Item 4(A) and (B) — INDENTS, AND AN ORDER PLACED ON GeMमद 4(A) और (B) — मांगपत्र, और GeM पर दिया गया आदेश

Part (A) signs indents on the Railway Board, the production units and the like.

• PCMM, CMM and Dy CMM: FULL POWERS
• SMM, AMM and the Other Officers column: NIL

• PART (B) — AN ONLINE SUPPLY ORDER ON GeM
  • It places online supply orders for items appearing on GeM, drugs and surgical items included
  • It does so WITHOUT going into the formalities of tender committee examination
  • PCMM: FULL POWERS
  • CMM, Dy CMM, SMM and AMM: as per their LEVEL OF ACCEPTANCE
  • Sr DMM or Dy CMM of a depot: RS 50 LAKH PER CASE
  • DMM or SMM of a depot: Rs 10 lakh per case; Asst DMM or AMM of a depot: Rs 5 lakh per case
  • Those powers are exercised within annual ceiling limits the PCMM decides, in consultation with associate finance
  • They are exercised within the available budgetary limits under each demand, allocation and primary unit
  So GeM lets the order skip the committee, and you should still hold the annual ceiling.

• भाग (B) — GeM पर ऑनलाइन आपूर्ति आदेश
  • यह GeM पर दिख रही मदों के ऑनलाइन आपूर्ति आदेश देता है, दवाएँ और शल्य मदें सहित
  • वह निविदा समिति की जाँच की औपचारिकताओं में गए बिना होता है
  • पीसीएमएम: पूर्ण शक्तियाँ
  • सीएमएम, डिप्टी सीएमएम, एसएमएम और एएमएम: अपने स्वीकृति स्तर के अनुसार
  • डिपो के वरिष्ठ डीएमएम या डिप्टी सीएमएम: प्रति मामला 50 लाख रुपये
  • डिपो के डीएमएम या एसएमएम: प्रति मामला 10 लाख रुपये; डिपो के सहायक डीएमएम या एएमएम: प्रति मामला 5 लाख रुपये
  • ये शक्तियाँ उन वार्षिक सीमाओं में प्रयोग होती हैं जो पीसीएमएम सहयोगी वित्त के परामर्श से तय करते हैं
  • ये हर माँग, आवंटन और प्राथमिक इकाई की उपलब्ध बजटीय सीमाओं में प्रयोग होती हैं
  अर्थात् GeM आदेश को समिति से बचा देता है, और वार्षिक सीमा फिर भी आप थामे रखिए।

Item 4(B) — THE MEDICINE A DEPOT MAY ORDER ON GeMमद 4(B) — डिपो GeM पर कौन-सी दवा मँगा सकता है

The remark against part (B) binds the medical order to one list and one scrutiny.

• The list is the one from the VETTED ANNUAL MEDICAL INDENT
• The PCMD circulates it and authorises it to the MD or CMS of the field units
• No other medicine is procured at division or depot level
• The case file, along with a copy of the RATE CONTRACT, is routed through the Medical Branch
• That routing is for TECHNICAL SCRUTINY, before the supply order is finalised

So the medical branch sees the file before the order goes out, and you should send it there first.भाग (B) के सामने की टिप्पणी चिकित्सा के आदेश को एक सूची और एक जाँच से बाँधती है।

Item 4(C) to (E) — ORDERS ON A UNIT, A SUPPLIER AND A CONTRACTमद 4(C) से (E) — इकाई, आपूर्तिकर्ता और संविदा पर आदेश

Part (C) places purchase orders on OTHER RAILWAY UNITS, by depot and divisional officers, for material assistance.

• Full powers stand in the first four columns, the CMM's own entry being printed across a page break
• AMM: RS 75,000
• All depot and divisional officers: FULL POWERS ON BOOK RATE
• The remark limits the item to the placement of purchase orders on other railway units only

• PARTS (D) AND (E)
  • (D) Purchase orders on suppliers selected under the prescribed rules, and post order correspondence
  • PCMM, CMM and Dy CMM: FULL POWERS; SMM: up to the acceptance powers of the Dy CMM
  • AMM: up to the acceptance powers of the SMM
  • POST ORDER CORRESPONDENCE is done only after obtaining the approval of the competent authority
  • (E) Orders against rate or running contracts and limited tender contracts of the Board, PUs, zonal railways and other centralised agencies
  • Every column there stands at up to their POWERS OF ACCEPTANCE
  • These powers are exercised only AFTER the approval of quantities under section 1 of this Part
  So an order rests on an approved quantity, and you should go back to section 1 before you sign.

• टिप्पणी इस मद को केवल दूसरी रेल इकाइयों पर क्रय आदेश देने तक सीमित करती है

• भाग (D) और (E)
  • (D) निर्धारित नियमों से चुने गए आपूर्तिकर्ताओं पर क्रय आदेश, और आदेश के बाद का पत्राचार
  • पीसीएमएम, सीएमएम और डिप्टी सीएमएम: पूर्ण शक्तियाँ; एसएमएम: डिप्टी सीएमएम की स्वीकृति शक्तियों तक
  • एएमएम: एसएमएम की स्वीकृति शक्तियों तक
  • आदेश के बाद का पत्राचार सक्षम प्राधिकारी का अनुमोदन लेने के बाद ही होता है
  • (E) बोर्ड, उत्पादन इकाइयों, क्षेत्रीय रेलों और अन्य केंद्रीकृत एजेंसियों की दर, चालू या सीमित निविदा संविदाओं पर आदेश
  • वहाँ हर स्तंभ अपनी स्वीकृति की शक्तियों तक खड़ा है
  • ये शक्तियाँ इस भाग के अनुभाग 1 में मात्रा के अनुमोदन के बाद ही प्रयोग होती हैं
  अर्थात् आदेश अनुमोदित मात्रा पर टिका है, और हस्ताक्षर से पहले अनुभाग 1 पर आप लौटिए।
