Item 2.3 is SPOT PURCHASES, and against it the schedule prints only 'extant instructions are to be followed'. The labels 2.3 and 2.4 are printed out of line in this block, above the rows they belong to.

• ITEM 2.4(A) — A SINGLE TENDER IN NORMAL CIRCUMSTANCES
  • The item invites single tenders for NON-PROPRIETARY articles, WITHOUT finance concurrence
  • PCMM: RS 8 LAKH; CMM: Rs 8 lakh
  • Dy CMM: Rs 50,000; SMM: Rs 25,000; AMM: Rs 25,000
  • DRM, in the Other Officers column: RS 5,000
  • A tender may be invited on single tender basis with the competent authority's approval
  • The offer is then considered under the purchase officer's NORMAL purchase powers
  So a single tender is invited by one officer and the offer taken under normal powers, and you should keep the two acts apart.

Item 2.4(B) to (D) — DRUGS, EMERGENCIES AND SAFETY ITEMSमद 2.4(B) से (D) — दवाएँ, आपात और संरक्षा की मदें

Part (B) invites a single tender for DRUGS AND SURGICAL ITEMS.

• PCMM: RS 5 LAKH; CMM: Rs 5 lakh; Dy CMM: Rs 50,000
• SMM and AMM: Rs 25,000 each; the Other Officers column: NOT APPLICABLE

• PART (C) — AN EMERGENCY
  • The emergency is one affecting maintenance, out-turn or operation
  • PCMM: RS 45 LAKH; CMM: Rs 45 lakh
  • Dy CMM, SMM and AMM: NIL
  • DRM: Rs 7,500, in consultation with associate finance
• PART (D) — SAFETY OR PASSENGER NECESSITY ITEMS BELOW TWO MONTHS STOCK
  • PCMM: RS 1 CRORE; CMM: Rs 1 crore
  • Dy CMM, SMM and AMM: Nil
  So two months' stock is the test in part (D), and you should state the stock before the figure.

Item 2.4(E) and 2.5 — ONE SOURCE, AND A DEVELOPMENTAL ITEMमद 2.4(E) और 2.5 — एक स्रोत, और विकासात्मक मद

Part (E) applies where a SINGLE APPROVED SOURCE exists on the list RDSO or the production units issue.

• PCMM, CMM and Dy CMM: FULL POWERS up to their powers of acceptance
• The next column too is printed as up to his powers of acceptance, with an asterisk
• The asterisk says the powers SHALL NOT BE DELEGATED BELOW JAG
• DRM: Rs 10,000
• For part (E) preference should be given to inviting an ADVERTISED TENDER

• ITEM 2.5 — A SINGLE TENDER FOR A DEVELOPMENTAL ITEM
  • PCMM: RS 15 LAKH; CMM: Rs 8 lakh; Dy CMM: Rs 5 lakh, with the same asterisk
  • A figure of Rs 1 lakh floats in this block of the schedule, printed against no column
  • The authority is PARA 330-S, with the Board's letters of 02.03.94 and 28.07.08
  So one approved source does not close the tender, and you should still prefer to advertise.

भाग (E) वहाँ लगता है जहाँ आरडीएसओ या उत्पादन इकाइयों की सूची में एक ही अनुमोदित स्रोत हो।

Notes viii and xi — THE CARE BEFORE A SINGLE TENDERनोट viii और xi — एकल निविदा से पहले की सावधानी

The notes set what the purchase officer must do before he invites a single tender.

• Under items 2.4(a) and (c) he should consider whether an existing RATE or RUNNING CONTRACT can be used
• The powers under 2.4(c) may be used without finance concurrence in emergent situations
• Those are situations affecting repairs, maintenance, operation or out-turn, and they are RECORDED IN WRITING
• The invitation of the single tender and the purchase both require the PERSONAL APPROVAL of the PCMM or CMM

• WHEN ONLY ONE QUOTATION COMES IN
  • Where a call for a bulletin or limited tender brings only ONE quotation, a FRESH TENDER should be invited
  • Urgency is the only exception to that
  • The powers under item 2.7 may be used only if enquiries had gone to firms who had supplied the material earlier
  • They may also go to firms who were likely to supply it
  • The rates quoted must be reasonable, and full reasons are recorded justifying the course
  • In the event of a RE-TENDER, the normal purchase power applies
  So one quotation normally means another tender, and you should record why it did not.

  • वह उन फर्मों को भी जा सकती है जिनसे आपूर्ति की संभावना थी
  • उद्धृत दरें उचित होनी चाहिए, और उस मार्ग को उचित ठहराते पूरे कारण दर्ज होते हैं
  • पुनः निविदा की स्थिति में सामान्य क्रय शक्ति लगती है
  अर्थात् एक कोटेशन का अर्थ सामान्यतः दूसरी निविदा है, और वह क्यों नहीं हुई यह आप दर्ज कीजिए।
