Item 15 — SPECIAL REPAIRSमद 15 — विशेष मरम्मत

The item is special repairs, that is repairs other than ordinary repairs and maintenance, excluding repairs due to flood damage.

• (A) Officers' bungalows: PCE or CEE FULL POWERS; DRM FULL POWERS; divisional officers NIL
• (B) Quarters for Group C and D staff: CE or CEE FULL POWERS; DRM or ADRM FULL POWERS; JAG FULL POWERS
• (C) Other than staff quarters: CE or CEE FULL POWERS; DRM, ADRM or CWM FULL POWERS; JAG FULL POWERS
• (D) Rolling stock: CME or CEE up to Rs 50 lakh in each case
• The same: DRM or CWM up to Rs 5 lakh in each case; divisional officers up to Rs 1 lakh in each case

• THE NOTES
  • PRIOR finance concurrence is necessary
  • Repair of railway houses follows the Board's letters of 05.04.2018 and 12.06.2018
  • The works are carried out on CONDITION basis, with no improvement or alteration to the standard design
  • They are subject to availability of funds and the codal provisions on preparing and sanctioning estimates
  • The powers are used to restore the asset to its ORIGINAL condition only
  • They are subject to items 55 and 56 of the GM's delegation and PARA 1524 of the Medical Code
  So rolling stock is the only part carrying rupees, and you should remember its three figures.

यह मद विशेष मरम्मत है, अर्थात् साधारण मरम्मत और अनुरक्षण से अलग मरम्मत, बाढ़ की क्षति की मरम्मत छोड़कर।

• (A) अधिकारियों के बंगले: पीसीई या सीईई पूर्ण शक्तियाँ; मंडल रेल प्रबंधक पूर्ण शक्तियाँ; मंडल अधिकारी शून्य
• (B) समूह ग और घ कर्मचारियों के क्वार्टर: सीई या सीईई पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या एडीआरएम पूर्ण शक्तियाँ; जेएजी पूर्ण शक्तियाँ
• (C) कर्मचारी क्वार्टरों से भिन्न: सीई या सीईई पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम पूर्ण शक्तियाँ; जेएजी पूर्ण शक्तियाँ
• (D) रोलिंग स्टॉक: सीएमई या सीईई हर मामले में 50 लाख रुपये तक
• वही: मंडल रेल प्रबंधक या सीडब्ल्यूएम हर मामले में 5 लाख रुपये तक; मंडल अधिकारी हर मामले में 1 लाख रुपये तक

• नोट
  • पूर्व वित्त सहमति आवश्यक है
  • रेल आवासों की मरम्मत बोर्ड के 05.04.2018 और 12.06.2018 के पत्रों से चलती है
  • कार्य स्थिति के आधार पर होते हैं, मानक डिजाइन में कोई सुधार या बदलाव किए बिना
  • ये निधि की उपलब्धता और अनुमान बनाने तथा स्वीकृत करने के संहिता प्रावधानों के अधीन हैं
  • शक्तियाँ संपत्ति को केवल उसकी मूल स्थिति में लौटाने के लिए चलती हैं
  • ये महाप्रबंधक के प्रत्यायोजन की मद 55 और 56 तथा चिकित्सा संहिता के पैरा 1524 के अधीन हैं
  अर्थात् रुपये केवल रोलिंग स्टॉक के भाग में हैं, और उसके तीन आँकड़े आप याद रखिए।

Item 16 — URGENCY CERTIFICATE ON SPECIAL REVENUEमद 16 — विशेष राजस्व पर अत्यावश्यकता प्रमाणपत्र

The item is to sanction an urgency certificate chargeable to special revenue.

• PHODs ONLY: up to RS 50 LAKH
• DRM, ADRM or SAG: up to RS 25 LAKH
• JAG: up to RS 5 LAKH

• THE NOTES
  • Finance concurrence is NOT necessary
  • The provisions of PARA 1103 and PARA 1104 of the Engineering Code apply
  • So do the other instructions issued from time to time
  So the word ONLY in the first column is the point, and you should not read HODs into it.

यह मद विशेष राजस्व में डालने योग्य अत्यावश्यकता प्रमाणपत्र स्वीकृत करने की है।

• केवल पीएचओडी: 50 लाख रुपये तक
• मंडल रेल प्रबंधक, एडीआरएम या एसएजी: 25 लाख रुपये तक
• जेएजी: 5 लाख रुपये तक

  • वित्त सहमति आवश्यक नहीं है
  • इंजीनियरिंग संहिता के पैरा 1103 और पैरा 1104 के प्रावधान लागू होते हैं

  अर्थात् पहले स्तंभ का 'केवल' ही बात है, और उसमें एचओडी आप न पढ़िए।

Item 17 — DISMANTLEMENT OF ASSETS NOT TO BE REPLACEDमद 17 — न बदली जाने वाली संपत्तियों का ध्वंस

The item sanctions dismantlement of assets not proposed to be replaced. It leaves out dismantling or permanently closing any open line section to public traffic.

• PHOD: FULL POWERS
• SAG officers in the construction organisation: up to Rs 50 lakh in each case
• DRM, ADRM or SAG: up to Rs 50 lakh in each case; divisional and headquarters officers: NIL
• The authority is items 41 and 42 of the GM's delegation

• THE NOTES
  • Finance concurrence is necessary
  • The VALUE in this item refers to the REALISABLE SALE VALUE of the asset
  • The powers are used subject to the approval of the user department and the concurrence of associate finance
  • Sanction of the necessary estimates is to be ensured
  • The dismantled assets are disposed of by the normal procedure, and the realisable resale costs obtained
  • Under PARA 701, a detailed estimate is prepared and sanctioned with associate finance's vetting in each case
  • That applies to renewal and replacement chargeable to revenue costing more than Rs 5 lakh, and to repairs and reconditioning above Rs 1 lakh
  • Below those two figures a ROUGH estimate may be prepared and kept
  So the rupee here is what the asset FETCHES, and you should not read it as its cost.

यह मद उन संपत्तियों के ध्वंस को स्वीकृत करती है जिन्हें बदलने का प्रस्ताव नहीं है। किसी खुली लाइन खंड को ढहाना या जन यातायात के लिए सदा बंद करना इसमें नहीं आता।

  • इस मद में मूल्य का अर्थ संपत्ति का वसूली योग्य विक्रय मूल्य है
  • शक्तियाँ उपयोगकर्ता विभाग के अनुमोदन और सहयोगी वित्त की सहमति के अधीन चलती हैं
  • आवश्यक अनुमानों की स्वीकृति सुनिश्चित करनी है
  • ढहाई गई संपत्तियाँ सामान्य प्रक्रिया से निपटाई जाती हैं, और वसूली योग्य पुनर्विक्रय लागत प्राप्त की जाती है
  • पैरा 701 के अनुसार हर मामले में विस्तृत अनुमान बनता है और सहयोगी वित्त की जाँच से स्वीकृत होता है
  • यह राजस्व में डाले जाने वाले 5 लाख रुपये से अधिक के नवीकरण और प्रतिस्थापन, तथा 1 लाख रुपये से अधिक की मरम्मत और पुनर्संस्करण पर लागू है
  • उन दो आँकड़ों से नीचे एक मोटा अनुमान बनाकर रखा जा सकता है
  अर्थात् यहाँ रुपया वह है जो संपत्ति दिलाती है, उसकी लागत आप न पढ़िए।

Item 18 — TEMPORARY ARRANGEMENTS AT STATIONS FOR FESTIVALSमद 18 — त्योहारों पर स्टेशनों की अस्थायी व्यवस्था

The item is temporary arrangements at stations for festivals.

• PHOD: FULL POWERS
• DRM: FULL POWERS
• Divisional and headquarters officers: NIL

• THE NOTES
  • Finance concurrence IS necessary
  • For ceremonial occasions and other functions the SOP on MISCELLANEOUS MATTERS is referred to
  So a festival sits in Works Matters, and a ceremony does not — you should keep the two apart.

यह मद त्योहारों के लिए स्टेशनों पर अस्थायी व्यवस्था है।

• मंडल रेल प्रबंधक: पूर्ण शक्तियाँ
• मंडल और मुख्यालय अधिकारी: शून्य

  • औपचारिक अवसरों और अन्य समारोहों के लिए विविध मामलों की एसओपी देखी जाती है
  अर्थात् त्योहार कार्य मामलों में है, समारोह नहीं — दोनों को आप अलग रखिए।

Item 19 — TRANSFER OF MACHINERY AND PLANTमद 19 — मशीनरी और संयंत्र का स्थानांतरण

The item is transfer of machinery and plant from one station to another.

• PHOD: FULL POWERS
• DRM, ADRM or SAG: FULL POWERS
• JAG: up to RS 25,000 in each case
• The authority is PARA 3507 of the Way and Works Manual

So the machine may move on full powers above, and on Rs 25,000 in the division — you should hold that figure.यह मद मशीनरी और संयंत्र को एक स्टेशन से दूसरे स्टेशन भेजना है।

• पीएचओडी: पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम या एसएजी: पूर्ण शक्तियाँ

• प्राधिकार मार्ग एवं कार्य नियमावली का पैरा 3507 है

अर्थात् ऊपर मशीन पूर्ण शक्तियों पर चलती है, और मंडल में 25,000 रुपये पर — यह आँकड़ा आप रखिए।

Item 20 — PETTY BILLS FOR DEMARCATION OF LANDमद 20 — भूमि सीमांकन के छोटे बिल

The item is payment of petty bills for demarcation of land.

• PHOD/HOD: FULL POWERS
• DRM, ADRM or SAG: FULL POWERS
• JAG: FULL POWERS

• THE NOTES
  • Finance concurrence is NOT necessary
  • ADJUSTMENT MEMOS should however be prepared and submitted to the accounts office for concurrent adjustment
  • The authority is PARA 1047 of the Engineering Code
  So finance steps out of the sanction but not out of the books, and you should say the memo.

यह मद भूमि के सीमांकन के छोटे बिलों का भुगतान है।

• पीएचओडी/एचओडी: पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम या एसएजी: पूर्ण शक्तियाँ

  • तथापि समायोजन ज्ञापन बनाकर लेखा कार्यालय को साथ-साथ समायोजन के लिए भेजे जाने चाहिए
  • प्राधिकार इंजीनियरिंग संहिता का पैरा 1047 है
  अर्थात् वित्त स्वीकृति से हटता है, बहीखाते से नहीं, और आप ज्ञापन बताइए।
