Item 1(A) — WAIVER OR REFUND OF WHARFAGE AND DEMURRAGEमद 1(A) — घाट शुल्क और विलंब शुल्क की छूट या वापसी

Part E is Commercial Matters, and it has three columns of officers. They are PHOD or HOD; DRM or ADRM; and divisional officers with officers in headquarters.

• PHOD or CHOD: up to RS 1 LAKH; DRM: up to Rs 25,000
• Sr DCM: up to Rs 10,000
• Sr Scale: up to RS 600 for demurrage, PER WAGON
• Sr Scale: up to RS 1,200 for wharfage, PER CONSIGNMENT
• Assistant Officers: up to Rs 300
• The AGM has FULL POWER
• These powers are delegated on a per wagon or per consignment basis
• Waiver of wharfage is on a consignment basis, except for a TRAIN LOAD consignment, where it is per wagon
• Where the operating department handles the demurrage case, CCM and Sr DCM here mean COM and Sr DOM
• Finance concurrence is necessary for cases above RS 25,000

So the unit changes with the charge, and you should say per wagon for demurrage and per consignment for wharfage.भाग E वाणिज्य मामले हैं, और इसमें अधिकारियों के तीन स्तंभ हैं। वे हैं पीएचओडी या एचओडी; मंडल रेल प्रबंधक या एडीआरएम; तथा मंडलीय अधिकारी और मुख्यालय के अधिकारी।

• ये शक्तियाँ प्रति वैगन या प्रति परेषण के आधार पर प्रत्यायोजित हैं
• घाट शुल्क की छूट परेषण के आधार पर है, सिवाय पूर्ण गाड़ी के परेषण के, जहाँ वह प्रति वैगन है
• जहाँ विलंब शुल्क का मामला परिचालन विभाग देखता हो, वहाँ सीसीएम और वरिष्ठ डीसीएम का अर्थ सीओएम और वरिष्ठ डीओएम है
• 25,000 रुपये से ऊपर के मामलों में वित्त सहमति आवश्यक है

अर्थात् इकाई शुल्क के साथ बदलती है, और विलंब शुल्क में प्रति वैगन तथा घाट शुल्क में प्रति परेषण आप कहिए।

Item 1(B) — WAIVER OF STORAGE AND LOST PROPERTY CHARGESमद 1(B) — भंडारण और खोई संपत्ति के प्रभारों की छूट

The item waives or refunds the storage charge, and the lost property charge.

• PHOD: FULL POWER; HOD: up to RS 50,000
• DRM: up to Rs 25,000; ADRM: up to Rs 20,000
• Sr DCM: up to Rs 6,000; DCM: up to Rs 3,000; ACM: up to Rs 1,500
• Finance concurrence is necessary for cases above RS 25,000
• The powers are delegated on a PER CASE basis
• The authority is PARA 2739 of the Indian Railway Commercial Manual, Volume II

So this item counts by the case and item 1(A) by the wagon, and you should not carry one unit into the other.यह मद भंडारण का प्रभार, और खोई संपत्ति का प्रभार, छोड़ती या लौटाती है।

• पीएचओडी: पूर्ण शक्ति; एचओडी: 50,000 रुपये तक
• मंडल रेल प्रबंधक: 25,000 रुपये तक; एडीआरएम: 20,000 रुपये तक
• वरिष्ठ डीसीएम: 6,000 रुपये तक; डीसीएम: 3,000 रुपये तक; एसीएम: 1,500 रुपये तक
• 25,000 रुपये से ऊपर के मामलों में वित्त सहमति आवश्यक है
• ये शक्तियाँ प्रति मामला के आधार पर प्रत्यायोजित हैं
• प्राधिकार भारतीय रेल वाणिज्य नियमावली, खंड II का पैरा 2739 है

अर्थात् यह मद मामले से गिनती है और मद 1(A) वैगन से, और एक की इकाई दूसरी में आप मत ले जाइए।

Item 2 — FREIGHT ON A CONSIGNMENT SOLD BY AUCTIONमद 2 — नीलामी में बिके परेषण का भाड़ा

The item writes off irrecoverable freight charges on a consignment of which delivery was not taken. That consignment is later disposed of by auction, and what the sale proceeds do not cover remains.

• PHOD: FULL POWER; DRM: FULL POWER
• ADRM: full power up to RS 1 LAKH PER CASE
• JAG: up to Rs 25,000 per case; SS: up to Rs 10,000 per case
• Finance concurrence is necessary for cases above RS 5,000
• The authority is the Board's letter of 26.11.69

So the write-off begins only after the auction money is set off, and you should subtract before you write off.यह मद उस परेषण के अवसूल्य भाड़ा प्रभार बट्टे खाते डालती है जिसकी सुपुर्दगी नहीं ली गई। वह परेषण बाद में नीलामी से निपटाया जाता है, और बिक्री की रकम जितना नहीं ढकती वह शेष रहता है।

• पीएचओडी: पूर्ण शक्ति; मंडल रेल प्रबंधक: पूर्ण शक्ति
• एडीआरएम: प्रति मामला 1 लाख रुपये तक पूर्ण शक्ति
• जेएजी: प्रति मामला 25,000 रुपये तक; एसएस: प्रति मामला 10,000 रुपये तक
• 5,000 रुपये से ऊपर के मामलों में वित्त सहमति आवश्यक है
• प्राधिकार बोर्ड का 26.11.69 का पत्र है

अर्थात् बट्टे खाते की बारी नीलामी का धन घटाने के बाद आती है, और पहले घटाना आप कीजिए।

Item 3 — WRITING OFF AN AMOUNT DUE TO THE RAILWAYमद 3 — रेल को देय राशि बट्टे खाते डालना

Part (A) writes off amounts due to the railway when they are NOT RECOVERABLE.

• PHOD: up to RS 20,000; HOD: up to Rs 15,000
• DRM or ADRM: up to Rs 10,000
• The authority is PARA 2737 and PARA 2739 of the IRCM Volume II

• PART (B) — WHEN THEY ARE RECOVERABLE
  • PHOD: up to RS 10,000; HOD: up to Rs 7,500
  • DRM or ADRM: up to Rs 5,000; Sr DCM: up to Rs 1,000
  • The authority there is item 27 of the GM's delegation
  • In both parts finance concurrence is necessary for cases above RS 5,000
  • In both parts the powers are delegated on a PER CASE basis
  So a recoverable amount is written off at half the figure, and you should say which of the two you are on.

भाग (A) रेल को देय उन राशियों को बट्टे खाते डालता है जो वसूली योग्य नहीं हैं।

• पीएचओडी: 20,000 रुपये तक; एचओडी: 15,000 रुपये तक
• मंडल रेल प्रबंधक या एडीआरएम: 10,000 रुपये तक

  • वहाँ प्राधिकार महाप्रबंधक के प्रत्यायोजन की मद 27 है
  • दोनों भागों में 5,000 रुपये से ऊपर के मामलों में वित्त सहमति आवश्यक है
  • दोनों भागों में शक्तियाँ प्रति मामला के आधार पर प्रत्यायोजित हैं
  अर्थात् वसूली योग्य राशि आधे आँकड़े पर बट्टे खाते जाती है, और आप दोनों में से किस पर हैं यह आप कहिए।
