Items 71 and 72 — LOCAL PURCHASE AND TRANSPORT AT AN INSTITUTEमद 71 और 72 — संस्थान की स्थानीय खरीद और परिवहन

Items 71 to 83 are the powers applicable to NAIR and the centralised training institutes. Item 71 is the local purchase of non-stock items and petty items for offices. It covers stationery, training material, and low priced books on advanced technology for trainees. It also covers audio video films, software, lab equipment, classroom and office furniture, office automation equipment, and hostel linen and bedding.

• Director or CTIs: up to RS 50,000 PER ITEM without finance concurrence
• The same: up to RS 1,00,000 per item WITH finance concurrence
• Both are subject to a ceiling of RS 30 LAKH PER ANNUM
• The DG's powers are as per the Railway Board's letter of 09.04.2018

• ITEM 72 — HIRING TRANSPORT
  • (A) Hiring transport in connection with the conduct of courses: Director or CTIs up to Rs 5 lakh for any particular course
  • That is subject to an annual ceiling of Rs 30 lakh, and finance concurrence is required
  • (B) Regular hiring for OFFICER TRAINEES: FULL POWERS with finance concurrence
  • (C) Other hiring: as per the provisions under ITEM 47 of this Part
  So the institute's own purchase has two figures and one yearly ceiling, and you should quote all three.

मद 71 से 83 एनएआईआर और केंद्रीकृत प्रशिक्षण संस्थानों पर लागू शक्तियाँ हैं। मद 71 गैर-स्टॉक मदों और कार्यालयों की छोटी मदों की स्थानीय खरीद है। इसमें लेखन सामग्री, प्रशिक्षण सामग्री, और प्रशिक्षुओं के लिए उन्नत तकनीक की कम मूल्य की पुस्तकें आती हैं। इसमें श्रव्य-दृश्य फिल्में, सॉफ्टवेयर, प्रयोगशाला उपकरण, कक्षा तथा कार्यालय का फर्नीचर, कार्यालय स्वचालन उपकरण, और छात्रावास का लिनन तथा बिस्तर भी हैं।

• निदेशक या सीटीआई: बिना वित्त सहमति प्रति मद 50,000 रुपये तक
• वही: वित्त सहमति के साथ प्रति मद 1,00,000 रुपये तक
• दोनों प्रति वर्ष 30 लाख रुपये की सीमा के अधीन हैं
• डीजी की शक्तियाँ रेलवे बोर्ड के 09.04.2018 के पत्र के अनुसार हैं

• मद 72 — परिवहन किराए पर
  • (A) पाठ्यक्रम चलाने के लिए परिवहन किराए पर: निदेशक या सीटीआई किसी एक पाठ्यक्रम के लिए 5 लाख रुपये तक
  • यह 30 लाख रुपये की वार्षिक सीमा के अधीन है, और इसमें वित्त सहमति चाहिए
  • (B) अधिकारी प्रशिक्षुओं के लिए नियमित किराया: वित्त सहमति के साथ पूर्ण शक्तियाँ
  • (C) अन्य किराया: इसी भाग की मद 47 के प्रावधानों के अनुसार
  अर्थात् संस्थान की अपनी खरीद के दो आँकड़े और एक वार्षिक सीमा है, और तीनों आप बताइए।

Items 73 and 74(A) — CEREMONIES AND A VISITING LECTURER'S FEEमद 73 और 74(A) — समारोह और अतिथि व्याख्याता का शुल्क

Item 73 meets the expenditure on ceremonial occasions at an institute.

• Director or CTIs: up to RS 2.5 LAKH PER OCCASION for the annual day celebration, foundation day and passing out ceremonies
• The same: Rs 50,000 for other occasions
• The annual ceiling is RS 15 LAKH only
• For the DG of NAIR it goes as per item 6(A) of this Part of the Model SOP

• ITEM 74(A) — THE HONORARIUM TO A VISITING LECTURER
  • (a) Up to RS 15,000 per session of up to two hours for a GUEST FACULTY OF EMINENCE, non-railway, serving or retired
  • That is paid only if there are reasons to justify it, recorded IN WRITING by the DG/NAIR or the Directors of the CTIs
  • (b) Up to RS 5,000 per session of up to two hours for a Government or railway officer, serving or retired, of SAG rank and above
  • (c) Up to RS 2,500 per session of up to two hours for a visiting lecturer other than those two
  • NO finance concurrence is required in all three
  So the fee is read per session of two hours, and you should learn the three rates in order.

मद 73 संस्थान के औपचारिक अवसरों का व्यय वहन करती है।

• निदेशक या सीटीआई: वार्षिकोत्सव, स्थापना दिवस और दीक्षांत समारोहों में प्रति अवसर 2.5 लाख रुपये तक
• वही: अन्य अवसरों के लिए 50,000 रुपये
• वार्षिक सीमा केवल 15 लाख रुपये है
• एनएआईआर के डीजी के लिए यह मॉडल एसओपी के इसी भाग की मद 6(A) से चलता है

• मद 74(A) — अतिथि व्याख्याता का मानदेय
  • (a) प्रतिष्ठित अतिथि संकाय, गैर-रेल, सेवारत या सेवानिवृत्त, को दो घंटे तक के प्रति सत्र 15,000 रुपये तक
  • यह तभी दिया जाता है जब उसके कारण हों, जिन्हें एनएआईआर के डीजी या सीटीआई के निदेशक लिखित में दर्ज करें
  • (b) एसएजी और उससे ऊपर के सरकारी या रेल अधिकारी, सेवारत या सेवानिवृत्त, को दो घंटे तक के प्रति सत्र 5,000 रुपये तक
  • (c) इन दोनों से भिन्न अतिथि व्याख्याता को दो घंटे तक के प्रति सत्र 2,500 रुपये तक
  • तीनों में वित्त सहमति आवश्यक नहीं
  अर्थात् शुल्क दो घंटे के प्रति सत्र से पढ़ा जाता है, और तीनों दरें आप क्रम से सीखिए।

Item 74(B) and (C) — TRAVEL AND BOARD FOR A VISITORमद 74(B) और (C) — अतिथि संकाय की यात्रा और ठहराव

Part (B)(i) permits air travel to an eminent visiting faculty.

• The DG/NAIR, Vadodara may permit it for eminent visiting lecturers and retired railway officers entitled to air travel during service
• The distance involved must be about 500 KM OR MORE
• The journey must not be performable OVERNIGHT by train or slip coach
• The journey is invariably by ECONOMY class
• The annual total expenditure is limited to RS 5 LAKH
• The power to grant air travel is exercised WITH finance concurrence
• An eminent visiting lecturer may be neither a working nor a retired railway officer
• The DG/NAIR may permit him air travel too, within that same financial limit
• The first three conditions apply to retired railway officers, and not to non-railway visiting faculty

• PART (B)(iii) — A RETIRED GOLD PASS OFFICER
  • He gets a I AC complimentary pass for SELF ONLY, or a II AC complimentary pass for SELF AND SPOUSE
  • That pass carries the authority to travel by Rajdhani or Shatabdi Express, and needs no finance concurrence
  • The entitlement is linked to the LAST POST HELD in the railway
  • Passes are issued for the same class he would have got on duty, by that last post, for self and spouse
  • A retired person of GM rank and above may travel by ECONOMY class for air travel
  • Any relaxation in these conditions requires finance concurrence
• PART (C) — BOARDING AND LOCAL TRANSPORT
  • FREE boarding facility is given to a visiting faculty, and no finance concurrence is required
  • Free local transport is given, or taxi charges are reimbursed on a kilometre basis for non-railway faculty
  • Those rates are the ones applicable to railway officers, and no finance concurrence is required
  So the 500 km and the overnight train decide an air journey, and you should give both tests.

भाग (B)(i) प्रतिष्ठित अतिथि संकाय को हवाई यात्रा की अनुमति देता है।

• एनएआईआर, वडोदरा के डीजी यह अनुमति प्रतिष्ठित अतिथि व्याख्याताओं और सेवा में हवाई यात्रा के पात्र रहे सेवानिवृत्त रेल अधिकारियों को दे सकते हैं
• दूरी लगभग 500 किलोमीटर या अधिक होनी चाहिए
• यात्रा गाड़ी या स्लिप कोच से रातोंरात पूरी न हो सकती हो
• यात्रा अनिवार्य रूप से इकोनॉमी श्रेणी से होती है
• कुल वार्षिक व्यय 5 लाख रुपये तक सीमित है
• हवाई यात्रा देने की शक्ति वित्त सहमति के साथ चलती है
• कोई प्रतिष्ठित अतिथि व्याख्याता न सेवारत रेल अधिकारी हो सकता है, न सेवानिवृत्त
• एनएआईआर के डीजी उन्हें भी उसी वित्तीय सीमा में हवाई यात्रा दे सकते हैं
• पहली तीन शर्तें सेवानिवृत्त रेल अधिकारियों पर लगती हैं, गैर-रेल अतिथि संकाय पर नहीं

• भाग (B)(iii) — सेवानिवृत्त गोल्ड पास अधिकारी
  • उन्हें केवल स्वयं के लिए प्रथम वातानुकूलित नि:शुल्क पास, या स्वयं और पति अथवा पत्नी के लिए द्वितीय वातानुकूलित नि:शुल्क पास मिलता है
  • उस पास में राजधानी या शताब्दी एक्सप्रेस से यात्रा का अधिकार है, और वित्त सहमति आवश्यक नहीं
  • पात्रता रेलवे में अंतिम धारित पद से जुड़ी है
  • पास उसी श्रेणी के जारी होते हैं जो उस अंतिम पद पर कर्तव्य के समय मिलती, स्वयं और पति अथवा पत्नी के लिए
  • महाप्रबंधक और उससे ऊपर के सेवानिवृत्त व्यक्ति हवाई यात्रा में इकोनॉमी श्रेणी से चल सकते हैं
  • इन शर्तों में कोई भी ढील वित्त सहमति माँगती है
• भाग (C) — ठहराव और स्थानीय परिवहन
  • अतिथि संकाय को नि:शुल्क ठहराव मिलता है, और वित्त सहमति आवश्यक नहीं
  • नि:शुल्क स्थानीय परिवहन मिलता है, या गैर-रेल संकाय को प्रति किलोमीटर के आधार पर टैक्सी प्रभार की प्रतिपूर्ति होती है
  • वे दरें वही हैं जो रेल अधिकारियों पर लागू हैं, और वित्त सहमति आवश्यक नहीं
  अर्थात् हवाई यात्रा 500 किलोमीटर और रात की गाड़ी से तय होती है, और दोनों कसौटियाँ आप दीजिए।

Items 75 to 80 — HOSPITALITY, CONSULTANCY AND COURSESमद 75 से 80 — आतिथ्य, परामर्श और पाठ्यक्रम

Item 75 meets the hospitality during a visit of dignitaries and eminent and distinguished visitors.

• It stays within the ceiling the Board prescribes from time to time, with an ANNUAL LIMIT of RS 2.5 LAKH

• ITEM 76 — A CONSULTANCY CONTRACT FOR TRAINING MATERIAL
  • It develops training materials, audio-video works, and training design and development, from a list of consultants on a limited tender basis
  • Director or CTIs: the consultancy powers of DRMs or PHODs as applicable, subject to the annual ceiling the Board fixes
  • DG/NAIR: up to RS 4 LAKH PER CASE, subject to a maximum of RS 10 LAKH PER ANNUM
• ITEM 77 — PRINTING
  • It prints technical literature, in-house magazines, newsletters, calendars and invitation cards
  • Director or CTIs: up to the powers given to PHODs or DRMs in item 66, as applicable
  • DG/NAIR: FULL POWERS within the allotted budget, with finance concurrence
  • No finance concurrence is required up to Rs 25,000 per case
• ITEMS 78 TO 80
  • Item 78 invites and accepts open or limited tenders for an annual contract for the linen
  • That contract washes and irons the linen, and dry cleans the blankets, of the hostel, guest house and mess
  • Director or CTIs, and DG/NAIR: FULL POWERS with finance concurrence, subject to the tender procedure and the availability of funds
  • Item 79 presents MEMENTOS to visiting faculty and to faculty on transfer: DG/NAIR or Director of CTIs FULL POWERS
  • That carries an annual ceiling of RS 1 LAKH, and finance concurrence is not required
  • Item 80 enters into contracts and makes payment for conducting courses with the help of outside institutes or faculty
  • That may be at railway premises or at the premises of the outside institution
  • Director or CTIs: FULL POWERS up to a ceiling of RS 30 LAKH PER ANNUM; DG/NAIR: FULL POWERS
  So the DG's consultancy is Rs 4 lakh a case, and you should carry its Rs 10 lakh year with it.

मद 75 गणमान्य तथा प्रतिष्ठित और विशिष्ट अतिथियों के आगमन का आतिथ्य वहन करती है।

• यह बोर्ड की समय-समय पर तय सीमा में रहती है, और वार्षिक सीमा 2.5 लाख रुपये है

• मद 76 — प्रशिक्षण सामग्री का परामर्श अनुबंध
  • यह परामर्शदाताओं की सूची से, सीमित निविदा के आधार पर, प्रशिक्षण सामग्री, श्रव्य-दृश्य कार्य, तथा प्रशिक्षण की रूपरेखा और विकास कराती है
  • निदेशक या सीटीआई: जैसा लागू हो, मंडल रेल प्रबंधक या पीएचओडी की परामर्श शक्तियाँ, बोर्ड की तय वार्षिक सीमा के अधीन
  • एनएआईआर के डीजी: प्रति मामला 4 लाख रुपये तक, प्रति वर्ष अधिकतम 10 लाख रुपये के अधीन
• मद 77 — छपाई
  • यह तकनीकी साहित्य, आंतरिक पत्रिकाएँ, समाचार पत्रक, कैलेंडर और निमंत्रण पत्र छपवाती है
  • निदेशक या सीटीआई: जैसा लागू हो, मद 66 में पीएचओडी या मंडल रेल प्रबंधक को दी शक्तियों तक
  • एनएआईआर के डीजी: आवंटित बजट के भीतर, वित्त सहमति के साथ, पूर्ण शक्तियाँ
  • प्रति मामला 25,000 रुपये तक वित्त सहमति आवश्यक नहीं
• मद 78 से 80
  • मद 78 लिनन की वार्षिक संविदा के लिए खुली या सीमित निविदा बुलाती और स्वीकार करती है
  • वह संविदा छात्रावास, अतिथि गृह और मेस के लिनन की धुलाई तथा इस्त्री, और कंबलों की ड्राई क्लीनिंग करती है
  • निदेशक या सीटीआई, तथा एनएआईआर के डीजी: निविदा प्रक्रिया और निधि की उपलब्धता के अधीन, वित्त सहमति के साथ पूर्ण शक्तियाँ
  • मद 79 अतिथि संकाय और स्थानांतरित संकाय को स्मृतिचिह्न देती है: एनएआईआर के डीजी या सीटीआई के निदेशक को पूर्ण शक्तियाँ
  • इसमें 1 लाख रुपये की वार्षिक सीमा है, और वित्त सहमति आवश्यक नहीं
  • मद 80 बाहरी संस्थानों या संकाय की सहायता से पाठ्यक्रम चलाने की संविदा करती और भुगतान करती है
  • यह रेल परिसर में या बाहरी संस्थान के परिसर में हो सकता है
  • निदेशक या सीटीआई: प्रति वर्ष 30 लाख रुपये की सीमा तक पूर्ण शक्तियाँ; एनएआईआर के डीजी: पूर्ण शक्तियाँ
  अर्थात् डीजी का परामर्श प्रति मामला 4 लाख रुपये है, और उसके साथ 10 लाख रुपये का वर्ष आप रखिए।

Items 81 to 83 — DEPUTATION, NEWSPAPERS AND HOUSEKEEPINGमद 81 से 83 — प्रतिनियुक्ति, समाचारपत्र और गृह व्यवस्था

Item 81 deputes faculty members and staff for training courses, workshops, conferences, seminars and symposia in a NON-RAILWAY institute.

• Director or CTIs: a PRO RATA registration fee up to RS 20,000 PER DAY
• The OVERALL registration fee is up to RS 1 LAKH
• Both carry a ceiling of RS 15 LAKH PER ANNUM, and no finance concurrence is required
• DG/NAIR: the same figures, on the same terms

• ITEM 82 — NEWSPAPERS AND RECREATION FOR TRAINEES
  • Director or CTIs: as per items 39 and 40 and the other relevant powers of the Model SOP
  • DG/NAIR: FULL POWERS, and finance concurrence is not required
• ITEM 83 — GENERAL HOUSEKEEPING
  • It enters into a contract for general housekeeping activities
  • Those are security where the RPF is not provided, sanitation, catering, horticulture and pest control
  • They also include the maintenance of the computer centre and the creation of sports or recreation facilities
  • Director or CTIs: as per the relevant provisions of the Model SOP
  • DG/NAIR: FULL POWERS, subject to the availability of funds
  • Those powers follow the due process of estimation, tendering and approvals
  So a deputation fee has a daily and an overall figure, and you should hold Rs 20,000 against Rs 1 lakh.

मद 81 संकाय सदस्यों और कर्मचारियों को गैर-रेल संस्थान के प्रशिक्षण पाठ्यक्रमों, कार्यशालाओं, सम्मेलनों, संगोष्ठियों और विचार गोष्ठियों में भेजती है।

• निदेशक या सीटीआई: यथानुपात पंजीकरण शुल्क प्रति दिन 20,000 रुपये तक
• कुल पंजीकरण शुल्क 1 लाख रुपये तक
• दोनों पर प्रति वर्ष 15 लाख रुपये की सीमा है, और वित्त सहमति आवश्यक नहीं
• एनएआईआर के डीजी: वही आँकड़े, उन्हीं शर्तों पर

• मद 82 — प्रशिक्षुओं के समाचारपत्र और मनोरंजन
  • निदेशक या सीटीआई: मॉडल एसओपी की मद 39 और 40 तथा अन्य संबंधित शक्तियों के अनुसार
  • एनएआईआर के डीजी: पूर्ण शक्तियाँ, और वित्त सहमति आवश्यक नहीं
• मद 83 — सामान्य गृह व्यवस्था
  • यह सामान्य गृह व्यवस्था की गतिविधियों की संविदा करती है
  • वे हैं सुरक्षा, जहाँ आरपीएफ न हो, स्वच्छता, खानपान, उद्यान और कीट नियंत्रण
  • इनमें कंप्यूटर केंद्र का अनुरक्षण और खेल अथवा मनोरंजन सुविधाओं का निर्माण भी है
  • निदेशक या सीटीआई: मॉडल एसओपी के संबंधित प्रावधानों के अनुसार
  • एनएआईआर के डीजी: निधि की उपलब्धता के अधीन पूर्ण शक्तियाँ
  • वे शक्तियाँ अनुमान, निविदा और अनुमोदन की विधिवत प्रक्रिया से चलती हैं
  अर्थात् प्रतिनियुक्ति शुल्क के दैनिक और कुल, दोनों आँकड़े हैं, और 20,000 के सामने 1 लाख रुपये आप रखिए।
