Item 31(A) — PLANNED PROCUREMENT FOR TRACK MACHINESमद 31(A) — ट्रैक मशीनों की नियोजित खरीद

Part (A) is the planned procurement of components, spares, consumables and tools, and these are called the PURCHASE POWERS of the officers named.

• (i) For HEAVY track machines, PCE: SAME AS PCMM
• CE/TM, or the HOD in charge of track machines: SAME AS CMM
• Dy CE/TM/TMC dealing with track machines: SAME AS Dy CMM
• XEN/TM/TMC dealing with track machines: SAME AS SMM
• (ii) For SMALL track machines and their components, spares, consumables and tools, PCE: SAME AS PCMM
• CE/TM or the HOD in charge: SAME AS CMM
• DRM: FULL POWERS for those items of small track machines, through the Sr DMM or DMM of the division
• SG, JAG or Senior Scale in independent charge: up to Rs 20,000 PER MONTH for those items of his section, without finance concurrence

• THE NOTES
  • Finance vetting is required for indents as per the value specified in the SOP (Stores), for other than safety items
  • The Engineering officers dealing with track machines hold powers EQUAL to the corresponding purchase officers of the Stores department
  • ANNEXURE C sends all stores matters for these spares, tender committee and accepting authority included, to the SOP on Stores matters, Part D
  So the whole of part (A) is read by equality, and you should name the stores officer it equals.

भाग (A) पुरजों, कलपुरजों, उपभोज्य वस्तुओं और औजारों की नियोजित खरीद है, और इन्हें नामित अधिकारियों की क्रय शक्तियाँ कहा जाता है।

• (ii) छोटी ट्रैक मशीनों और उनके पुरजों, कलपुरजों, उपभोज्य वस्तुओं तथा औजारों के लिए, पीसीई: पीसीएमएम के समान
• सीई/टीएम या प्रभारी एचओडी: सीएमएम के समान
• मंडल रेल प्रबंधक: छोटी ट्रैक मशीनों की उन मदों के लिए पूर्ण शक्तियाँ, मंडल के वरिष्ठ डीएमएम या डीएमएम के माध्यम से
• स्वतंत्र प्रभार वाला एसजी, जेएजी या वरिष्ठ स्केल: अपने खंड की उन मदों के लिए प्रति माह 20,000 रुपये तक, बिना वित्त सहमति

• नोट
  • संरक्षा मदों से भिन्न में, एसओपी (भंडार) में बताए मूल्य के अनुसार मांगपत्रों की वित्त जाँच आवश्यक है
  • ट्रैक मशीनों का कार्य देखने वाले इंजीनियरिंग अधिकारियों को भंडार विभाग के तत्संबंधी क्रय अधिकारियों के समान शक्तियाँ हैं
  • अनुलग्नक C इन कलपुरजों के सभी भंडार मामले, निविदा समिति और स्वीकृति प्राधिकारी सहित, एसओपी भंडार मामले भाग D को भेजता है
  अर्थात् पूरा भाग (A) समानता से पढ़ा जाता है, और आप वह भंडार अधिकारी बताइए जिसके वह समान है।

Item 31(B)(i) — EMERGENCY REPAIRS OF HEAVY TRACK MACHINESमद 31(B)(i) — भारी ट्रैक मशीनों की आपात मरम्मत

This part covers emergency repairs and the purchase of spares incidental to such repairs, for heavy track machines.

• PHOD/CHOD: FULL POWERS with finance concurrence
• CE/TM, or the HOD in charge of track machines: above Rs 4 lakh and up to Rs 10 lakh per case
• That carries finance concurrence, with an annual ceiling of Rs 1 crore
• DRM, ADRM and SAG officers in field units: FULL POWERS with finance concurrence
• Dy CE/TM/TMC dealing with track machines: up to Rs 4 lakh per case WITHOUT finance concurrence, PAC items included, annual ceiling Rs 1 crore
• Sr DEN/Co-ord: up to Rs 50,000 per case without finance concurrence including PAC, overall ceiling Rs 2 lakh
• XEN/TM: up to Rs 2 lakh per case without finance concurrence including PAC items, annual ceiling Rs 50 lakh
• AXEN/TM: up to Rs 50,000 per case without finance concurrence including PAC items, overall ceiling Rs 20 lakh

So every divisional figure here carries a second figure with it, and you should learn them in pairs.यह भाग भारी ट्रैक मशीनों की आपात मरम्मत और उस मरम्मत से जुड़े कलपुरजों की खरीद को शामिल करता है।

• पीएचओडी/सीएचओडी: वित्त सहमति के साथ पूर्ण शक्तियाँ

• वरिष्ठ डीईएन/समन्वय: बिना वित्त सहमति प्रति मामला 50,000 रुपये तक, पीएसी सहित, कुल सीमा 2 लाख रुपये
• एक्सईएन/टीएम: बिना वित्त सहमति प्रति मामला 2 लाख रुपये तक, पीएसी मदें भी, वार्षिक सीमा 50 लाख रुपये
• एईएक्सईएन/टीएम: बिना वित्त सहमति प्रति मामला 50,000 रुपये तक, पीएसी मदें भी, कुल सीमा 20 लाख रुपये

अर्थात् यहाँ हर मंडल आँकड़े के साथ एक दूसरा आँकड़ा है, और इन्हें आप जोड़ों में सीखिए।

Item 31(B)(i) — THE CONDITIONS ON AN EMERGENCY REPAIRमद 31(B)(i) — आपात मरम्मत की शर्तें

The notes under the same part say when this power may be used at all.

• Procurement of spare parts along with an emergency repair should NOT be in piecemeal, in order to avoid finance concurrence
• The purchase is resorted to only when PLANNED PROCUREMENT has not materialised
• A REGISTER showing the expenditure on each breakdown is maintained, to keep a watch over the ceiling
• Prior concurrence is not necessary for repairs up to the values shown, subject to the conditions below
• The EMERGENCY of the repair is certified by the competent authority
• Minimum THREE quotations are obtained from reputed firms, following the procedure
• That does not apply to a PAC item, or a repair from the OEM or its authorised dealer
• A copy of the work order, the date of the repair and the bills for spares are furnished to associate finance
• The REASONABILITY of rates is certified by the accepting authority
• In respect of PAC items, the purchase follows the laid down procedure

So the figures alone are not the answer, and you should carry the three quotations with them.इसी भाग के नोट बताते हैं कि यह शक्ति कब चलाई जा सकती है।

• आपात मरम्मत के साथ कलपुरजों की खरीद टुकड़ों में नहीं होनी चाहिए, जिससे वित्त सहमति टाली जाए
• खरीद तभी की जाती है जब नियोजित खरीद न हो पाई हो
• हर खराबी पर हुए व्यय का रजिस्टर रखा जाता है, जिससे सीमा पर नजर रहे
• दिखाए मूल्यों तक की मरम्मत में पूर्व सहमति आवश्यक नहीं, नीचे की शर्तों के अधीन
• मरम्मत की आपात प्रकृति सक्षम प्राधिकारी प्रमाणित करता है
• प्रक्रिया मानते हुए प्रतिष्ठित फर्मों से कम से कम तीन कोटेशन लिए जाते हैं
• यह पीएसी मद पर, या ओईएम तथा उसके अधिकृत विक्रेता से मरम्मत पर लागू नहीं
• कार्य आदेश की प्रति, मरम्मत की तिथि और कलपुरजों के बिल सहयोगी वित्त को दिए जाते हैं
• दरों की उचितता स्वीकृति प्राधिकारी प्रमाणित करता है
• पीएसी मदों में खरीद निर्धारित प्रक्रिया से होती है

अर्थात् केवल आँकड़े उत्तर नहीं हैं, और उनके साथ तीन कोटेशन आप रखिए।

Item 31(B)(ii) — EMERGENT HIRING OF A CRANE OR VEHICLEमद 31(B)(ii) — क्रेन या वाहन का आपात किराया

This part hires a road crane, a vehicle or a truck for breakdown maintenance of heavy track machines.

• PHOD/CHOD: FULL POWERS with finance concurrence
• DRM: FULL POWER with finance concurrence above RS 50,000
• JAG or SG: up to Rs 50,000 per case without finance concurrence, with an annual ceiling of Rs 6 lakh
• Dy CE/TM/TMC dealing with track machines stands in the same divisional column

So Rs 50,000 is the hinge in this part, and you should see it work in two directions.यह भाग भारी ट्रैक मशीनों की खराबी के अनुरक्षण के लिए सड़क क्रेन, वाहन या ट्रक किराए पर लेता है।

• पीएचओडी/सीएचओडी: वित्त सहमति के साथ पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक: 50,000 रुपये से ऊपर वित्त सहमति के साथ पूर्ण शक्ति
• जेएजी या एसजी: बिना वित्त सहमति प्रति मामला 50,000 रुपये तक, 6 लाख रुपये की वार्षिक सीमा के साथ
• ट्रैक मशीनों का कार्य देखने वाले उप सीई/टीएम/टीएमसी उसी मंडल स्तंभ में खड़े हैं

अर्थात् इस भाग की कीली 50,000 रुपये है, और वह दोनों दिशाओं में चलती है — यह आप देखिए।

Item 31(C) and (D) — OVERHAULING AND RECONDITIONINGमद 31(C) और (D) — ओवरहॉलिंग और पुनर्संस्करण

Part (C) is scheduled overhauling of HEAVY track machines, with the spares incidental to such repairs, reconditioning included.

• PCE, CE/TM or the HOD in charge: FULL POWERS as per the works contracts, WITH finance concurrence
• DRM or ADRM: FULL POWERS as per the works contracts with finance concurrence
• XEN/TM/TMC dealing with track machines: FULL POWERS as per the works contracts with finance concurrence

• PART (D) — SMALL TRACK MACHINES
  • Overhauling, reconditioning or repairs to small track machines, and purchase of spare parts for them
  • The first two columns read the same as part (C), with finance concurrence
  • SG or JAG in a division: full powers up to Rs 50,000 in each case WITHOUT finance concurrence
  • The same officers: above Rs 50,000 and up to Rs 1 lakh per case WITH finance concurrence
  • Their annual ceiling is Rs 10 lakh, clubbing both types of case
  • Senior Scale officers with independent charge ONLY: up to Rs 25,000 in each case without finance concurrence
  • The same officers: above Rs 25,000 and up to Rs 50,000 per case with finance concurrence
  • Their annual ceiling is Rs 5 lakh, clubbing both types of case
• THE NOTES
  • A register of the expenditure on repairs in each case is maintained, and shown to associate accounts when demanded
  • The powers to purchase spare parts are used ONLY IN URGENCY; normally procurement goes through the COS on an indent
  • The annual year for these ceilings runs from 1 APRIL to 31 MARCH
  • Procurement of spare parts should not be piecemeal, to avoid finance concurrence
  So in part (D) each officer has two figures and one ceiling, and you should keep the three straight.

भाग (C) भारी ट्रैक मशीनों की निर्धारित ओवरहॉलिंग है, उस मरम्मत से जुड़े कलपुरजों सहित, पुनर्संस्करण भी।

• पीसीई, सीई/टीएम या प्रभारी एचओडी: वित्त सहमति के साथ, कार्य संविदाओं के अनुसार पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक या एडीआरएम: वित्त सहमति के साथ कार्य संविदाओं के अनुसार पूर्ण शक्तियाँ
• ट्रैक मशीनों का कार्य देखने वाले एक्सईएन/टीएम/टीएमसी: वित्त सहमति के साथ कार्य संविदाओं के अनुसार पूर्ण शक्तियाँ

• भाग (D) — छोटी ट्रैक मशीनें
  • छोटी ट्रैक मशीनों की ओवरहॉलिंग, पुनर्संस्करण या मरम्मत, और उनके कलपुरजों की खरीद
  • पहले दो स्तंभ भाग (C) के समान पढ़े जाते हैं, वित्त सहमति के साथ
  • मंडल के एसजी या जेएजी: बिना वित्त सहमति हर मामले में 50,000 रुपये तक पूर्ण शक्तियाँ
  • वही अधिकारी: वित्त सहमति के साथ प्रति मामला 50,000 रुपये से ऊपर और 1 लाख रुपये तक
  • उनकी वार्षिक सीमा 10 लाख रुपये है, दोनों प्रकार के मामले मिलाकर
  • केवल स्वतंत्र प्रभार वाले वरिष्ठ स्केल अधिकारी: बिना वित्त सहमति हर मामले में 25,000 रुपये तक
  • वही अधिकारी: वित्त सहमति के साथ प्रति मामला 25,000 रुपये से ऊपर और 50,000 रुपये तक
  • उनकी वार्षिक सीमा 5 लाख रुपये है, दोनों प्रकार के मामले मिलाकर
• नोट
  • हर मामले में मरम्मत पर हुए व्यय का रजिस्टर रखा जाता है, और माँगने पर सहयोगी लेखा को दिखाया जाता है
  • कलपुरजे खरीदने की शक्तियाँ केवल अत्यावश्यकता में चलती हैं; सामान्यतः खरीद सीओएस को मांगपत्र भेजकर होती है
  • इन सीमाओं का वर्ष 1 अप्रैल से 31 मार्च तक चलता है
  • कलपुरजों की खरीद टुकड़ों में न हो, जिससे वित्त सहमति टाली जाए
  अर्थात् भाग (D) में हर अधिकारी के दो आँकड़े और एक सीमा है, और तीनों आप अलग रखिए।

Item 31(E), (F) and (G) — THE AMC POWERSमद 31(E), (F) और (G) — एएमसी की शक्तियाँ

The last three parts of item 31 enter into annual maintenance contracts.

• (E) AMC OTHER THAN single tender, for track machines, appliances or equipment other than office equipment
• PHOD: FULL POWERS; DRM or CWM (in SAG): full powers as per works contract; divisional officers: full powers as per works contract
• (F) AMC for equipment including small track machines ON SINGLE TENDER, placed on OEMs or their authorised dealers
• PHOD: FULL POWERS
• DRM, ADRM, CWM or SAG: up to Rs 10 lakh per case with finance concurrence, annual ceiling Rs 50 lakh
• SG or JAG: up to Rs 2 lakh per case with an annual ceiling of Rs 30 lakh
• (G) AMC on single tender for track machines and disaster management equipment, with the OEM or its authorised agent, with finance concurrence
• That equipment is the HRE, the HRD, 140 T DSL BD cranes, and the electronic equipment of SP-ART, SP-ARMV and the Tower Wagon
• PCME, Pr CE and PCEE: FULL POWERS
• Other PHODs: up to Rs 10 lakh per item, subject to a maximum ceiling of Rs 50 lakh per annum
• The SAG officer of the civil or mechanical department dealing with the subject: FULL POWERS
• Other SAGs: up to Rs 5 lakh per item, subject to a maximum ceiling of Rs 30 lakh per annum
• DRM: FULL POWERS; SG or JAG: up to Rs 2 lakh per case with an annual ceiling of Rs 30 lakh

So part (G) is the disaster machinery, and you should read its list before its figures.मद 31 के अंतिम तीन भाग वार्षिक अनुरक्षण संविदाएँ करते हैं।

• (E) एकल निविदा से भिन्न एएमसी, ट्रैक मशीनों, उपकरणों या कार्यालय उपकरण से भिन्न साज-सामान के लिए

• (F) छोटी ट्रैक मशीनों सहित उपकरणों की एकल निविदा पर एएमसी, ओईएम या उनके अधिकृत विक्रेताओं को दी गई
• पीएचओडी: पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: वित्त सहमति के साथ प्रति मामला 10 लाख रुपये तक, वार्षिक सीमा 50 लाख रुपये
• एसजी या जेएजी: प्रति मामला 2 लाख रुपये तक, 30 लाख रुपये की वार्षिक सीमा के साथ
• (G) ट्रैक मशीनों और आपदा प्रबंधन उपकरणों की एकल निविदा पर एएमसी, ओईएम या उसके अधिकृत अभिकर्ता के साथ, वित्त सहमति से
• वे उपकरण हैं एचआरई, एचआरडी, 140 टन डीएसएल बीडी क्रेन, और एसपी-एआरटी, एसपी-एआरएमवी तथा टावर वैगन के इलेक्ट्रॉनिक उपकरण
• पीसीएमई, प्रधान सीई और पीसीईई: पूर्ण शक्तियाँ
• अन्य पीएचओडी: प्रति मद 10 लाख रुपये तक, प्रति वर्ष 50 लाख रुपये की अधिकतम सीमा के अधीन
• विषय देखने वाले सिविल या यांत्रिक विभाग के एसएजी अधिकारी: पूर्ण शक्तियाँ
• अन्य एसएजी: प्रति मद 5 लाख रुपये तक, प्रति वर्ष 30 लाख रुपये की अधिकतम सीमा के अधीन
• मंडल रेल प्रबंधक: पूर्ण शक्तियाँ; एसजी या जेएजी: प्रति मामला 2 लाख रुपये तक, 30 लाख रुपये की वार्षिक सीमा के साथ

अर्थात् भाग (G) आपदा की मशीनरी है, और उसके आँकड़ों से पहले उसकी सूची आप पढ़िए।

Item 31(E) to (G) — THE NOTES ON AN AMCमद 31(E) से (G) — एएमसी के नोट

The notes on these three parts decide how an AMC is made, and they are asked as much as the figures.

• An AMC of critical equipment on single tender basis may be awarded to OEMs or authorised dealers
• The sanctioning authority decides that while obtaining finance concurrence
• PRIOR concurrence of finance is needed
• Since AMCs are in the nature of SERVICE CONTRACTS, and OEMs are often reluctant, earnest money or security deposit need not be insisted upon
• Care is taken to contract only with reputed dealers, for satisfactory performance and minimum downtime
• The powers are exercised subject to availability of funds
• Where the workshop in charge is in JAG, the powers are exercised by the CWE
• Repair of a window AC, split AC or water cooler is normally undertaken departmentally
• For an AMC of such repairs the controlling officer certifies that the work cannot be done departmentally
• Such repairs are normally done through OPEN TENDER from reputed firms
• For a single tender the tender committee and the accepting authority are ONE STEP HIGHER, except where the GM accepts
• A FULL SERVICE MAINTENANCE AGREEMENT is all inclusive: labour, consumables and spares
• An ANNUAL MAINTENANCE AGREEMENT includes labour and consumables
• A schedule of rates for spares and non-recurring spares may be drawn up before entering into the AMC
• The cost of the yearly AMC is to be defined clearly
• The materials actually used from the spares list, together with the AMC value, should not exceed the sanction limit
• In all cases not covered above, the AGM is competent to approve, with FULL POWERS

So an AMC is a service contract, and you should not ask an OEM for earnest money.इन तीन भागों के नोट तय करते हैं कि एएमसी कैसे बनती है, और ये आँकड़ों जितने ही पूछे जाते हैं।

• महत्वपूर्ण उपकरणों की एकल निविदा पर एएमसी ओईएम या अधिकृत विक्रेताओं को दी जा सकती है
• यह निर्णय स्वीकृति प्राधिकारी वित्त सहमति लेते समय करता है
• वित्त की पूर्व सहमति चाहिए
• एएमसी सेवा संविदा की प्रकृति की है, और ओईएम अक्सर हिचकते हैं, इसलिए बयाना या प्रतिभूति जमा पर जोर देना आवश्यक नहीं

• ऐसी मरम्मत सामान्यतः प्रतिष्ठित फर्मों से खुली निविदा द्वारा होती है
• एकल निविदा में निविदा समिति और स्वीकृति प्राधिकारी एक पायदान ऊपर होते हैं, सिवाय जहाँ महाप्रबंधक स्वीकार करें
• पूर्ण सेवा अनुरक्षण करार सब कुछ समेटता है: श्रम, उपभोज्य वस्तुएँ और कलपुरजे
• वार्षिक अनुरक्षण करार में श्रम और उपभोज्य वस्तुएँ आती हैं
• एएमसी करने से पहले कलपुरजों और गैर-आवर्ती कलपुरजों की दर अनुसूची बनाई जा सकती है
• वार्षिक एएमसी की लागत स्पष्ट रूप से तय करनी है
• कलपुरजों की सूची से वास्तव में लगी सामग्री, एएमसी मूल्य के साथ, स्वीकृति सीमा से अधिक नहीं होनी चाहिए
• ऊपर न आए सभी मामलों में अपर महाप्रबंधक पूर्ण शक्तियों से अनुमोदन के लिए सक्षम हैं

अर्थात् एएमसी एक सेवा संविदा है, और ओईएम से बयाना आप न माँगिए।
