Item 14 — WAIVER OF HOSPITAL CHARGESमद 14 — अस्पताल प्रभारों की छूट

The item waives hospital charges in respect of NON-RAILWAY patients.

• PCMD: FULL POWERS
• MD (Zonal Hospital): up to Rs 5,000 in each case; SAG (Zonal Hospital): up to Rs 5,000 in each case
• DRM, CWM or SAG: up to RS 5,000 in each case
• SG or JA Grade: up to RS 2,000 in each case; Senior Scale: NIL

• THE NOTES
  • Finance concurrence is necessary when the amount exceeds RS 1,000
  • The powers are exercised for DESERVING INDIGENT non-railway cases only
  • Those cases must have been admitted in a railway hospital in EMERGENT circumstances
  • A REPORT is to be sent to the PCMD
  • The authority is item 27 of the GM's delegation
  So the waiver turns on two words, and you should say deserving and indigent.

यह मद गैर-रेल रोगियों के अस्पताल प्रभार माफ करती है।

• पीसीएमडी: पूर्ण शक्तियाँ
• एमडी (जोनल अस्पताल): हर मामले में 5,000 रुपये तक; एसएजी (जोनल अस्पताल): हर मामले में 5,000 रुपये तक
• मंडल रेल प्रबंधक, सीडब्ल्यूएम या एसएजी: हर मामले में 5,000 रुपये तक
• एसजी या जेए ग्रेड: हर मामले में 2,000 रुपये तक; वरिष्ठ स्केल: शून्य

• नोट
  • राशि 1,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
  • ये शक्तियाँ केवल पात्र और निर्धन गैर-रेल मामलों में चलती हैं
  • वे मामले रेल अस्पताल में आपात परिस्थितियों में भर्ती हुए हों
  • पीसीएमडी को रिपोर्ट भेजनी होती है
  • प्राधिकार महाप्रबंधक के प्रत्यायोजन की मद 27 है
  अर्थात् छूट दो शब्दों पर टिकी है, और आप कहिए — पात्र और निर्धन।

Item 15(a) to (c) — PENALTIES, EXCESS AND DELIVERYमद 15(a) से (c) — दंड, अधिकता और सुपुर्दगी

Part (a) imposes or waives penalties for failure to deliver medical stores within the stipulated time.

• PCMD: FULL POWERS, in respect of purchases made under HIS OWN purchase powers
• DRM's column: NIL; SG or JA Grade: NIL; Senior Scale: NIL
• Finance concurrence is necessary, subject to the provisions of PARA 441-S
• The authority is item 4 of 132-S

• PART (b) — EXCESS OR SHORTAGE IN QUANTITY
  • It accepts excess or shortage in the quantities received against supply orders placed
  • PCMD: FULL POWERS; the other three columns: NIL
• PART (c) — EXTENSION OF THE DELIVERY PERIOD
  • PCMD: FULL POWERS; MD (Zonal Hospital): FULL POWERS
  • DRM, CWM or SAG: FULL POWERS; SG or JA Grade: FULL POWERS; Senior Scale: FULL POWERS
  • PRIOR finance concurrence is required for an extension in two cases under PARA 445-S
  • Where the rate in the contract was accepted against other LOWER tenders in consideration of the date of delivery
  • Where loss or damage is caused on account of late delivery
  • The authority for part (c) is the Board's letter of 02.01.1987
  So an extension is free except where the delivery date bought the rate, and you should know both exceptions.

भाग (a) निर्धारित समय में चिकित्सा भंडार न देने पर दंड लगाता या माफ करता है।

• भाग (b) — मात्रा में अधिकता या कमी
  • यह दिए गए आपूर्ति आदेशों के विरुद्ध मिली मात्रा की अधिकता या कमी स्वीकार करता है
  • पीसीएमडी: पूर्ण शक्तियाँ; अन्य तीनों स्तंभ: शून्य
• भाग (c) — सुपुर्दगी अवधि का विस्तार
  • पीसीएमडी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ; एसजी या जेए ग्रेड: पूर्ण शक्तियाँ; वरिष्ठ स्केल: पूर्ण शक्तियाँ
  • पैरा 445-एस के अनुसार दो स्थितियों में विस्तार पर पूर्व वित्त सहमति चाहिए
  • जहाँ संविदा की दर, सुपुर्दगी की तिथि देखकर, अन्य कम दर की निविदाओं के मुकाबले स्वीकार की गई हो
  • जहाँ देर से सुपुर्दगी के कारण हानि या क्षति हुई हो
  • भाग (c) का प्राधिकार बोर्ड का 02.01.1987 का पत्र है
  अर्थात् विस्तार मुफ्त है, सिवाय जहाँ दर सुपुर्दगी तिथि से मिली — दोनों अपवाद आप जानिए।

Item 15(d) and (e) — CANCELLATION AND LATE DELIVERYमद 15(d) और (e) — आदेश रद्द करना और देर से सुपुर्दगी

Part (d) cancels orders already placed.

• PCMD: FULL POWERS in respect of purchases made under his own purchase powers
• MD (Zonal Hospital), SAG, SG, JAG and Senior Scale: FULL POWERS on the same footing
• CMS or CMO: FULL POWERS in respect of orders placed under his power of purchase
• SG or JA Grade: FULL POWERS in respect of purchases made under his own purchase powers
• Senior Scale in independent charge: FULL POWERS on the same footing
• The reasons for the cancellation are RECORDED, and there must be no financial repercussions from it
• Vetting of the purchase order is necessary if the value exceeds RS 4 LAKH
• The authority is item 5 of 132-S

• PART (e) — STORES SENT AFTER THE DELIVERY PERIOD
  • It is the consignee's acceptance of stores dispatched after the delivery period has expired
  • PCMD or MD (Zonal Hospital): FULL POWERS as per the tender accepted by them
  • The DRM's column and the SG or JA Grade column: SAME AS COLUMN 3; Senior Scale: NIL
  • Finance concurrence is NOT necessary
  • Delay up to 6 MONTHS is covered for orders valued up to Rs 3 lakh
  • Delay up to 21 DAYS is covered for orders valued between Rs 3 lakh and Rs 6 lakh
  • That second case holds only where the initial delivery period does not exceed 6 months
  • For all other orders valued over Rs 6 lakh, PRIOR extension of the delivery period from the purchase office is necessary
  So late stores are accepted on a sliding scale, and you should tie six months to Rs 3 lakh.

भाग (d) पहले दिए गए आदेश रद्द करता है।

• पीसीएमडी: अपनी ही क्रय शक्तियों से की गई खरीद में पूर्ण शक्तियाँ
• एमडी (जोनल अस्पताल), एसएजी, एसजी, जेएजी और वरिष्ठ स्केल: उसी आधार पर पूर्ण शक्तियाँ
• सीएमएस या सीएमओ: अपनी क्रय शक्ति से दिए आदेशों में पूर्ण शक्तियाँ
• एसजी या जेए ग्रेड: अपनी ही क्रय शक्तियों से की गई खरीद में पूर्ण शक्तियाँ
• स्वतंत्र प्रभार वाला वरिष्ठ स्केल: उसी आधार पर पूर्ण शक्तियाँ
• रद्द करने के कारण दर्ज होते हैं, और उससे कोई वित्तीय असर नहीं पड़ना चाहिए
• मूल्य 4 लाख रुपये से अधिक हो, तो क्रय आदेश की जाँच आवश्यक है
• प्राधिकार 132-एस की मद 5 है

• भाग (e) — सुपुर्दगी अवधि के बाद भेजा भंडार
  • यह परेषिती द्वारा उस भंडार की स्वीकृति है जो सुपुर्दगी अवधि बीतने के बाद भेजा गया
  • पीसीएमडी या एमडी (जोनल अस्पताल): अपनी स्वीकृत निविदा के अनुसार पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक का स्तंभ और एसजी या जेए ग्रेड का स्तंभ: स्तंभ 3 के समान; वरिष्ठ स्केल: शून्य
  • वित्त सहमति आवश्यक नहीं है
  • 3 लाख रुपये तक के आदेशों में 6 माह तक की देरी ढकी जाती है
  • 3 लाख और 6 लाख रुपये के बीच के आदेशों में 21 दिन तक की देरी ढकी जाती है
  • दूसरी स्थिति तभी चलती है जब आरंभिक सुपुर्दगी अवधि 6 माह से अधिक न हो
  • 6 लाख रुपये से ऊपर के अन्य सभी आदेशों में क्रय कार्यालय से सुपुर्दगी अवधि का पूर्व विस्तार आवश्यक है
  अर्थात् देर से आया भंडार क्रम से स्वीकार होता है, और छह माह को 3 लाख रुपये से आप जोड़िए।

Item 16 — ADMISSION OF NON-RAILWAY PATIENTSमद 16 — गैर-रेल रोगियों की भर्ती

The item admits non-railway patients in railway hospitals.

• PCMD: FULL POWERS; MD (Zonal Hospital): FULL POWERS; SG or JAG at headquarters: FULL POWERS
• DRM, CWM or SAG: FULL POWERS
• SG or JA Grade: FULL POWERS
• The in-charge of a health unit: FULL POWERS up to the extent permissible

• THE NOTES
  • Finance concurrence is NOT necessary
  • It is subject to SPARE ACCOMMODATION being available
  • That is after meeting the requirements of the railway staff and their families
  • The PRESCRIBED CHARGES under the relevant rules are recovered from the patients so admitted
  So the railway family comes first, and you should answer with spare accommodation.

यह मद रेल अस्पतालों में गैर-रेल रोगियों को भर्ती करती है।

• पीसीएमडी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): पूर्ण शक्तियाँ; मुख्यालय के एसजी या जेएजी: पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ
• एसजी या जेए ग्रेड: पूर्ण शक्तियाँ
• स्वास्थ्य इकाई का प्रभारी: अनुमेय सीमा तक पूर्ण शक्तियाँ

• नोट
  • वित्त सहमति आवश्यक नहीं है
  • यह खाली स्थान उपलब्ध होने के अधीन है
  • वह भी रेल कर्मचारियों और उनके परिवारों की आवश्यकता पूरी करने के बाद
  • इस तरह भर्ती रोगियों से संबंधित नियमों के निर्धारित प्रभार वसूले जाते हैं
  अर्थात् पहले रेल परिवार है, और उत्तर में आप 'खाली स्थान' कहिए।
