Item 42(A) to (C) — NEW PHONES, SHIFTING AND STDमद 42(A) से (C) — नए फोन, स्थानांतरण और एसटीडी

Part (A)(i) provides new phones on NON-OYT basis.

• PHOD/CHOD: FULL POWERS; DRM, ADRM or CWM: FULL POWERS; the divisional column: NIL
• Finance concurrence is NOT necessary
• A headquarters proposal is routed through the PCSTE, and a divisional one through the Sr DSTE or DSTE
• (ii) On OYT basis: SDGM FULL POWERS; the other two columns NIL
• There finance concurrence IS necessary, and the proposal is routed through the PCSTE

• PART (B) — SHIFTING A BSNL PHONE
  • PHOD/CHOD: FULL POWERS; DRM or CWM (SAG): FULL POWERS; the divisional column: NIL
  • Finance concurrence is not necessary, and the proposal goes through the PCSTE, Sr DSTE or DSTE
  • The powers are limited to shifting WITHIN THE SANCTION, from the old incumbent of a post to the new incumbent
  • An officer may retain a residential BSNL phone during leave, transfer and retirement
  • Retention beyond FIFTEEN DAYS requires the sanction of the SDGM
• PART (C) — THE STD FACILITY
  • PHOD/CHOD: FULL POWERS; the other two columns: NIL
  • Finance concurrence is not necessary for a DOT phone with STD facility and DYNAMIC LOCKING arrangements
  • That covers the residence and office of a Branch Officer, and the residence of JA Grade and above officers
  • For all other cases the PFA's concurrence and the GM's approval are necessary
  So the phone moves with the post and not the person, and you should hold the fifteen days.

  • वित्त सहमति आवश्यक नहीं, और प्रस्ताव पीसीएसटीई, वरिष्ठ डीएसटीई या डीएसटीई से जाता है
  • शक्तियाँ स्वीकृति के भीतर स्थानांतरण तक सीमित हैं, पद के पुराने धारक से नए धारक तक
  • अधिकारी छुट्टी, स्थानांतरण और सेवानिवृत्ति के समय आवासीय बीएसएनएल फोन रख सकते हैं
  • पंद्रह दिन से आगे रखने पर एसडीजीएम की स्वीकृति चाहिए
• भाग (C) — एसटीडी सुविधा
  • पीएचओडी/सीएचओडी: पूर्ण शक्तियाँ; शेष दोनों स्तंभ: शून्य
  • एसटीडी सुविधा और गतिशील तालाबंदी व्यवस्था वाले डीओटी फोन में वित्त सहमति आवश्यक नहीं
  • इसमें शाखा अधिकारी का आवास और कार्यालय, तथा जेए ग्रेड और उससे ऊपर के अधिकारियों का आवास आता है
  • अन्य सभी मामलों में पीएफए की सहमति और महाप्रबंधक का अनुमोदन आवश्यक है
  अर्थात् फोन पद के साथ चलता है, व्यक्ति के साथ नहीं, और पंद्रह दिन आप याद रखिए।

Item 42(D) and (E) — A PRIVATE PHONE AND HIRED CIRCUITSमद 42(D) और (E) — निजी फोन और किराए के सर्किट

Part (D) pays the telephone rental and call charges where an officer's PRIVATE phone is used for official purposes.

• PHOD/CHOD: FULL POWERS; DRM or CWM: FULL POWERS; the divisional column: NIL
• Finance concurrence is not necessary, and the proposal goes through the PCSTE, Sr DSTE or DSTE
• It is subject to the condition that THE POST should have a sanction for a residential DOT phone

• PART (E) — HIRING VOICE AND DATA CIRCUITS
  • (i) Advance payment of the registration fee and search fee to DOT: PCSTE or CCM/PM FULL POWERS; the DRM's column FULL POWERS
  • (ii) Payment of ADVANCE ANNUAL RENTAL to DOT: PCSTE or CCM(PM) FULL POWERS
  • (iii) DOT phones, and casual or temporary connections for special occasions: PCSTE or CCM(PM) FULL POWERS
  • Finance concurrence is not necessary for part (E)
  • The PCSTE may clear the sanction and payment where provision for hiring the channels exists in a sanctioned estimate
  • In other cases it goes as per the need of the user department
  • Hiring of voice circuits includes NON-EXCHANGE LINES used for emerging railway telephones
• CONTINUED HIRING OF A DOT CHANNEL
  • There finance concurrence IS necessary, and the PCSTE or DRMs may sanction it
  • They must find that there are NO RAILWAY OWNED circuits to replace the DOT channels
  • Budget provision must exist, or be made available
  • The user department must CERTIFY the necessity for continued hiring
  So a private phone is paid for only where the post carries a sanction, and you should say the post.

भाग (D) वहाँ टेलीफोन का किराया और कॉल प्रभार चुकाता है जहाँ अधिकारी का निजी फोन सरकारी काम में लगता हो।

• पीएचओडी/सीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या सीडब्ल्यूएम: पूर्ण शक्तियाँ; मंडल का स्तंभ: शून्य
• वित्त सहमति आवश्यक नहीं, और प्रस्ताव पीसीएसटीई, वरिष्ठ डीएसटीई या डीएसटीई से जाता है
• यह इस शर्त के अधीन है कि उस पद को आवासीय डीओटी फोन की स्वीकृति हो

• भाग (E) — आवाज और डेटा सर्किट किराए पर
  • (i) डीओटी को पंजीकरण शुल्क और खोज शुल्क का अग्रिम भुगतान: पीसीएसटीई या सीसीएम/पीएम पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ पूर्ण शक्तियाँ
  • (ii) डीओटी को अग्रिम वार्षिक किराए का भुगतान: पीसीएसटीई या सीसीएम(पीएम) पूर्ण शक्तियाँ
  • (iii) डीओटी फोन, और विशेष अवसरों के आकस्मिक या अस्थायी संबंध: पीसीएसटीई या सीसीएम(पीएम) पूर्ण शक्तियाँ
  • भाग (E) में वित्त सहमति आवश्यक नहीं
  • जहाँ स्वीकृत अनुमान में चैनल किराए पर लेने का प्रावधान हो, वहाँ पीसीएसटीई स्वीकृति और भुगतान कर सकते हैं
  • अन्य मामलों में यह उपयोगकर्ता विभाग की आवश्यकता के अनुसार चलता है
  • आवाज सर्किट किराए पर लेने में वे गैर-एक्सचेंज लाइनें भी आती हैं जो उभरते रेल टेलीफोनों में लगती हैं
• डीओटी चैनल का किराया जारी रखना
  • वहाँ वित्त सहमति आवश्यक है, और पीसीएसटीई या मंडल रेल प्रबंधक उसे स्वीकृत कर सकते हैं
  • उन्हें यह देखना होगा कि डीओटी चैनलों की जगह लेने वाले रेल के अपने सर्किट नहीं हैं
  • बजट प्रावधान होना चाहिए, या उपलब्ध कराया जाना चाहिए
  • उपयोगकर्ता विभाग को किराया जारी रखने की आवश्यकता प्रमाणित करनी होगी
  अर्थात् निजी फोन का भुगतान तभी होता है जब पद को स्वीकृति हो, और आप 'पद' कहिए।

Item 43 — RAILWAY TELEPHONESमद 43 — रेल टेलीफोन

The item provides and shifts the railway's own telephones.

• (A) PROVISION of railway phones: PHOD/CHOD FULL POWERS
• DRM, ADRM or CWM: FULL POWERS; the divisional column: NIL
• (B) SHIFTING of railway phones: PHOD/CHOD FULL POWERS WITHIN THE DEPARTMENT
• DRM, ADRM or CWM: FULL POWERS within the department
• Divisional and headquarters officers: FULL POWERS within the department
• Finance concurrence is NOT necessary
• The authority is PARA 1040 of the Financial Code Volume I

So shifting a railway phone stops at the department's edge, and you should say within the department.यह मद रेलवे के अपने टेलीफोन देती और हटाती है।
