Item 9(A) — RECONDITIONING AND FABRICATIONमद 9(A) — पुनर्संस्करण और गढ़ाई

Part (A)(i) contracts for the reconditioning of non-ferrous scrap.

• COS and CMM: RS 25 LAKH IN EACH CASE
• Dy CMM: RS 3 LAKH; SMM: Rs 50,000; AMM: Rs 15,000
• Sr DMM or Dy CMM: the same as the Dy CMM in headquarters
• (ii) A contract for the FABRICATION of miscellaneous articles from raw material carries the same figures
• The authority for both is PARA 1326-S
• Before tenders are invited for a shop manufacture item, a COST COMPARISON ANALYSIS is done
• A MAKE OR BUY decision is taken with it, duly scrutinised by the concerned Workshop Accounts Officer
• The possibility of doing the work in railway workshops at cheaper rates is investigated first
• These powers are exercised with the concurrence of associate finance

So the workshop is asked before the market, and you should record the make or buy decision.भाग (A)(i) अलौह रद्दी के पुनर्संस्करण का संविदा करता है।

• सीओएस और सीएमएम: हर मामले में 25 लाख रुपये
• डिप्टी सीएमएम: 3 लाख रुपये; एसएमएम: 50,000 रुपये; एएमएम: 15,000 रुपये
• वरिष्ठ डीएमएम या डिप्टी सीएमएम: मुख्यालय के डिप्टी सीएमएम जितना ही
• (ii) कच्चे माल से विविध वस्तुओं की गढ़ाई के संविदा में वही आँकड़े हैं
• दोनों का प्राधिकार पैरा 1326-S है
• कारखाने में बनने वाली मद की निविदा बुलाने से पहले लागत तुलना का विश्लेषण होता है
• उसके साथ बनाएँ या खरीदें का निर्णय लिया जाता है, जिसे संबंधित कारखाना लेखा अधिकारी जाँचते हैं
• पहले यह देखा जाता है कि वह काम रेल कारखानों में सस्ती दर पर हो सकता है या नहीं
• ये शक्तियाँ सहयोगी वित्त की सहमति से प्रयोग होती हैं

अर्थात् बाजार से पहले कारखाने से पूछा जाता है, और बनाएँ या खरीदें का निर्णय आप दर्ज कीजिए।

Item 9(B) and (C) — HIRED TRANSPORT, AND AN OUTSIDE PRESSमद 9(B) और (C) — किराये का परिवहन, और बाहरी प्रेस

Part (B) hires transport for carrying material, and material handling equipment. It also covers contracts for material or scrap handling, loading and unloading, shipping clearance and export, repair and maintenance, and other miscellaneous contracts.

• For part (B) the powers are the ones given in WORKS MATTERS PART A and MISCELLANEOUS MATTERS PART C

• PART (C) — PRINTING WORK BY AN OUTSIDE PRESS
  • COS, CMM and Dy CMM: up to the limit of their POWERS OF PURCHASE
  • SMM and AMM: NIL
  • Field stores officers exercise the same powers as their headquarters counterparts
  • The mode of tendering, the tender committee and direct acceptance are decided as per the purchase powers
  • Printing is off-loaded only if the PCMM CERTIFIES it cannot be undertaken in a railway press or another Government press
  • These powers are NOT exercised for printing CASH VALUE items
  • The necessity for printing NON-STANDARD FORMS is carefully examined by the heads of departments concerned
  So an outside press waits on the PCMM's certificate, and you should never send a cash value item to it.

भाग (B) सामग्री ढोने के लिए परिवहन और सामग्री उठाने-रखने का उपकरण किराये पर लेता है। इसमें सामग्री या रद्दी की हैंडलिंग, लदान-उतार, पोत निकासी और निर्यात, मरम्मत और अनुरक्षण, तथा अन्य विविध संविदाएँ भी आती हैं।

• भाग (B) की शक्तियाँ वही हैं जो कार्य मामले भाग A और विविध मामले भाग C में दी गई हैं

• भाग (C) — बाहरी प्रेस से मुद्रण कार्य
  • सीओएस, सीएमएम और डिप्टी सीएमएम: अपनी क्रय शक्तियों की सीमा तक
  • एसएमएम और एएमएम: शून्य
  • क्षेत्रीय भंडार अधिकारी अपने मुख्यालय समकक्षों जैसी ही शक्तियाँ रखते हैं
  • निविदा का तरीका, निविदा समिति और सीधी स्वीकृति क्रय शक्तियों के अनुसार तय होते हैं
  • मुद्रण तभी बाहर दिया जाता है जब पीसीएमएम प्रमाणित करें कि वह रेल प्रेस या अन्य सरकारी प्रेस में नहीं हो सकता
  • ये शक्तियाँ नकद मूल्य वाली मदों की छपाई में प्रयोग नहीं होतीं
  • गैर-मानक प्रपत्र छपवाने की आवश्यकता संबंधित विभागाध्यक्ष ध्यान से परखते हैं
  अर्थात् बाहरी प्रेस पीसीएमएम के प्रमाणपत्र की प्रतीक्षा करता है, और नकद मूल्य की मद उसे कभी आप मत भेजिए।

Item 9(D) — AIR LIFTING RAILWAY STORESमद 9(D) — रेल भंडार की हवाई ढुलाई

The item permits the air lifting of railway stores, in each case.

• COS: up to their POWER OF ACCEPTANCE; every other column: NIL
• The GM has FULL POWERS in all cases where the CIF cost of the import is within the powers of procurement delegated to him
• The PCMM has full powers for AIR FREIGHTING of items in import contracts
• That runs up to his level of acceptance of the tenders
• These powers are exercised PERSONALLY by the GM and the PCMM
• They carry the PERSONAL CONCURRENCE of the PFA
• They are NOT to be delegated downwards

So air lifting stays with two officers and the PFA, and you should say it cannot be passed down.यह मद हर मामले में रेल भंडार की हवाई ढुलाई की अनुमति देती है।

• सीओएस: अपनी स्वीकृति की शक्ति तक; शेष हर स्तंभ: शून्य
• महाप्रबंधक को उन सब मामलों में पूर्ण शक्तियाँ हैं जहाँ आयात की सीआईएफ लागत उन्हें दी गई खरीद शक्तियों में हो
• पीसीएमएम को आयात संविदाओं की मदों की हवाई ढुलाई में पूर्ण शक्तियाँ हैं
• वह निविदा स्वीकार करने के उनके स्तर तक चलती है
• ये शक्तियाँ महाप्रबंधक और पीसीएमएम व्यक्तिगत रूप से प्रयोग करते हैं
• इन पर पीएफए की व्यक्तिगत सहमति लगती है
• इन्हें नीचे प्रत्यायोजित नहीं किया जा सकता

अर्थात् हवाई ढुलाई दो अधिकारियों और पीएफए तक रहती है, और वह नीचे नहीं जा सकती यह आप कहिए।
