Item 36 — CONDEMNATION OF MACHINES AND ARTICLESमद 36 — मशीनों और वस्तुओं का निंदन

Part (a) condemns machines and instruments belonging to the Medical department.

• PCMD: FULL POWERS for condemnation of machines in terms of extant orders
• MD (Zonal Hospital): FULL POWERS on the same terms
• CMS or CMO: FULL POWERS on the same terms
• SG or JA Grade: NIL; Senior Scale: NIL
• The condemnation is done duly following the guideline in PART C of the Model SOP

• PART (b) — UNSERVICEABLE PETTY ARTICLES
  • It covers unserviceable petty articles, medical and conservancy both
  • PHOD or SAG: FULL POWERS; MD (Zonal Hospital): FULL POWERS; SG or JAG at headquarters: Rs 10,000 in each case
  • The DRM's column: FULL POWERS; SG or JA Grade: Rs 10,000 in each case
  • Senior Scale, Junior Scale or a contract medical practitioner in independent charge of a health unit: FULL POWERS
  • Finance concurrence is NOT necessary
  • Every article must receive the DUE SCRUTINY of the medical officers, and condemned articles are disposed of as per extant rules
  • Hospital conservancy items used for disposal of night soil need NOT be returned to store
  • They must be destroyed and disposed of under the CERTIFICATE OF A GAZETTED OFFICER
  So night soil items never go back to store, and you should name the certificate that replaces the return.

भाग (a) चिकित्सा विभाग की मशीनों और उपकरणों का निंदन करता है।

• पीसीएमडी: प्रचलित आदेशों के अनुसार मशीनों के निंदन की पूर्ण शक्तियाँ
• एमडी (जोनल अस्पताल): उन्हीं शर्तों पर पूर्ण शक्तियाँ
• सीएमएस या सीएमओ: उन्हीं शर्तों पर पूर्ण शक्तियाँ
• एसजी या जेए ग्रेड: शून्य; वरिष्ठ स्केल: शून्य
• निंदन मॉडल एसओपी के भाग C के दिशानिर्देश के अनुसार होता है

• भाग (b) — अनुपयोगी छोटी वस्तुएँ
  • इसमें अनुपयोगी छोटी वस्तुएँ आती हैं, चिकित्सा और सफाई दोनों की
  • पीएचओडी या एसएजी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): पूर्ण शक्तियाँ; मुख्यालय के एसजी या जेएजी: हर मामले में 10,000 रुपये
  • मंडल रेल प्रबंधक का स्तंभ: पूर्ण शक्तियाँ; एसजी या जेए ग्रेड: हर मामले में 10,000 रुपये
  • स्वास्थ्य इकाई के स्वतंत्र प्रभार वाला वरिष्ठ स्केल, कनिष्ठ स्केल या संविदा चिकित्सक: पूर्ण शक्तियाँ
  • वित्त सहमति आवश्यक नहीं है
  • हर वस्तु चिकित्सा अधिकारियों की उचित जाँच से गुजरे, और निंदित वस्तुएँ प्रचलित नियमों से निपटाई जाती हैं
  • मल के निपटान में काम आई अस्पताल की सफाई वस्तुएँ भंडार को लौटाना आवश्यक नहीं
  • उन्हें राजपत्रित अधिकारी के प्रमाणपत्र के अंतर्गत नष्ट और निपटाया जाना चाहिए
  अर्थात् मल वाली वस्तुएँ भंडार नहीं लौटतीं, और उनकी जगह आया प्रमाणपत्र आप बताइए।

Item 37 — HIRING A TAXI OR CONVEYANCE IN AN EMERGENCYमद 37 — आपात में टैक्सी या वाहन किराए पर लेना

The item sanctions expenditure on hiring an ambulance service, a taxi or other conveyance. It is for shifting sick or injured railway beneficiaries in EMERGENT cases. They go to railway hospitals, health units, or non-recognised non-railway hospitals on a railway medical officer's referral.

• PCMD: FULL POWERS; MD (Zonal Hospital): FULL POWERS
• CMS, CMO or the MS in charge of a division or sub-division: FULL POWERS
• SG or JA Grade: FULL POWERS
• Senior or Junior Scale, or a contract medical practitioner, in independent charge of a health unit: FULL POWER

• THE NOTES
  • NO separate finance concurrence is required
  • The expenditure may be met from the SANCTIONED IMPREST of the health unit or hospital
  • Information of each expenditure is sent to the PCMD's office on a MONTHLY basis
  • The authority is PARA 1050 to PARA 1055 of the Financial Code Volume I
  So the imprest pays for the taxi, and you should send the monthly information with it.

यह मद एंबुलेंस सेवा, टैक्सी या अन्य वाहन किराए पर लेने का व्यय स्वीकृत करती है। यह बीमार या घायल रेल लाभार्थियों को आपात स्थिति में ले जाने के लिए है। वे रेल अस्पताल, स्वास्थ्य इकाई, या रेल चिकित्सा अधिकारी के रेफरल पर अमान्य गैर-रेल अस्पताल जाते हैं।

• पीसीएमडी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): पूर्ण शक्तियाँ
• सीएमएस, सीएमओ या मंडल अथवा उप-मंडल के प्रभारी एमएस: पूर्ण शक्तियाँ
• एसजी या जेए ग्रेड: पूर्ण शक्तियाँ
• स्वास्थ्य इकाई के स्वतंत्र प्रभार वाला वरिष्ठ या कनिष्ठ स्केल, या संविदा चिकित्सक: पूर्ण शक्ति

• नोट
  • इसके लिए अलग से वित्त सहमति आवश्यक नहीं है
  • व्यय स्वास्थ्य इकाई या अस्पताल के स्वीकृत अग्रदाय से वहन किया जा सकता है
  • हर व्यय की सूचना पीसीएमडी कार्यालय को हर माह भेजी जाती है
  • प्राधिकार वित्त संहिता खंड I का पैरा 1050 से पैरा 1055 है
  अर्थात् टैक्सी का खर्च अग्रदाय से जाता है, और उसके साथ मासिक सूचना आप भेजिए।

Item 38 — REFRESHER AND INDUCTION COURSESमद 38 — पुनश्चर्या और प्रवेश पाठ्यक्रम

The item organises refresher or induction courses for doctors, para-medical and health staff.

• PCMD or MD (Zonal Hospital): RS 10,000 for EACH COURSE
• That is subject to a maximum limit of RS 2 LAKH PER ANNUM
• The DRM's column: NIL; SG or JA Grade: NIL; Senior Scale: NIL

• THE NOTES
  • It is for PRESCRIBED refresher or induction courses
  • Finance concurrence is required in EACH CASE
  • The course must be included in the CEILING REGISTER maintained by the PCPO
  • The authority is the Board's letter of 13.06.2018
  So a course carries two figures and a register, and you should name the PCPO's ceiling register.

यह मद चिकित्सकों, पैरा-मेडिकल और स्वास्थ्य कर्मचारियों के लिए पुनश्चर्या या प्रवेश पाठ्यक्रम आयोजित करती है।

• पीसीएमडी या एमडी (जोनल अस्पताल): हर पाठ्यक्रम के लिए 10,000 रुपये
• यह प्रति वर्ष 2 लाख रुपये की अधिकतम सीमा के अधीन है
• मंडल रेल प्रबंधक का स्तंभ: शून्य; एसजी या जेए ग्रेड: शून्य; वरिष्ठ स्केल: शून्य

• नोट
  • यह निर्धारित पुनश्चर्या या प्रवेश पाठ्यक्रमों के लिए है
  • हर मामले में वित्त सहमति आवश्यक है
  • पाठ्यक्रम पीसीपीओ के रखे सीमा रजिस्टर में दर्ज होना चाहिए
  • प्राधिकार बोर्ड का 13.06.2018 का पत्र है
  अर्थात् पाठ्यक्रम के दो आँकड़े और एक रजिस्टर हैं, और पीसीपीओ का सीमा रजिस्टर आप बताइए।

Item 39 — ARTIFICIAL LIMBS AND APPLIANCESमद 39 — कृत्रिम अंग और उपकरण

Part (a) refers cases to, and accepts bills issued by, the Military Hospital, Pune, or other Government hospitals. Those bills are for artificial limbs and the hospitalisation charges of railway employees and family members. They cover injury on duty and outside duty, and the renewal of a limb from time to time.

• PCMD, SAG, SG or JAG: FULL POWERS; MD (Zonal Hospital): FULL POWER
• The DRM's column: FULL POWERS; SG or JA Grade: FULL POWERS; Senior Scale: NIL
• Finance concurrence IS required, and the authority is PARA 636 of the IRMM Volume I

• PART (b) — ARTIFICIAL LIMB APPLIANCES
  • It sanctions artificial limb appliances and the payment for them to the railway employee and members of his family
  • It covers both the case of injury on duty and the case where there was none
  • PCMD or MD (Zonal Hospital): FULL POWER
  • CMS or CMO: FULL POWERS; SG or JA Grade: FULL POWERS
  • The in-charge of a health unit: FULL POWERS
  • ASSOCIATE FINANCE concurrence is required
  • The authority is PARA 636 of the IRMM with the Board's letters of 13.03.85 and 11.09.98
  So a limb is bought whether or not the injury was on duty, and you should say both cases.

भाग (a) मामलों को सैन्य अस्पताल, पुणे, या अन्य सरकारी अस्पतालों को भेजता है और उनके बिल स्वीकार करता है। वे बिल रेल कर्मचारियों और परिवार के सदस्यों के कृत्रिम अंगों तथा अस्पताल प्रभारों के होते हैं। इनमें कर्तव्य पर और कर्तव्य के बाहर की चोट, और समय-समय पर अंग का नवीकरण आता है।

• पीसीएमडी, एसएजी, एसजी या जेएजी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): पूर्ण शक्ति
• मंडल रेल प्रबंधक का स्तंभ: पूर्ण शक्तियाँ; एसजी या जेए ग्रेड: पूर्ण शक्तियाँ; वरिष्ठ स्केल: शून्य
• वित्त सहमति आवश्यक है, और प्राधिकार आईआरएमएम खंड I का पैरा 636 है

• भाग (b) — कृत्रिम अंग के उपकरण
  • यह रेल कर्मचारी और उसके परिवार के सदस्यों को कृत्रिम अंग के उपकरण और उनका भुगतान स्वीकृत करता है
  • इसमें कर्तव्य पर चोट वाला मामला और बिना चोट वाला मामला, दोनों आते हैं
  • पीसीएमडी या एमडी (जोनल अस्पताल): पूर्ण शक्ति
  • सीएमएस या सीएमओ: पूर्ण शक्तियाँ; एसजी या जेए ग्रेड: पूर्ण शक्तियाँ
  • स्वास्थ्य इकाई का प्रभारी: पूर्ण शक्तियाँ
  • सहयोगी वित्त की सहमति आवश्यक है
  • प्राधिकार आईआरएमएम का पैरा 636 है, बोर्ड के 13.03.85 और 11.09.98 के पत्रों के साथ
  अर्थात् चोट कर्तव्य पर हो या न हो, अंग मिलता है, और दोनों स्थितियाँ आप बताइए।
