- ITEM 60 — THE EARNINGS OF A DEPARTMENTAL ESTABLISHMENT
- The PHOD may authorise the utilisation of those earnings
- They defray the day to day expenses connected with running such an establishment
- Those expenses are the purchase of perishable items, vegetables, fish, meat and eggs
- DRM: FULL POWER
- Finance concurrence is not required

Items 61 to 64 — A SPONSOR, CSR AND A NEW PRSमद 61 से 64 — प्रायोजक, सीएसआर और नया पीआरएस
Item 61 permits the execution of works for passenger amenities at railway stations, sponsored from outside.
- The sponsors are individuals, NGOs, trusts, charitable institutions and corporates
- DRM: FULL POWER; finance concurrence IS required
- ITEM 62 — WORK THROUGH CORPORATE SOCIAL RESPONSIBILITY
- It executes identified railway works through the CSR of corporates and public sector undertakings
- What is approved is the MASTER PLAN, and the DRM has FULL POWER
- Sponsoring agencies may include NGOs
- A DEPOSIT WORK is permitted from CSR funding where the party is unwilling to execute the work itself
- Investment by the sponsoring agency carries NO LIMIT, the DRM having full power
- The earlier limit for the DRM was Rs 2 crore
- ITEMS 63 AND 64
- Item 63 rents space for opening a PRS at a NON-RAIL HEAD location: DRM FULL POWER
- Item 64 provides a new UTS or PRS, that is it converts a UTS or PRS into a UTS-CUM-PRS: DRM FULL POWER
- In both, finance concurrence is necessary

The annexure sets the committee and the accepting authority for earning contracts, other than catering and parcel contracts.
- Up to RS 50 LAKH: a JUNIOR SCALE committee, and the DCM accepts
- Above Rs 50 lakh up to Rs 5 crore: a SENIOR SCALE committee, and the Sr DCM accepts
- Above Rs 5 crore up to Rs 10 crore: a JAG committee, and the ADRM accepts
- Above Rs 10 crore up to Rs 100 crore: a JAG committee again, and the DRM accepts
- Above RS 100 CRORE: a SAG committee, and the PCCM or CCM accepts
- In the absence of the PCCM or CHOD, the AGM accepts
- A Junior Scale committee is a TWO MEMBER committee of Accounts and Commercial officers, unless the rules prescribe otherwise
- Every other committee is a THREE MEMBER committee of Accounts, Commercial, and one member the competent authority nominates

The second annexure covers parcel leasing tenders, that is the CPLP and the PCET.
- Up to RS 2.5 CRORE: a Junior Scale committee, and the DCM accepts
- Above Rs 2.5 crore up to Rs 5 crore: a Senior Scale committee, and the Sr DCM accepts
- Above Rs 5 crore up to RS 50 CRORE: a JAG committee, and the ADRM accepts
- Above Rs 50 crore up to Rs 100 crore: a JAG committee, and the DRM accepts
- Above Rs 100 crore: a SAG committee, and the PCCM or CCM accepts, or the AGM in their absence
- The bands here start higher than in Annexure A, because a parcel lease is a larger contract
