Item 44(A) to (D) — THE CATERING TENDERमद 44(A) से (D) — खानपान की निविदा
Part (A) fixes and approves the MINIMUM RESERVE PRICE for static catering units, the stand alone AVMs and minor static units.
- PHOD: FULL POWER; DRM: FULL POWER
- (B) ASSESSMENT of the sales turnover, and fixing of the annual licence fee
- For a MAJOR static catering unit, that is a stand alone AVM: PHOD full power
- At A1, A, B and C category stations the Sr DCM does it; at D, E and F category stations the DCM does it
- For a MINOR static catering unit, milk stalls included: NIL
- (C) To CALL or receive tenders for both kinds of unit: Sr DCM or DCM FULL POWER
- (D) To ACCEPT those tenders: DRM FULL POWER, and full power in the divisional column
- A stand alone AVM or a GMU at an A1, A, B or C category station goes to open tender under the TWO PACKET system
- An SMU at any category of station goes under the SINGLE PACKET system
- So does a GMU at a D, E or F category station, and a milk stall anywhere

Item 44 — THE STANDING TENDER COMMITTEE, AND A RENEWALमद 44 — स्थायी निविदा समिति, और नवीकरण
The DRM nominates a STANDING TENDER COMMITTEE of three members.
- One member comes from Commercial and one from Finance
- The third may be from any other department
- At A1, A, B and C category stations the members are Sr Scale level officers
- At D, E and F category stations they are Jr Scale level officers
- In both, the accepting authority is the NEXT HIGHER GRADE OFFICER
- PART (E) — RENEWAL AND REFIXATION OF THE LICENCE FEE
- (i) A minor static catering unit renewed under Commercial Circular 22 of 2017: Sr DCM or DCM FULL POWER
- They have full power for the refixation of the licence fee AFTER the sales assessment
- (ii) A major and a minor static unit awarded under the CATERING POLICY 2017: the DCM
- He acts for contracts awarded by him and by JAG officers
- At A1, A, B and C category stations the Sr DCM considers a renewal, on the recommendation of a committee of THREE Sr Scale officers
- At D, E and F category stations the DCM considers it, on a committee of three Jr Scale officers
- Those committees draw from Commercial, Finance and any other department
- The remarks in this block also say the tenure is for a period of 5 YEARS, and no renewal

Item 45 signs the agreements relating to major and minor static catering units, milk stalls included.
- FINANCE AND LAW VETTING is necessary
- A RIDER AGREEMENT to the main agreement may be signed by the authority who signed the original
- That is provided the approval of the competent authority is obtained
- The signing authority is the one empowered by the Ministry of Law's notification issued from time to time
- ITEMS 46 TO 48
- Item 46 imposes or waives penalties AS PER THE TERMS AND CONDITIONS OF THE CONTRACT
- PHOD, DRM or ADRM, and JAG all carry that same power, and the authority is PARA 1259 of the Engineering Code
- Item 47 fixes the tariff of articles sold through catering establishments in station premises
- It excludes standardized meals, tea and coffee; the power is FULL POWER, and finance concurrence is not required
- Item 48 refunds the cost of tenders DISCHARGED ON VALID REASONS: DRM FULL POWER; Sr DCM FULL POWER
- Finance concurrence is not necessary there
