Item 3.1(i) and (ii) — THE SENIOR SCALE AND JAG COMMITTEESमद 3.1(i) और (ii) — वरिष्ठ श्रेणी और जेएजी की समितियाँ

Item 3.1 sets the tender committee and the accepting authority for railways, production units and other field units. TRACK ITEMS here are the items PARA 0702 of the Stores Code defines.

(i) A SR SCALE TC sits above RS 50 LAKH and up to RS 1 CRORE
It is a TWO MEMBER committee: the SMM or DMM as convenor, and a Sr Scale officer of Accounts
That accounts member is the Sr AFA for headquarters, the DFM for divisions, and the WAO for workshops
Its accepting authority is the respective Dy CMM for headquarters and workshops, and the Sr DMM for divisions and sheds
(ii) A JAG TC sits above Rs 1 crore and up to RS 10 CRORE
Its convener is the Dy CMM or Sr DMM
With him sit a JAG or SG officer from the indenting department, and one of Accounts
Where no JAG is available an SS officer may be nominated
Its accepting authority is the CMM for headquarters, the CWM for workshops, and the ADRM for divisions

So the committee is named by its own grade, and you should read the value band before the names.मद 3.1 रेलों, उत्पादन इकाइयों और अन्य क्षेत्रीय इकाइयों के लिए निविदा समिति और स्वीकार प्राधिकारी तय करती है। यहाँ ट्रैक मदें वे हैं जिन्हें भंडार संहिता का पैरा 0702 परिभाषित करता है।

उसके संयोजक डिप्टी सीएमएम या वरिष्ठ डीएमएम होते हैं
उनके साथ मांगपत्र विभाग के एक जेएजी या एसजी अधिकारी, और लेखा के एक अधिकारी बैठते हैं
जहाँ कोई जेएजी उपलब्ध न हो, वहाँ एसएस अधिकारी नामित किए जा सकते हैं
उसका स्वीकार प्राधिकारी मुख्यालय में सीएमएम, कारखानों में सीडब्ल्यूएम, और मंडलों में एडीआरएम है

अर्थात् समिति का नाम उसी के ग्रेड से है, और नामों से पहले मूल्य का खंड आप पढ़िए।

Item 3.1(iii) to (v) — THE SAG AND PHOD COMMITTEESमद 3.1(iii) से (v) — एसएजी और पीएचओडी की समितियाँ

The ladder goes on above Rs 10 crore, and the accepting authority rises with it.

(iii) A SAG TC sits above RS 10 CRORE and up to RS 200 CRORE
It is the CMM as convener, a SAG officer of the indenting department, and a SAG officer of Accounts
Its accepting authority is the PCMM
(iv) A PHOD or CHOD TC sits above Rs 200 crore and up to RS 500 CRORE
It is the PCMM as convener, the PHOD or CHOD of the indenting department, and the PHOD or CHOD of Accounts
Its accepting authority is the AGM, and where there is no AGM the GM accepts
(v) Above RS 500 CRORE the same PHOD or CHOD committee sits, and the GM is the accepting authority

So one committee serves the two highest bands, and you should tell them apart by who accepts.सीढ़ी 10 करोड़ रुपये से ऊपर चलती रहती है, और उसके साथ स्वीकार प्राधिकारी भी चढ़ता है।

(iii) एसएजी की निविदा समिति 10 करोड़ रुपये से ऊपर और 200 करोड़ रुपये तक बैठती है
इसमें संयोजक के रूप में सीएमएम, मांगपत्र विभाग के एसएजी अधिकारी, और लेखा के एसएजी अधिकारी होते हैं
उसका स्वीकार प्राधिकारी पीसीएमएम है
(iv) पीएचओडी या सीएचओडी की समिति 200 करोड़ रुपये से ऊपर और 500 करोड़ रुपये तक बैठती है
इसमें संयोजक के रूप में पीसीएमएम, मांगपत्र विभाग के पीएचओडी या सीएचओडी, और लेखा के पीएचओडी या सीएचओडी होते हैं
उसका स्वीकार प्राधिकारी अपर महाप्रबंधक है, और जहाँ अपर महाप्रबंधक न हों वहाँ महाप्रबंधक स्वीकार करते हैं
(v) 500 करोड़ रुपये से ऊपर वही पीएचओडी या सीएचओडी समिति बैठती है, और स्वीकार प्राधिकारी महाप्रबंधक हैं

अर्थात् ऊपर के दो खंडों में एक ही समिति है, और उन्हें स्वीकार करने वाले से आप अलग पहचानिए।

Item 3.1 — WHEN A MEMBER IS NOT AVAILABLEमद 3.1 — जब कोई सदस्य उपलब्ध न हो

The notes under item 3.1 fill the gaps that the composition leaves.

Where a department has only ONE SAG officer, a JAG level officer of that department is a member instead
Those departments are Stores, Finance and the user department
That relief runs up to RS 120 CRORE
Whenever the DMM is not available, the Sr DMM acts as convenor
The accepting authority is then the ADRM concerned
Depot and divisional officers have tender committee powers only for NON-STOCK items

So a missing officer is replaced and not waited for, and you should know the ceiling on that replacement.मद 3.1 के नोट वे रिक्तियाँ भरते हैं जो समिति की रचना छोड़ जाती है।

डिपो और मंडलीय अधिकारियों को निविदा समिति की शक्तियाँ केवल गैर-स्टॉक मदों में हैं

अर्थात् अनुपस्थित अधिकारी की जगह भरी जाती है, प्रतीक्षा नहीं होती, और उस जगह की सीमा आप जानिए।

Item 3.1 — A TENDER COMMITTEE FOR TRACK ITEMSमद 3.1 — ट्रैक मदों की निविदा समिति

For track items the committee changes hands, and the schedule marks it with an asterisk.

Officers of the SAME LEVEL from the CIVIL ENGINEERING department act as convener of the tender committee
Officers of the Stores department of the same level as the convener are the THIRD MEMBER
A Sr Scale TC for track items is a THREE MEMBER committee
It is an SS officer from Civil Engineering as convenor, an SS officer from Accounts, and an SS officer from Stores
Officers of the same level from the Civil Engineering department are the ACCEPTING AUTHORITY
That is why the schedule prints Dy CE, CE and PCE in place of the stores convener at the higher levels

So a track item turns the stores officer into a member, and you should hand the chair to Civil Engineering.ट्रैक मदों में समिति दूसरे हाथ में जाती है, और अनुसूची उसे तारांकन से चिह्नित करती है।

सिविल इंजीनियरी विभाग के उसी स्तर के अधिकारी स्वीकार प्राधिकारी होते हैं
इसीलिए ऊपर के स्तरों पर अनुसूची भंडार के संयोजक की जगह डिप्टी सीई, सीई और पीसीई छापती है

अर्थात् ट्रैक मद भंडार अधिकारी को सदस्य बना देती है, और कुर्सी सिविल इंजीनियरी को आप दीजिए।
