Item 6 meets the expenditure on range classification and firing practice. It also hires tentage and furniture for a Suraksha Sammelan, training camps, meetings and sporting events.

• PCSC, DRM, CWM or the Director of JJR: FULL POWERS
• CSC, Sr DSC or DSC in independent charge: RS 25,000 PER OCCASION, with an annual ceiling of Rs 2,50,000
• Selection Grade or JAG at the zonal headquarters: Rs 5,000 per occasion, with an annual ceiling of Rs 25,000
• The Principal of a ZTC: Rs 5,000 per occasion, with an annual ceiling of Rs 50,000
• The expenditure includes hiring vehicles to carry RPF personnel, armour, weapons, ammunition and tentage
• Those vehicles run from the RPF ARMOURY to the FIRING RANGE and back
• It includes the cost of the target, target paper, gum, repairs and the armoury range fees
• It includes the hire of a tent, a dari, a table and a chair, the cleaning charge, and the arrangement of hot water
• Finance concurrence is not necessary up to RS 25,000 PER OCCASION
• Item 7 hires a vehicle for an RPF post, where no departmental vehicle is available or the work is operational
• PCSC, DRM or CWM: FULL POWERS, on the conditions that item 47 of Miscellaneous Matters lays down

अर्थात् रेंज का बिल वहाँ तक की यात्रा भी ढोता है, और शस्त्रागार की दौड़ उसी अवसर में आप गिनिए।

Item 8(i) and (ii) — HIRING AN AGENCY FOR THE RPF RECRUITMENTमद 8(i) और (ii) — आरपीएफ भर्ती के लिए एजेंसी लेना

Item 8 is the recruitment of constables and sub-inspectors in the RPF. Part (i) hires an agency for the PROCESSING OF APPLICATIONS.

• The Chairpersons of the RPF Recruitment Committees have FULL POWERS, as applicable to the Chairperson of an RRB
• The work covers the processing of applications, and the upload of CANDIDATE data for test centre mapping
• It covers the generation of admit cards, and the accountal of money received and its deposition
• It covers the allocation of test centres and the provision of admit cards to CANDIDATES
• It covers the intimation to CANDIDATES for downloading hall tickets, and the REFUND OF MONEY to eligible CANDIDATES
• It covers the uploading of call letters for the PET, the PMT, the trade test and document verification
• It covers HELPDESK SUPPORT, from the date the advertisement is published till the CBT is complete

• PART (ii) — CONDUCTING THE COMPUTER BASED TEST
  • The same Chairpersons have full powers
  • The agency identifies and finalises the test centres, and creates the content of the question papers
  • It deploys trained manpower, sets up the inventory at every centre, and FRISKS the CANDIDATES
  • It provides SEPARATE ENCLOSURES to frisk female CANDIDATES, and does BIOMETRIC REGISTRATION at all centres
  • It downloads the question papers SECURED by encryption or a VPN, and monitors the examination through a COMMAND CENTRE
  • It keeps CCTV surveillance, matches CANDIDATE responses with the correct keys, and processes the final result
  • It shares the results and the AUDIT TRAILS, and supports the handling of RTI queries with examination data
  So one agency takes the application and another the test, and you should say which part you are hiring under.

मद 8 आरपीएफ में आरक्षकों और उप-निरीक्षकों की भर्ती है। भाग (i) आवेदनों के संसाधन के लिए एजेंसी लेता है।

• उसमें विज्ञापन छपने की तिथि से सीबीटी पूरी होने तक हेल्पडेस्क सहायता आती है

• भाग (ii) — कंप्यूटर आधारित परीक्षा कराना
  • उन्हीं अध्यक्षों को पूर्ण शक्तियाँ हैं
  • एजेंसी परीक्षा केंद्र पहचानती और तय करती है, और प्रश्नपत्रों की सामग्री बनाती है
  • वह प्रशिक्षित जनशक्ति लगाती है, हर केंद्र पर सामग्री जुटाती है, और अभ्यर्थियों की तलाशी लेती है
  • वह महिला अभ्यर्थियों की तलाशी के लिए अलग घेरे देती है, और सब केंद्रों पर बायोमीट्रिक पंजीकरण करती है
  • वह प्रश्नपत्र कूटलेखन या वीपीएन से सुरक्षित डाउनलोड करती है, और परीक्षा पर कमांड केंद्र से नजर रखती है
  • वह सीसीटीवी निगरानी रखती है, अभ्यर्थियों के उत्तर सही कुंजियों से मिलाती है, और अंतिम परिणाम बनाती है
  • वह परिणाम और अंकेक्षण अभिलेख साझा करती है, और परीक्षा के आँकड़ों से आरटीआई प्रश्नों के उत्तर में सहायता करती है
  अर्थात् आवेदन एक एजेंसी लेती है और परीक्षा दूसरी, और आप किस भाग में ले रहे हैं यह आप कहिए।

Item 8(iii) to (ix) — WHAT THE RECRUITMENT GROUND COSTSमद 8(iii) से (ix) — भर्ती के मैदान पर क्या खर्च होता है

Part (iii) purchases the items a selection needs. They are the RFID, weighing machines, measuring tape, high jump bars, stop watches, row, line, gloves, stationery, trunks and chest numbers.

• PCSC, DRM or CWM: FULL POWERS
• CSC: RS 50,000 ON EACH OCCASION, with an annual ceiling of Rs 5,00,000
• ADRM, the Director or JJR: Rs 5,000 on each occasion, with an annual ceiling of Rs 50,000
• Finance concurrence is not required up to Rs 5,000 in each case
• (iv) Hiring a PA system, CCTV, computers, a net facility and typing experts
• The first four officers: FULL POWERS; the Principal of a ZTC: Rs 30,000 per annum
• (v) An HONORARIUM to RPF staff deputed for the written exam, the PET or document verification
• Full powers; the Principal of an RPF Training Centre: Rs 10,000 per annum
• (vi) Expenses on FOOD, TEA AND SNACKS: the same officers on the same footing
• (vii) Hiring HOME GUARDS for crowd management: PCSC, DRM, CWM and the Director of JJR full powers
• In items (v), (vi) and (vii) the honorarium amount is AT PAR with the provision made for an RRB
• (viii) Preparing the ground for the high jump, the long jump, the 1500 metre run, barricading, marking and surface levelling
• PCSC, DRM or CWM: full powers; the Principal of an RPF Training Centre: Rs 20,000 per annum
• (ix) Hiring a stadium, or an examination centre such as a school or college: full powers
• CSC, Sr DSC or DSC in independent charge: Rs 25,000 on each occasion, ceiling Rs 2,50,000

• (v) लिखित परीक्षा, पीईटी या दस्तावेज सत्यापन में लगे आरपीएफ कर्मचारियों का मानदेय
• पूर्ण शक्तियाँ; आरपीएफ प्रशिक्षण केंद्र के प्राचार्य: प्रति वर्ष 10,000 रुपये
• (vi) भोजन, चाय और नाश्ते का व्यय: वही अधिकारी उसी आधार पर
• (vii) भीड़ प्रबंधन के लिए होम गार्ड लेना: पीसीएससी, मंडल रेल प्रबंधक, सीडब्ल्यूएम और जेजेआर के निदेशक पूर्ण शक्तियाँ
• मद (v), (vi) और (vii) में मानदेय की राशि आरआरबी के प्रावधान के बराबर है
• (viii) ऊँची कूद, लंबी कूद, 1500 मीटर दौड़ का मैदान बनाना, घेराबंदी, अंकन और सतह समतल करना
• पीसीएससी, मंडल रेल प्रबंधक या सीडब्ल्यूएम: पूर्ण शक्तियाँ; आरपीएफ प्रशिक्षण केंद्र के प्राचार्य: प्रति वर्ष 20,000 रुपये
• (ix) स्टेडियम, या विद्यालय अथवा महाविद्यालय जैसा परीक्षा केंद्र किराये पर लेना: पूर्ण शक्तियाँ
• सीएससी, वरिष्ठ डीएससी या स्वतंत्र प्रभार वाले डीएससी: हर अवसर पर 25,000 रुपये, सीमा 2,50,000 रुपये

अर्थात् मैदान अपनी अलग उप-मद में बनता है, और उसका खर्च (iii) से आप मत दीजिए।

Items 9 to 12 — A VVIP ESCORT, A GADGET AND A SIMULATORमद 9 से 12 — वीवीआईपी का अनुरक्षण, यंत्र और सिम्युलेटर

Item 9 purchases and stitches the specific operational dress for a security escort of VVIPs on the railways.

• PCSC, DRM or CWM: FULL POWERS, with finance concurrence

• ITEM 10 — TECHNICAL SECURITY GADGETS
  • They are drone cameras, CCTV, baggage scanners, the DFMD, the HHMD and the trolley mirror
  • PCSC, DRM or CWM: full powers UP TO RS 25,00,000
  • CSC, Sr DSC or DSC in independent charge: full powers up to RS 10,00,000
  • Finance concurrence is necessary
• ITEMS 11 AND 12
  • Item 11 hires SIMULATORS for learning motor driving and firing from weapons
  • PCSC, DRM, CWM, the Director or JJR: FULL POWERS, with finance concurrence
  • Item 12 hires DIGITAL CONTENT, online digital content, CDs and DVDs
  • That content is for the improvement of MOTIVATION and PROFESSIONAL SKILLS
  • PCSC, CSC, Sr DSC or DSC in independent charge, the Director and JJR: FULL POWERS
  • PRIOR finance concurrence is necessary ABOVE RS 20,000
  So a gadget is capped and a simulator is not, and you should read item 10's two figures before you hire one.

मद 9 रेल पर वीवीआईपी के सुरक्षा अनुरक्षण की विशेष परिचालन पोशाक खरीदती और सिलवाती है।

  • पीसीएससी, सीएससी, वरिष्ठ डीएससी या स्वतंत्र प्रभार वाले डीएससी, निदेशक और जेजेआर: पूर्ण शक्तियाँ
  • 20,000 रुपये से ऊपर पूर्व वित्त सहमति आवश्यक है
  अर्थात् यंत्र पर सीमा है और सिम्युलेटर पर नहीं, और किराये पर लेने से पहले मद 10 के दो आँकड़े आप पढ़िए।
