Item 43 — SANITATION IN A STATIONमद 43 — स्टेशन की स्वच्छता

The item sanctions estimates chargeable to revenue, and invites advertised tenders, for matters incidental to sanitation. It applies at stations and other commercial premises of category A-1, A, B, D and E, where sanitation is under the Commercial department. It carries PRIOR finance concurrence and the specific availability of funds.

• (A) Maintenance and upkeep of toilets, retiring rooms, cloakrooms and passenger waiting halls
• It covers goods sheds, parcel handling areas, the circulating area and WASTE MANAGEMENT
• PCCM: FULL POWER; DRM or ADRM: FULL POWER
• Sr DCM: full power up to RS 2 CRORE PER CASE; DCM: full power up to RS 1 CRORE per case
• (B) PEST CONTROL contracts at stations: PCCM FULL POWER; Sr DCM up to Rs 2 crore per case; DCM up to Rs 1 crore per case
• The same block covers mechanized cleaning at A-1, A and B category stations, and a one-time cleaning contract

So waste management is part of the upkeep contract, and you should not leave it to a separate one.यह मद स्वच्छता से जुड़े विषयों के लिए राजस्व से देय प्राक्कलन स्वीकृत करती है, और विज्ञापित निविदा बुलाती है। यह ए-1, ए, बी, डी और ई श्रेणी के स्टेशनों तथा अन्य वाणिज्यिक परिसरों पर लगती है, जहाँ स्वच्छता वाणिज्य विभाग के अधीन हो। इसके साथ पूर्व वित्त सहमति और निधि की विशेष उपलब्धता लगती है।

• (A) शौचालयों, विश्राम कक्षों, अमानती घरों और यात्री प्रतीक्षालयों का अनुरक्षण और रखरखाव
• इसमें माल गोदाम, पार्सल हैंडलिंग क्षेत्र, परिसंचरण क्षेत्र और अपशिष्ट प्रबंधन आते हैं
• पीसीसीएम: पूर्ण शक्ति; मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्ति
• वरिष्ठ डीसीएम: प्रति मामला 2 करोड़ रुपये तक पूर्ण शक्ति; डीसीएम: प्रति मामला 1 करोड़ रुपये तक पूर्ण शक्ति
• (B) स्टेशनों पर कीट नियंत्रण के संविदा: पीसीसीएम पूर्ण शक्ति; वरिष्ठ डीसीएम प्रति मामला 2 करोड़ रुपये तक; डीसीएम प्रति मामला 1 करोड़ रुपये तक
• उसी खंड में ए-1, ए और बी श्रेणी के स्टेशनों की यंत्रीकृत सफाई, और एक बार की सफाई का संविदा आते हैं

अर्थात् अपशिष्ट प्रबंधन रखरखाव के संविदा का भाग है, और उसे अलग संविदा पर आप मत छोड़िए।

Item 43 — WHO RUNS THE CLEANING CONTRACTमद 43 — सफाई का संविदा कौन चलाता है

The notes under item 43 say who exercises the power, and under what document.

• The power is exercised by an ENVIRONMENT AND HOUSEKEEPING MANAGEMENT officer
• It may instead be exercised by an officer the DRM nominates for the purpose
• Its exercise is governed by the powers the SOP on Works Matters gives
• That is subject to the availability of funds under the proper head of allocation
• WASTE MANAGEMENT forms an integral part of the cleanliness contracts
• At a WAY SIDE STATION, supervision over the sanitation work rests with the STATION MASTER
• That holds irrespective of who the contracting authority is
• All cleaning contracts are dealt with as per the STANDARD BID DOCUMENT for housekeeping of stations and trains
• The GCC for services of 2018 applies with it

So the station master supervises whoever holds the contract, and you should say so for a way side station.मद 43 के नोट बताते हैं कि शक्ति कौन प्रयोग करता है, और किस दस्तावेज के अधीन।

• यह शक्ति पर्यावरण एवं गृह प्रबंधन के अधिकारी प्रयोग करते हैं
• इसके बदले उसे मंडल रेल प्रबंधक द्वारा इस काम के लिए नामित अधिकारी भी प्रयोग कर सकते हैं
• इसका प्रयोग कार्य मामलों के एसओपी की शक्तियों से चलता है
• यह उचित आवंटन शीर्ष के अधीन निधि की उपलब्धता के अधीन है
• अपशिष्ट प्रबंधन स्वच्छता संविदाओं का अभिन्न भाग है
• रास्ते के स्टेशन पर स्वच्छता कार्य का पर्यवेक्षण स्टेशन मास्टर के पास रहता है
• यह चाहे संविदा देने वाला प्राधिकारी कोई भी हो, बना रहता है
• सब सफाई संविदा स्टेशनों और गाड़ियों की गृह-व्यवस्था के मानक बोली दस्तावेज के अनुसार निपटाए जाते हैं
• उसके साथ 2018 का सेवाओं का जीसीसी लगता है

अर्थात् संविदा किसी का हो, पर्यवेक्षण स्टेशन मास्टर करते हैं, और रास्ते के स्टेशन में यह आप कहिए।
