Item 28 — AN OUT-AGENCY AND A CITY BOOKING OFFICEमद 28 — बाह्य अभिकरण और नगर बुकिंग कार्यालय

Part (A) opens out-agencies, and fixes the rates for conveyance from them and to them.

• PHOD: FULL POWER; DRM or ADRM: FULL POWER
• Tenders must be invited with the PRESCRIBED STANDARD CONDITIONS before an out agency is opened
• The PHOD or HOD may extend such a contract after the contract period expires
• That extension is at the SAME RATE and under the SAME CONDITIONS, subject to finance concurrence
• The DRM or ADRM has the same power of extension, with the concurrence of associate finance

• PART (B) — CITY AND TOWN BOOKING OFFICES
  • It opens city or town booking offices, introduces other ancillary services, and fixes the rates for conveyance over the ROAD PORTION
  • PHOD: FULL POWER; DRM or ADRM: FULL POWER
  • The authority is PARA 2603, PARA 2631 and PARA 2632 of the IRCM Volume II
  So an extension keeps the old rate and the old conditions, and you should say both when you grant one.

भाग (A) बाह्य अभिकरण खोलता है, और उनसे तथा उन तक ढुलाई की दरें तय करता है।

• पीएचओडी: पूर्ण शक्ति; मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्ति
• बाह्य अभिकरण खोलने से पहले निर्धारित मानक शर्तों के साथ निविदा बुलानी होती है
• संविदा की अवधि बीतने पर पीएचओडी या एचओडी उसे बढ़ा सकते हैं
• वह विस्तार उसी दर और उन्हीं शर्तों पर होता है, वित्त सहमति के अधीन
• मंडल रेल प्रबंधक या एडीआरएम को वही विस्तार शक्ति है, सहयोगी वित्त की सहमति के साथ

• भाग (B) — नगर और शहर के बुकिंग कार्यालय
  • यह नगर या शहर के बुकिंग कार्यालय खोलता है, अन्य सहायक सेवाएँ शुरू करता है, और सड़क वाले भाग की ढुलाई दरें तय करता है
  • पीएचओडी: पूर्ण शक्ति; मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्ति
  • प्राधिकार आईआरसीएम खंड II का पैरा 2603, पैरा 2631 और पैरा 2632 है
  अर्थात् विस्तार पुरानी दर और पुरानी शर्तें बनाए रखता है, और देते समय दोनों आप कहिए।

Items 29 and 30 — VARYING A RATE, AND AN INDEMNITY NOTEमद 29 और 30 — दर बदलना, और क्षतिपूर्ति बंधपत्र

Item 29 varies rates and fares, in three parts.

• (A) LEASING of other coaching vehicles, SLR space included: FULL POWER
• (B) GOODS; (C) PASSENGER: FULL POWER
• Finance concurrence is necessary
• The powers are subject to the LIMITATIONS the Railway Board imposes from time to time
• No change in rates, fares or other charges may be effected by the PCCM except in consultation with the FA&CAO
• That holds even within the limit the Board has prescribed

• ITEM 30 — DELIVERY ON AN INDEMNITY NOTE
  • It delivers goods or parcels on indemnity notes, self-consignments included
  • The first column: FULL POWER; Sr DCM or DCM in independent charge: FULL POWER
  • Sr Scale: up to RS 10 LAKH
  • Finance concurrence is NOT necessary
  • Parcel and Goods Supervisors, who are non-gazetted, may exercise this power up to RS 1 LAKH each
  So even a full power over rates is read with the FA&CAO, and you should consult before you change a fare.

मद 29 दरें और किराए बदलती है, तीन भागों में।

• (A) अन्य कोचिंग यानों का पट्टा, एसएलआर स्थान सहित: पूर्ण शक्ति
• (B) माल; (C) यात्री: पूर्ण शक्ति
• वित्त सहमति आवश्यक है

• दरों, किरायों या अन्य प्रभारों में कोई बदलाव पीसीसीएम एफए एंड सीएओ के परामर्श बिना नहीं कर सकते
• यह बोर्ड की तय सीमा के भीतर भी लागू रहता है

• मद 30 — क्षतिपूर्ति बंधपत्र पर सुपुर्दगी
  • यह क्षतिपूर्ति बंधपत्र पर माल या पार्सल की सुपुर्दगी करती है, स्व-परेषण सहित
  • पहला स्तंभ: पूर्ण शक्ति; वरिष्ठ डीसीएम या स्वतंत्र प्रभार वाले डीसीएम: पूर्ण शक्ति
  • वरिष्ठ श्रेणी: 10 लाख रुपये तक
  • वित्त सहमति आवश्यक नहीं
  • अराजपत्रित पार्सल और माल पर्यवेक्षक यह शक्ति हर एक 1 लाख रुपये तक प्रयोग कर सकते हैं
  अर्थात् दरों पर पूर्ण शक्ति भी एफए एंड सीएओ के साथ पढ़ी जाती है, और किराया बदलने से पहले परामर्श आप कीजिए।
