट्रपति द्वारा बनाए जाते हैं — एसओपी इन्हीं शब्दों से आरंभ होती है कि राष्ट्रपति निम्नलिखित नियम बनाते हैं। यही कारण है कि कोई रेल प्रशासन अपनी दी गई शक्तियों को बढ़ा नहीं सकता; वह केवल जो मिला है उसे नीचे बाँट सकता है।

TWO POWERS, NOT ONE, are conferred on the General Manager and the distinction is examinable — the power to SANCTION EXPENDITURE himself, and the power to DELEGATE that authority to officers subordinate to him ALONG WITH the power for them to RE-DELEGATE to still lower authorities. Delegation and re-delegation are separate steps and both are provided for expressly.महाप्रबंधक को दो शक्तियाँ मिलती हैं, एक नहीं, और यह भेद परीक्षा में आता है — स्वयं व्यय स्वीकृत करने की शक्ति, तथा उस प्राधिकार को अपने अधीनस्थ अधिकारियों को प्रत्यायोजित करने की शक्ति, साथ ही उनके द्वारा और नीचे के प्राधिकारियों को पुनः प्रत्यायोजित करने की शक्ति। प्रत्यायोजन और पुनःप्रत्यायोजन अलग चरण हैं और दोनों के लिए स्पष्ट उपबंध है।

THE CONDITION ON EVERY DELEGATIONप्रत्येक प्रत्यायोजन पर शर्त
any delegation or re-delegation of powers by the General Manager to a subordinate authority SHALL BE MADE ONLY IN CONSULTATION WITH THE PRINCIPAL FINANCIAL ADVISER AND CHIEF ACCOUNTS OFFICER (PFA). Finance is not consulted after the event — the consultation is a condition of the delegation being validly made at all.महाप्रबंधक द्वारा किसी अधीनस्थ प्राधिकारी को शक्तियों का कोई भी प्रत्यायोजन अथवा पुनःप्रत्यायोजन केवल प्रधान वित्त सलाहकार एवं मुख्य लेखा अधिकारी (पीएफए) के परामर्श से ही किया जाएगा। वित्त से परामर्श घटना के बाद नहीं होता — परामर्श ही वह शर्त है जिससे प्रत्यायोजन विधिमान्य बनता है।

WHAT HAPPENS WHEN THEY DISAGREE is stated in the rules themselves — in the event of a difference of opinion between the GENERAL MANAGER and the PFA, THE MATTER SHOULD BE REFERRED TO THE RAILWAY BOARD FOR ORDERS. The General Manager does not overrule his Financial Adviser on a question of delegation; the disagreement goes upward.मतभेद होने पर क्या होगा, यह नियमों में ही कहा गया है — महाप्रबंधक तथा पीएफए के बीच मतभेद की स्थिति में मामला आदेश हेतु रेलवे बोर्ड को भेजा जाएगा। महाप्रबंधक प्रत्यायोजन के प्रश्न पर अपने वित्त सलाहकार को रद्द नहीं करता; मतभेद ऊपर जाता है।

Delegated powers are never absolute. Their exercise is SUBJECT TO existing CODE PROVISIONS, RULES AND REGULATIONS, to the availability of BUDGET PROVISION, and to any RESTRICTIONS IMPOSED FROM TIME TO TIME BY THE RAILWAY BOARD in the context of ECONOMY IN EXPENDITURE or otherwise. A power that exists in the SOP can still be unusable this year because the Board has restricted it or the budget does not carry it.प्रत्यायोजित शक्तियाँ कभी निरपेक्ष नहीं होतीं। उनका प्रयोग विद्यमान संहिता उपबंधों, नियमों एवं विनियमों के अधीन है, बजट प्रावधान की उपलब्धता के अधीन है, तथा मितव्ययिता अथवा अन्य संदर्भ में रेलवे बोर्ड द्वारा समय-समय पर लगाए गए किसी भी प्रतिबंध के अधीन है। एसओपी में विद्यमान कोई शक्ति इस वर्ष फिर भी अप्रयोज्य हो सकती है क्योंकि बोर्ड ने उसे प्रतिबंधित कर दिया है अथवा बजट में वह नहीं है।

There remain matters in which the General Manager MAY NOT act at all without the PREVIOUS SANCTION OF THE HIGHER AUTHORITY. The SOP is therefore read in two directions — for what an officer MAY sanction, and for the reserved list where previous sanction must first be obtained.ऐसे विषय शेष रहते हैं जिनमें महाप्रबंधक उच्चतर प्राधिकारी की पूर्व स्वीकृति के बिना कोई कार्य नहीं कर सकता। अतः एसओपी दो दिशाओं में पढ़ी जाती है — इसके लिए कि कोई अधिकारी क्या स्वीकृत कर सकता है, और उस आरक्षित सूची के लिए जहाँ पहले पूर्व स्वीकृति लेनी होती है।

IN STORES MATTERS the same structure appears — the Railway Board delegates certain powers to the General Manager for the PURCHASE AND SALE OF STORES, and the GM may re-delegate them, WITHIN THE LIMITS SPECIFIED, to the PCMM, CMM and officers subordinate to them, in consultation with Accounts. The exception is important: he may NOT re-delegate those powers WHERE THE LEVEL OF DELEGATION HAS ALREADY BEEN FIXED BY THE RAILWAY BOARD.भंडार संबंधी विषयों में भी वही ढाँचा दिखता है — रेलवे बोर्ड भंडार के क्रय एवं विक्रय हेतु महाप्रबंधक को कुछ शक्तियाँ प्रत्यायोजित करता है, और महाप्रबंधक उन्हें निर्दिष्ट सीमाओं के भीतर पीसीएमएम, सीएमएम तथा उनके अधीनस्थ अधिकारियों को लेखा के परामर्श से पुनः प्रत्यायोजित कर सकता है। अपवाद महत्वपूर्ण है: वह उन शक्तियों का पुनःप्रत्यायोजन नहीं कर सकता जहाँ प्रत्यायोजन का स्तर रेलवे बोर्ड पहले ही नियत कर चुका है।

the SOP is a UNIT-SPECIFIC and FREQUENTLY AMENDED document. The powers themselves are issued through ADVANCE CORRECTION SLIPS to the Financial Code and Railway Board letters, and every railway and production unit has its own schedule of rupee limits against each item.
