Item 32 — DISPOSAL OF DEAD AND LIVE TREESमद 32 — सूखे और हरे पेड़ों का निपटान

The item disposes of dead and live trees by sale or auction.

• PHOD/HOD: FULL POWERS
• DRM, ADRM or SAG: FULL POWERS
• JAG, Senior Scale or Junior Scale in the Engineering department, construction included: FULL POWERS

• THE NOTES
  • Finance concurrence is NOT necessary
  • SSE (Works or P Way): up to Rs 500 per tree where the reserve price is not fixed by the ADEN
  • The same officer: up to Rs 1,000 per tree where the ADEN has fixed the reserve price
  • The reserve price is to be fixed BEFORE the sale or auction
  • The reserve price and the sale price are reviewed once in six months by Sr DEN/Co-ordination
  • The authority is the Board's letter of 14.01.1975
  So the SSE's figure doubles when the ADEN has fixed the price, and you should know why.

  • एसएसई (कार्य या पीवे): जहाँ एईएन ने आरक्षित मूल्य तय न किया हो, वहाँ प्रति पेड़ 500 रुपये तक
  • वही अधिकारी: जहाँ एईएन ने आरक्षित मूल्य तय किया हो, वहाँ प्रति पेड़ 1,000 रुपये तक
  • आरक्षित मूल्य विक्रय या नीलामी से पहले तय करना है
  • आरक्षित मूल्य और विक्रय मूल्य की समीक्षा छह माह में एक बार वरिष्ठ डीईएन/समन्वय करते हैं
  • प्राधिकार बोर्ड का 14.01.1975 का पत्र है
  अर्थात् एईएन के मूल्य तय करने पर एसएसई का आँकड़ा दुगुना हो जाता है, और क्यों — यह आप जानिए।

Item 33 — DISPOSAL OF UNSERVICEABLE SLEEPERSमद 33 — अनुपयोगी स्लीपरों का निपटान

The item disposes of unserviceable wooden or concrete sleepers by auction or tender.

• PHOD/HOD: FULL POWERS
• DRM, ADRM or SAG: FULL POWERS
• JAG or Senior Scale in the Engineering department, construction included: FULL POWERS

• THE NOTES
  • Finance concurrence is NOT necessary
  • DELIVERY is to be witnessed as per extant orders
  • The reserve price and the sale price are reviewed once in six months by Sr DEN/Co-ordination
  So delivery is watched here rather than the money, and you should say witnessed.

यह मद अनुपयोगी लकड़ी या कंक्रीट के स्लीपरों को नीलामी या निविदा से निपटाती है।

• मंडल रेल प्रबंधक, एडीआरएम या एसएजी: पूर्ण शक्तियाँ

  • सुपुर्दगी प्रचलित आदेशों के अनुसार गवाही में होनी चाहिए
  • आरक्षित मूल्य और विक्रय मूल्य की समीक्षा छह माह में एक बार वरिष्ठ डीईएन/समन्वय करते हैं
  अर्थात् यहाँ धन से अधिक सुपुर्दगी देखी जाती है, और आप 'गवाही में' कहिए।

Item 34 — SEEDLINGS AND GARDEN MATERIALमद 34 — पौध और उद्यान सामग्री

Part (A) is the purchase of seedlings and saplings.

• PHOD/HOD: FULL POWERS
• DRM, ADRM or CWM: FULL POWERS; Chairman/RRB: FULL POWERS
• Sr DEN or DEN: up to Rs 1,00,000 per year
• AEN: up to Rs 1,000 in each case, with an annual ceiling of Rs 25,000

• PART (B) — SOIL, MANURE, POTS AND SEEDS
  • Purchase of black or red soil, manure, flower pots and seeds for maintenance of gardens, those within workshop premises included
  • The three columns read the SAME AS ABOVE
  • The officer in charge of a training institution: Rs 5,000 in each case, with an annual ceiling of Rs 50,000
• THE NOTES
  • Finance concurrence is NOT necessary
  • Purchases of seedlings and saplings should INVARIABLY be made from District Forest Officers, or the Agriculture or Horticulture Department
  • Any other Government agency will also do
  • For a purchase from other than a Government agency, the approval of the Sr DEN is taken
  • Where a Government agency insists on prepayment, the payment may be made BY CHEQUE
  So the seller matters more than the sum here, and you should name the Government agency.

• भाग (B) — मिट्टी, खाद, गमले और बीज
  • उद्यानों के अनुरक्षण के लिए काली या लाल मिट्टी, खाद, गमले और बीज खरीदना, कारखाना परिसर के उद्यान भी
  • तीनों स्तंभ ऊपर के समान पढ़े जाते हैं
  • प्रशिक्षण संस्थान के प्रभारी अधिकारी: हर मामले में 5,000 रुपये, 50,000 रुपये की वार्षिक सीमा के साथ
• नोट
  • वित्त सहमति आवश्यक नहीं है
  • पौध और कलम की खरीद अनिवार्य रूप से जिला वन अधिकारी, या कृषि अथवा उद्यान विभाग से होनी चाहिए
  • कोई अन्य सरकारी अभिकरण भी चलेगा
  • सरकारी अभिकरण से भिन्न से खरीद पर वरिष्ठ डीईएन का अनुमोदन लिया जाता है
  • जहाँ सरकारी अभिकरण पूर्व भुगतान पर जोर दे, वहाँ भुगतान चेक से किया जा सकता है
  अर्थात् यहाँ राशि से अधिक विक्रेता मायने रखता है, और आप सरकारी अभिकरण बताइए।

Item 35 — ACQUISITION OF LANDमद 35 — भूमि का अर्जन

Part (A) acquires land against provision made in a sanctioned estimate.

• PCE, CAO/CN or CE/CN: FULL POWERS
• DRM or ADRM: FULL POWERS
• JAG: FULL POWERS
• Finance vetting is necessary as regards the availability of funds
• It is subject to the overall sanctioned cost for land in the estimate not being exceeded by more than 20%

• PART (B) — IN CASE OF URGENCY
  • PCE or CAO/CN: FULL POWERS
  • DRM or ADRM: FULL POWERS, subject to submission of a report to higher authorities IMMEDIATELY
  • JAG and divisional officers: NIL
  • Finance concurrence is necessary, including the availability of funds
  • The total cost of the work including the land acquisition should be within the respective powers of sanction
  • The authority is PARA 913 of the Engineering Code
  So in urgency the JAG loses the power, and you should notice the report that replaces it.

भाग (A) स्वीकृत अनुमान में किए प्रावधान के विरुद्ध भूमि अर्जित करता है।

  • पीसीई या सीएओ/सीएन: पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्तियाँ, इस शर्त पर कि उच्च प्राधिकारियों को तुरंत रिपोर्ट भेजी जाए
  • जेएजी और मंडल अधिकारी: शून्य
  • वित्त सहमति आवश्यक है, निधि की उपलब्धता सहित
  • भूमि अर्जन सहित कार्य की कुल लागत संबंधित स्वीकृति शक्तियों के भीतर होनी चाहिए
  • प्राधिकार इंजीनियरिंग संहिता का पैरा 913 है
  अर्थात् अत्यावश्यकता में जेएजी की शक्ति चली जाती है, और उसकी जगह आई रिपोर्ट आप देखिए।
