Items 17 and 18 — A TEMPORARY CONNECTION AND LPGमद 17 और 18 — अस्थायी संबंध और एलपीजी

Item 17 gives a temporary service connection in railway premises, or strengthens one. It supplies energy for short periods on special occasions or social functions favouring serving employees or their associations in railway premises.

• CWM in JAG, Sr DEE or Dy CEE/WS: FULL POWERS
• Finance concurrence is NOT necessary
• The temporary work carried out by the party must conform to the INDIAN ELECTRICITY ACT and Rules
• All charges are paid IN ADVANCE
• Those are the connection and disconnection charges at fixed rates
• They include the estimated cost of the energy to be consumed, subject to adjustment on actual consumption
• They include the deposit to be paid for installation of the METER

• ITEM 18 — LPG AND CYLINDERS IN THE ART
  • It provides an LPG connection and procures acetylene and oxygen cylinders in the ART
  • PHOD or CHOD: FULL POWERS; DRM: FULL POWERS; divisional and headquarters officers: FULL POWERS
  • Finance concurrence IS necessary
  • The authority is the Board's letter of 19 and 29.08.91
  So a social function pays before the switch is thrown, and you should list the three charges.

मद 17 रेल परिसर में अस्थायी सेवा संबंध देती है, या उसे मजबूत करती है। यह विशेष अवसरों या सेवारत कर्मचारियों तथा उनके संघों के सामाजिक समारोहों में, रेल परिसर में, थोड़े समय के लिए ऊर्जा देती है।

• पक्ष द्वारा किया गया अस्थायी कार्य भारतीय विद्युत अधिनियम और नियमों के अनुरूप होना चाहिए
• सभी प्रभार अग्रिम में चुकाए जाते हैं
• वे हैं नियत दरों पर संबंध जोड़ने और काटने के प्रभार
• उनमें खपत होने वाली ऊर्जा की अनुमानित लागत भी है, जो वास्तविक खपत पर समायोजित होती है
• उनमें मीटर लगाने की जमा राशि भी है

• मद 18 — एआरटी में एलपीजी और सिलेंडर
  • यह एलपीजी संबंध देती है और एआरटी में एसिटिलीन तथा ऑक्सीजन के सिलेंडर खरीदती है
  • पीएचओडी या सीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक: पूर्ण शक्तियाँ; मंडल और मुख्यालय अधिकारी: पूर्ण शक्तियाँ
  • वित्त सहमति आवश्यक है
  • प्राधिकार बोर्ड का 19 और 29.08.91 का पत्र है
  अर्थात् सामाजिक समारोह स्विच दबने से पहले भुगतान करता है, और तीनों प्रभार आप गिनाइए।

Item 19(A) — AMC FOR EQUIPMENT OTHER THAN OFFICE EQUIPMENTमद 19(A) — कार्यालय उपकरण से भिन्न उपकरणों की एएमसी

Item 19 enters into an annual service or maintenance contract through a tender or quotations. Part (A) is for all equipment and T&P other than office equipment.

• PHOD/CHOD: up to RS 40,000 per equipment WITHOUT finance concurrence
• PHOD/CHOD: FULL POWERS above Rs 40,000, WITH finance concurrence
• PHOD/CHOD: FULL POWERS for an AMC with the OEM or an authorised dealer on single tender basis, with finance concurrence
• DRM, ADRM, CWM or SAG: up to Rs 40,000 per item without finance concurrence, and FULL POWERS above it with finance concurrence
• The same: FULL POWERS for an AMC with the OEM or authorised dealers on single tender basis, with finance concurrence
• JAG or SG: up to Rs 40,000 per equipment without finance concurrence
• The same: up to Rs 2 lakh with finance concurrence
• JAG or SG officers: up to Rs 2 lakh per case, with an ANNUAL CEILING of RS 30 LAKH
• That is for an AMC on single tender with an OEM or authorised agency, with finance concurrence

So Rs 40,000 is the line where finance enters part (A), and you should hold the JAG's Rs 30 lakh ceiling.मद 19 निविदा या कोटेशन से वार्षिक सेवा या अनुरक्षण संविदा करती है। भाग (A) कार्यालय उपकरण से भिन्न सभी उपकरणों और टीएंडपी के लिए है।

• पीएचओडी/सीएचओडी: बिना वित्त सहमति प्रति उपकरण 40,000 रुपये तक

• जेएजी या एसजी अधिकारी: प्रति मामला 2 लाख रुपये तक, 30 लाख रुपये की वार्षिक सीमा के साथ
• यह ओईएम या अधिकृत अभिकरण से एकल निविदा की एएमसी में है, वित्त सहमति के साथ

अर्थात् भाग (A) में वित्त 40,000 रुपये पर आता है, और जेएजी की 30 लाख रुपये की सीमा आप रखिए।

Item 19(B) — AMC FOR OFFICE EQUIPMENTमद 19(B) — कार्यालय उपकरणों की एएमसी

Part (B) is for office equipment such as duplicators, photocopier machines and franking machines.

• PHOD/CHOD: up to RS 20,000 per item without finance concurrence
• PHOD/CHOD: above Rs 20,000 per item, with finance concurrence
• PHOD/CHOD: up to Rs 1 lakh per item for an AMC with the OEM or an authorised dealer on single tender basis, with finance concurrence
• DRM, ADRM, CWM or SAG: up to Rs 20,000 per item without finance concurrence
• The same: above Rs 20,000 and up to Rs 1 lakh with finance concurrence
• The same: up to Rs 1 lakh per item PER ANNUM for an AMC on single tender basis
• That AMC is with the OEM or an authorised dealer, and carries finance concurrence
• Divisional and headquarters officers: up to Rs 5,000 per item without finance concurrence
• The Principal of a railway training centre: up to Rs 5,000 without finance concurrence
• DGM(G) or CPRO: up to Rs 20,000 per item without finance concurrence
• The same: up to Rs 1,00,000 with finance concurrence, with an OEM or authorised dealer

So part (B) halves part (A)'s free figure, and you should read Rs 20,000 for an office machine.भाग (B) कार्यालय उपकरणों के लिए है, जैसे डुप्लिकेटर, फोटोकॉपी मशीन और फ्रैंकिंग मशीन।

• वह एएमसी ओईएम या अधिकृत विक्रेता से होती है, और उसमें वित्त सहमति रहती है
• मंडल और मुख्यालय अधिकारी: बिना वित्त सहमति प्रति मद 5,000 रुपये तक
• रेल प्रशिक्षण केंद्र के प्राचार्य: बिना वित्त सहमति 5,000 रुपये तक
• डीजीएम(सामान्य) या सीपीआरओ: बिना वित्त सहमति प्रति मद 20,000 रुपये तक
• वही: ओईएम या अधिकृत विक्रेता के साथ, वित्त सहमति से 1,00,000 रुपये तक

अर्थात् भाग (B) भाग (A) का मुक्त आँकड़ा आधा कर देता है, और कार्यालय मशीन के लिए आप 20,000 रुपये पढ़िए।

Item 19 — THE PROTECTIVE CLAUSES OF AN AMCमद 19 — एएमसी के रक्षोपाय खंड

The notes under item 19 set the clauses that protect the railway in an annual maintenance contract.

• A contract may run for MORE THAN ONE YEAR if that is advantageous to the railways, subject to the residual life of the equipment
• The powers are exercised only after checking the reasonableness of the rates and the residual life of the equipment
• The credentials of the firm and past experience with it are checked as well
• Where advance payment is involved, a BANK GUARANTEE of equal value is insisted upon
• That applies where the AMC value with an OEM or authorised agent is beyond Rs 20,000
• If no bank guarantee is submitted, QUARTERLY PAYMENT after the service is rendered should be considered
• If the firm fails to take up the maintenance, servicing or repairs stipulated, the advance maintenance charges are returned AT ONCE WITH INTEREST
• Where the firm delays remitting the advance, the administration may adjust it against any advance due on other equipment under a similar contract
• The acceptance letter stipulates a certificate with the bill, which is rendered in duplicate
• That certificate says the charges claimed do not exceed the lowest rate the firm may charge any other Central or State Government institution
• Advance payments to firms for maintenance of all types of equipment should not exceed RS 2 LAKH in any single case
• For an AMC from other than an OEM or authorised dealer costing less than Rs 5 lakh, 4 TO 6 QUOTATIONS of reputed firms are obtained
• TENDERS are invited for AMCs costing more than RS 5 LAKH each, and a tender committee decides the rate reasonableness
• The powers are PER ITEM PER ANNUM, whatever the number of items or the value of the proposal
• An AMC is resorted to only when the maintenance cannot be done through departmental staff or resources

So the guarantee or the quarterly payment protects the advance, and you should name whichever the firm allows.मद 19 के नोट वे खंड तय करते हैं जो वार्षिक अनुरक्षण संविदा में रेलवे की रक्षा करते हैं।

• यदि रेलवे को लाभकर हो तो संविदा एक वर्ष से अधिक चल सकती है, उपकरण की शेष आयु के अधीन
• ये शक्तियाँ दरों की उचितता और उपकरण की शेष आयु जाँचने के बाद ही चलती हैं
• फर्म की साख और उसके साथ पिछला अनुभव भी जाँचा जाता है
• जहाँ अग्रिम भुगतान हो, वहाँ बराबर मूल्य की बैंक गारंटी पर जोर दिया जाता है
• यह वहाँ लगता है जहाँ ओईएम या अधिकृत अभिकर्ता के साथ एएमसी का मूल्य 20,000 रुपये से अधिक हो
• बैंक गारंटी न दी जाए, तो सेवा देने के बाद तिमाही भुगतान पर विचार किया जाता है
• फर्म तय अनुरक्षण, सर्विसिंग या मरम्मत न करे, तो दिया गया अग्रिम अनुरक्षण शुल्क ब्याज सहित तुरंत लौटाया जाता है
• फर्म अग्रिम लौटाने में देर करे, तो प्रशासन उसे वैसी ही संविदा वाले किसी अन्य उपकरण के देय अग्रिम से समायोजित कर सकता है
• स्वीकृति पत्र में बिल के साथ एक प्रमाणपत्र की शर्त होती है, और बिल दो प्रतियों में दिया जाता है
• वह प्रमाणपत्र कहता है कि माँगे गए प्रभार उस न्यूनतम दर से अधिक नहीं हैं जो फर्म किसी अन्य केंद्र या राज्य सरकार के संस्थान से ले सकती है
• हर प्रकार के उपकरण के अनुरक्षण में फर्मों को अग्रिम भुगतान किसी एक मामले में 2 लाख रुपये से अधिक नहीं होना चाहिए
• ओईएम या अधिकृत विक्रेता से भिन्न की, 5 लाख रुपये से कम की एएमसी में प्रतिष्ठित फर्मों के 4 से 6 कोटेशन लिए जाते हैं
• हर एक 5 लाख रुपये से अधिक की एएमसी में निविदा बुलाई जाती है, और दर की उचितता निविदा समिति तय करती है
• ये शक्तियाँ प्रति मद प्रति वर्ष हैं, मदों की संख्या या प्रस्ताव का मूल्य चाहे जो हो
• एएमसी केवल तब की जाती है जब अनुरक्षण विभागीय कर्मचारियों या साधनों से न हो सके

अर्थात् अग्रिम की रक्षा गारंटी या तिमाही भुगतान करता है, और फर्म जो दे वही आप बताइए।
