Item 13 — INVESTIGATING A CLAIM OF ARREARSमद 13 — बकाया के दावे की जाँच

The item sanctions the investigation of claims of arrears of pay and allowances.

• PCPO, or the CPO in administration: FULL POWERS for claims UP TO THREE YEARS
• The same officer: up to RS 10,000 for claims OVER three years
• DRM, ADRM or CWM: full powers for claims up to three years, and up to Rs 10,000 beyond them
• Finance concurrence IS necessary
• The powers to sanction arrears in all three columns are limited to LESS THAN THREE YEARS where the claim beyond three years exceeds Rs 10,000
• The RAILWAY BOARD's sanction is then required for the balance, that is the portion beyond three years
• The date from which a claim becomes due is the date of the ADMINISTRATIVE ORDER
• That order may be issued pursuant to the direction of a court or tribunal
• It may instead follow the competent authority's decision on a representation from the employee or his representative

So three years is the line and Rs 10,000 the gate beyond it, and you should send the rest to the Board.यह मद वेतन और भत्तों के बकाया दावों की जाँच स्वीकृत करती है।

• पीसीपीओ, या प्रशासन के सीपीओ: तीन वर्ष तक के दावों में पूर्ण शक्तियाँ
• वही अधिकारी: तीन वर्ष से अधिक के दावों में 10,000 रुपये तक
• मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम: तीन वर्ष तक के दावों में पूर्ण शक्तियाँ, और उससे आगे 10,000 रुपये तक
• वित्त सहमति आवश्यक है
• जहाँ तीन वर्ष से आगे का दावा 10,000 रुपये से अधिक हो, वहाँ तीनों स्तंभों की शक्तियाँ तीन वर्ष से कम तक सीमित हैं
• तब शेष राशि, अर्थात् तीन वर्ष से आगे के भाग, में रेलवे बोर्ड की स्वीकृति चाहिए
• दावा जिस तिथि से देय होता है वह प्रशासनिक आदेश की तिथि है
• वह आदेश किसी न्यायालय या अधिकरण के निर्देश पर जारी हो सकता है
• वह कर्मचारी या उनके प्रतिनिधि के अभ्यावेदन पर सक्षम प्राधिकारी के निर्णय के बाद भी आ सकता है

अर्थात् तीन वर्ष रेखा है और 10,000 रुपये उससे आगे का द्वार, और शेष बोर्ड के पास आप भेजिए।

Items 14 to 17 — CONFIRMATION, GRATUITY AND AN OVERPAYMENTमद 14 से 17 — पुष्टिकरण, उपदान और अधिक भुगतान

Item 14 confirms non-gazetted staff.

• PHOD and the DRM's column: FULL POWERS
• JAG, SS, JS or Assistant Officers: full powers for staff to whom they have powers to make appointment
• Finance concurrence is not necessary

• ITEM 15 — A DEDUCTION FROM GRATUITY
  • It orders deductions from gratuity on account of Government dues
  • PHOD: FULL POWERS; JAG, Sr Scale or Jr Scale: FULL POWERS
  • FINANCE VETTING is necessary
• ITEMS 16 AND 17 — AN AMOUNT OVERDRAWN
  • Item 16 waives an irrecoverable amount overdrawn, DETECTED WITHIN ONE YEAR
  • PHOD and the DRM's column: full powers UP TO RS 1,000; the divisional column: NIL
  • Item 17 waives recoveries of an amount overdrawn, DETECTED AFTER ONE YEAR of payment
  • PHOD and the DRM's column: FULL POWERS; JAG: up to Rs 1,000 in each case
  • In both, PRIOR concurrence of Finance is necessary
  • The conditions in PARA 1013 to PARA 1019 of the IREM Volume I have to be followed
  So the year of detection decides which item applies, and you should date the detection first.

• मद 16 और 17 — अधिक निकाली गई राशि
  • मद 16 एक वर्ष के भीतर पकड़ी गई, अधिक निकाली अवसूल्य राशि छोड़ती है
  • पीएचओडी और मंडल रेल प्रबंधक का स्तंभ: 1,000 रुपये तक पूर्ण शक्तियाँ; मंडल का स्तंभ: शून्य
  • मद 17 भुगतान के एक वर्ष बाद पकड़ी गई, अधिक निकाली राशि की वसूली छोड़ती है
  • पीएचओडी और मंडल रेल प्रबंधक का स्तंभ: पूर्ण शक्तियाँ; जेएजी: हर मामले में 1,000 रुपये तक
  • दोनों में वित्त की पूर्व सहमति आवश्यक है
  • आईआरईएम खंड I के पैरा 1013 से पैरा 1019 की शर्तों का पालन करना होता है
  अर्थात् कौन-सी मद लगेगी यह पकड़ने का वर्ष तय करता है, और पहले पकड़ने की तिथि आप देखिए।

Item 18 — RETAINING A RAILWAY QUARTERमद 18 — रेल क्वार्टर रखना

Part (A)(i) retains a quarter on transfer from one station to another within the same railway.

• PHOD, the DRM's column and JAG or Sr Scale in independent charge: full powers UP TO TWO MONTHS ON NORMAL RENT
• Each acts for the staff under his control
• Jr Scale or Assistant Officers: full powers up to two months on normal rent, for GROUP D staff only
• (ii) BEYOND TWO MONTHS: PHOD and the DRM's column have full powers ON PAYMENT OF DOUBLE THE LICENCE FEE
• That runs till the end of the ACADEMIC SESSION, or through the SICKNESS OF A SPOUSE, for a maximum of 6 MONTHS
• Where the ward is studying in class 9 or class 11, retention may be allowed on educational ground
• It then covers the current academic session and the next, till the end of class 10 or class 12, PLUS 15 DAYS
• (B) On deputation to RAILTEL or IRCTC: PHOD full powers on normal rent up to two months
• Beyond two months IRCTC pays the railway an amount equal to the HRA admissible to that servant, plus the flat rate of licence fee
• Normal licence fee is still recovered from the employee
• (C) On transfer to a NEW ZONAL RAILWAY or division: full powers on normal rent UP TO ONE YEAR from the date of relief
• That needs a certificate from an officer of the new zone not below the rank of SDGM
• It says the staff posted have applied or registered for allotment of the entitled category

So two months is normal rent and the third month is double, and you should say what the extra rent buys.भाग (A)(i) उसी रेल में एक स्टेशन से दूसरे स्टेशन स्थानांतरण पर क्वार्टर रखता है।

• पीएचओडी, मंडल रेल प्रबंधक का स्तंभ, और स्वतंत्र प्रभार वाली जेएजी या वरिष्ठ श्रेणी: सामान्य किराये पर दो माह तक पूर्ण शक्तियाँ
• हर एक अपने अधीन कर्मचारियों में काम करते हैं
• कनिष्ठ श्रेणी या सहायक अधिकारी: केवल समूह घ कर्मचारियों में, सामान्य किराये पर दो माह तक पूर्ण शक्तियाँ
• (ii) दो माह से आगे: पीएचओडी और मंडल रेल प्रबंधक के स्तंभ को दोगुना लाइसेंस शुल्क लेकर पूर्ण शक्तियाँ
• वह शैक्षिक सत्र के अंत तक, या पति या पत्नी की बीमारी में, अधिकतम 6 माह तक चलता है
• जहाँ बच्चा कक्षा 9 या कक्षा 11 में पढ़ रहा हो, वहाँ शैक्षिक आधार पर क्वार्टर रखने की छूट दी जा सकती है
• तब वह चालू और अगला शैक्षिक सत्र, कक्षा 10 या 12 के अंत तक, और उसके 15 दिन बाद तक ढकता है
• (B) रेलटेल या आईआरसीटीसी में प्रतिनियुक्ति पर: पीएचओडी को सामान्य किराये पर दो माह तक पूर्ण शक्तियाँ
• दो माह से आगे आईआरसीटीसी रेल को उस सेवक के देय मकान किराया भत्ते के बराबर राशि, और लाइसेंस शुल्क की नियत दर देता है
• कर्मचारी से सामान्य लाइसेंस शुल्क फिर भी वसूला जाता है
• (C) नई क्षेत्रीय रेल या मंडल में स्थानांतरण पर: कार्यमुक्ति की तिथि से एक वर्ष तक सामान्य किराये पर पूर्ण शक्तियाँ
• उसके लिए नए क्षेत्र के एसडीजीएम से नीचे के न हों ऐसे अधिकारी का प्रमाणपत्र चाहिए
• वह कहता है कि तैनात कर्मचारियों ने अपनी पात्र श्रेणी के आवंटन के लिए आवेदन या पंजीकरण किया है

अर्थात् दो माह सामान्य किराये पर हैं और तीसरा दोगुने पर, और वह अतिरिक्त किराया क्या देता है यह आप कहिए।
