A Tender Committee is generally constituted where the tender value is Rs 50,000 or more for purchase of stores, and Rs 10,000 or more in other cases. An important safeguard — the officer who recommends acceptance as a member of the Tender Committee cannot also be the accepting authority for that same tender. If the lowest tenderer in an open tender is not on the railway's approved list, he must produce evidence of his capacity and sound financial position. For STORES contracts there is some flexibility.
