Part (D) retains a quarter for a MISSING EMPLOYEE.

• PHOD: FULL POWERS; the DRM's column: FULL POWERS; the divisional column: NIL
• It runs on normal rent for ONE YEAR from the date the FIR was lodged
• It runs for a FURTHER YEAR on normal rent, on certification by the police that the employee is not traceable
• (E) On RETIREMENT: full powers up to 4 MONTHS at the normal flat rate of licence fee
• For the NEXT 4 MONTHS the rent is DOUBLE the normal rent
• That extension is on account of SICKNESS, or up to the end of the SCHOLASTIC YEAR, whichever is earlier
• TELESCOPIC PENAL CHARGES are imposed for unauthorised retention, in the line of GPRA
• (F) On DEATH, or retirement on total medical incapacitation while the CGA is in process
• Full powers up to 24 MONTHS on payment of normal rent, in all three columns
• In a death case it is 12 months on normal rent, and a further 12 months on the same rent
• That further year is allowed provided the deceased or his dependents do NOT OWN A HOUSE at the place of posting
• (G) During LEAVE other than on medical ground, for a period not exceeding 120 DAYS: PHOD and DRM full powers

• वह अगला वर्ष तब मिलता है जब मृतक या उनके आश्रितों का तैनाती के स्थान पर अपना मकान न हो
• (G) चिकित्सा आधार से भिन्न अवकाश के दौरान, 120 दिन से अधिक न हो ऐसी अवधि में: पीएचओडी और मंडल रेल प्रबंधक पूर्ण शक्तियाँ

अर्थात् लापता कर्मचारी का दूसरा वर्ष पुलिस के प्रमाणपत्र से आता है, और वह प्रमाणपत्र आप बताइए।

Items 19 to 22 — A LONG HALT, MILEAGE AND HOUSE RENT ALLOWANCEमद 19 से 22 — लंबा पड़ाव, मील भत्ता और मकान किराया भत्ता

Item 19 grants a daily allowance for halts in excess of 30 days.

• PHOD and the DRM's column: full powers UP TO 180 DAYS in all cases
• SG, JAG or Sr Scale in independent charge: full powers UP TO 60 DAYS; JAG and below at headquarters: NIL
• Accounts concurrence is not necessary

• ITEMS 20 TO 22
  • Item 20 sanctions MILEAGE ALLOWANCE: full powers in all three columns, subject to RULE 1607 of the IREC Volume II
  • Item 21(a) grants HRA to staff posted at stations where HRA is admissible: full powers, Jr Scale for Group D only
  • That is subject to the condition in RULE 1706 of the IREC Volume II
  • (b) Grants HRA where railway accommodation is NOT ACCEPTED, or is surrendered or vacated: PHOD and DRM full powers, with finance concurrence
  • Item 22 STOPS the HRA where an employee refuses the accommodation the railway offers
  • PHOD, the DRM's column, and JAG or Sr Scale: FULL POWERS
  • That stopping is not applied to employees for whom railway accommodation is SPECIFICALLY EARMARKED
  • Nor to those whose occupation of a railway quarter is essential for easy accessibility in an emergency, or for the efficient discharge of their duties
  So a refusal usually stops the allowance, and you should name the two men it does not touch.

Items 23 to 26 — OCCUPATION, A WRITE-OFF AND EDUCATIONमद 23 से 26 — कब्जा, बट्टे खाते और शिक्षा

Item 23(A) permits occupation of a quarter upon resignation or discharge.

• PHOD, the DRM's column, and JAG or Sr Scale: FULL POWERS FOR ONE MONTH
• Jr Scale or an Assistant Officer: full powers for one month, for GROUP D staff only
• (B) Upon JOINT OCCUPATION as the extant rules allow: full powers in those same columns
• The authority is PARA 1712 of the IREM Volume II

• ITEMS 24 TO 26
  • Item 24 writes off irrecoverable personal advances, or amounts otherwise due from non-gazetted staff, such as rent
  • PHOD and the DRM's column: FULL POWERS; the divisional column: NIL
  • PRIOR concurrence of Finance is necessary, and PARA 1013 to PARA 1019 of the IREM apply
  • Item 25 grants educational assistance, that is the EDUCATION ALLOWANCE and the HOSTEL SUBSIDY
  • Full powers in all three columns, down to Assistant Officers, and accounts concurrence is not necessary
  • Item 26 determines the rate of TA to an OUTSIDER attending a departmental enquiry
  • PHOD: FULL POWERS; DRM or SAG officers in field units: FULL POWERS; the divisional column: Nil
  So a resignation leaves one month in the quarter, and you should count it from the date he leaves.

  अर्थात् त्यागपत्र क्वार्टर में एक माह छोड़ता है, और उसे छोड़ने की तिथि से आप गिनिए।

Items 27 to 31 — THE TRANSFER GRANT AND ITS BELATED CLAIMमद 27 से 31 — स्थानांतरण अनुदान और उसका विलंबित दावा

Item 27(A) sanctions the composite transfer grant on a NORMAL claim.

• PHOD, the DRM's column, and JAG or Sr Scale: FULL POWERS
• For a serving employee the personal effects are generally moved WITHIN 6 MONTHS of the transfer being ordered
• For a retired employee, or the family of a retired or deceased employee, they are moved WITHIN ONE YEAR
• (B) A BELATED claim: every column is NIL, and the powers are exercised by the GM or AGM ONLY
• For a retired employee whose effects moved beyond one year and up to TWO YEARS, the GM or AGM sanctions it
• On the death of a railway servant in service, the same holds where the effects moved beyond 1 year and up to 2.5 YEARS
• There the family must have been permitted to retain the quarter for 2 years on normal rent
• Beyond two years, and beyond two and a half years, the RAILWAY BOARD's sanction is required
• Accounts concurrence is necessary for a belated claim

• ITEMS 28 TO 31
  • Item 28 grants the consolidated conveyance allowance: full powers, with PRIOR accounts concurrence
  • Item 29 sanctions the BREAKDOWN ALLOWANCE: full powers in all three columns
  • Item 30 grants the HOUSE BUILDING ADVANCE: PHOD FULL POWERS; the divisional column Nil; the working sheet of recovery is vetted by Accounts
  • Item 31 condones a BREAK IN SERVICE of not more than one year: PHOD and DRM full powers, with accounts concurrence
  So a late claim leaves this schedule for the GM, and you should say how late takes it to the Board.

मद 27(A) सामान्य दावे पर समग्र स्थानांतरण अनुदान स्वीकृत करती है।

• जिन सेवानिवृत्त कर्मचारी का सामान एक वर्ष से आगे और दो वर्ष तक हटा हो, उसे महाप्रबंधक या अपर महाप्रबंधक स्वीकृत करते हैं
• सेवा में रेल सेवक की मृत्यु पर वही बात है, जहाँ सामान 1 वर्ष से आगे और 2.5 वर्ष तक हटा हो
• वहाँ परिवार को 2 वर्ष तक सामान्य किराये पर क्वार्टर रखने की अनुमति मिली होनी चाहिए
• दो वर्ष से आगे, और ढाई वर्ष से आगे, रेलवे बोर्ड की स्वीकृति चाहिए
• विलंबित दावे में लेखा सहमति आवश्यक है

• मद 28 से 31
  • मद 28 समेकित वाहन भत्ता देती है: पूर्ण शक्तियाँ, पूर्व लेखा सहमति के साथ
  • मद 29 ब्रेकडाउन भत्ता स्वीकृत करती है: तीनों स्तंभों में पूर्ण शक्तियाँ
  • मद 30 मकान निर्माण अग्रिम देती है: पीएचओडी पूर्ण शक्तियाँ; मंडल का स्तंभ शून्य; वसूली की कार्य-पत्रक लेखा जाँचता है
  • मद 31 एक वर्ष से अधिक न हो ऐसे सेवा-भंग को माफ करती है: पीएचओडी और मंडल रेल प्रबंधक पूर्ण शक्तियाँ, लेखा सहमति के साथ
  अर्थात् देर से आया दावा इस अनुसूची से निकलकर महाप्रबंधक के पास जाता है, और कितनी देर उसे बोर्ड तक ले जाती है यह आप कहिए।
