Items 13 and 14 — OFFICE BICYCLES AND ELECTRIC ENERGYमद 13 और 14 — कार्यालय साइकिल और विद्युत ऊर्जा

Item 13 covers office bicycles in three parts: (A) repairs and maintenance, (B) condemnation, and (C) procurement on replacement and additional account.

• PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; Chairman/RRB: FULL POWERS
• Divisional and headquarters officers: FULL POWERS
• For (A) and (B) finance concurrence is NOT necessary, and the useful life of a bicycle is 5 YEARS
• For (C) finance concurrence IS necessary, and procurement goes through STORES only
• The authority is PARA 236 of the Financial Code Volume I

• ITEM 14 — SUPPLY OF ELECTRIC ENERGY
  • It makes payments and executes agreements for the supply of electric energy from supply authorities
  • PCEE, or the HODs of the electrical department including the construction organisation: FULL POWERS
  • DRM, ADRM or CWM: FULL POWERS
  • Sr DEE, Dy CEE or DEE(IC), the construction organisation included: FULL POWERS
  • Finance concurrence is necessary
  • The later columns are exercised only after PCEE or CEE/Con has accepted the TARIFF and the DRAFT AGREEMENT, in HT 11 kV cases only
  • Supply authorities include the State Electricity Boards and licensed bodies through them
  • Advances applicable to supply authorities are covered within these powers
  So a bicycle lives five years, and you should send its replacement through Stores.

मद 13 कार्यालय साइकिलों को तीन भागों में लेती है: (A) मरम्मत और अनुरक्षण, (B) निंदन, और (C) बदलने तथा अतिरिक्त खाते पर खरीद।

• पीएचओडी/एचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ; अध्यक्ष/आरआरबी: पूर्ण शक्तियाँ
• मंडल और मुख्यालय अधिकारी: पूर्ण शक्तियाँ
• (A) और (B) में वित्त सहमति आवश्यक नहीं, और साइकिल की उपयोगी आयु 5 वर्ष है
• (C) में वित्त सहमति आवश्यक है, और खरीद केवल भंडार से होती है
• प्राधिकार वित्त संहिता खंड I का पैरा 236 है

• मद 14 — विद्युत ऊर्जा की आपूर्ति
  • यह आपूर्ति प्राधिकारियों से विद्युत ऊर्जा की आपूर्ति का भुगतान और करार करती है
  • पीसीईई, या निर्माण संगठन सहित विद्युत विभाग के एचओडी: पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम: पूर्ण शक्तियाँ
  • वरिष्ठ डीईई, उप सीईई या डीईई(प्रभारी), निर्माण संगठन भी: पूर्ण शक्तियाँ
  • वित्त सहमति आवश्यक है
  • बाद के स्तंभ तभी चलते हैं जब पीसीईई या सीईई/निर्माण ने टैरिफ और प्रारूप करार स्वीकार कर लिया हो, केवल एचटी 11 केवी मामलों में
  • आपूर्ति प्राधिकारियों में राज्य विद्युत बोर्ड और उनके माध्यम से अनुज्ञप्त निकाय आते हैं
  • आपूर्ति प्राधिकारियों पर लागू अग्रिम भी इन्हीं शक्तियों में आते हैं
  अर्थात् साइकिल पाँच वर्ष चलती है, और उसका प्रतिस्थापन आप भंडार से भेजिए।

Item 15 — CONDEMNATION AND DISPOSALमद 15 — निंदन और निपटान

Part (A) condemns and disposes of petty articles, T&P and instruments other than office equipment.

• PHOD/HOD: FULL POWERS; DRM, ADRM or CWM (SAG): FULL POWERS
• JAG: up to Rs 10,000 per item of SCRAP VALUE; SS: up to Rs 5,000 per item of scrap value
• JS or assistant officers: up to Rs 2,500 per item of scrap value
• A Senior Supervisor in independent charge: Rs 2,500 PER LOT
• (B) For OFFICE EQUIPMENT: PHOD FULL POWERS; the DRM's column FULL POWERS; JAG FULL POWERS

• PART (C) — CONDEMNATION OF M&P
  • It covers M&P including vehicles and ambulances
  • PHOD: FULL POWERS; HODs: FULL POWERS for departmental assets
  • DRM, ADRM or CWM (in SAG): FULL POWERS for M&P that has achieved MORE THAN 75% of its life, without finance concurrence
  • JAG officers: FULL POWERS for overaged machinery
  • Senior Scale: up to Rs 2,00,000, that being the initial cost of the overaged M&P
  • Finance concurrence IS necessary where the M&P has NOT achieved more than 75% of its life
  • Full power to condemn underaged M&P goes with Workshop Finance's concurrence and the CWE's or the HOD's approval
  • The standing committee for condemnation is as per ANNEXURE A, and for vehicles the Board's extant instructions take precedence
  So 75% of life is the hinge in part (C), and you should ask finance below it.

भाग (A) कार्यालय उपकरण से भिन्न छोटी वस्तुओं, टीएंडपी और यंत्रों का निंदन तथा निपटान करता है।

• पीएचओडी/एचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम (एसएजी): पूर्ण शक्तियाँ
• जेएजी: प्रति मद 10,000 रुपये तक रद्दी मूल्य; एसएस: प्रति मद 5,000 रुपये तक रद्दी मूल्य
• जेएस या सहायक अधिकारी: प्रति मद 2,500 रुपये तक रद्दी मूल्य
• स्वतंत्र प्रभार वाला वरिष्ठ पर्यवेक्षक: प्रति लॉट 2,500 रुपये
• (B) कार्यालय उपकरण के लिए: पीएचओडी पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ पूर्ण शक्तियाँ; जेएजी पूर्ण शक्तियाँ

• भाग (C) — एम एंड पी का निंदन
  • इसमें वाहन और एंबुलेंस सहित एम एंड पी आते हैं
  • पीएचओडी: पूर्ण शक्तियाँ; एचओडी: विभागीय संपत्तियों के लिए पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक, एडीआरएम या एसएजी के सीडब्ल्यूएम: जिस एम एंड पी की 75% से अधिक आयु बीत चुकी हो, उसमें बिना वित्त सहमति पूर्ण शक्तियाँ
  • जेएजी अधिकारी: पुरानी मशीनरी के लिए पूर्ण शक्तियाँ
  • वरिष्ठ स्केल: 2,00,000 रुपये तक, जो पुरानी एम एंड पी की आरंभिक लागत है
  • जिस एम एंड पी की 75% से अधिक आयु न बीती हो, उसमें वित्त सहमति आवश्यक है
  • कम आयु की एम एंड पी के निंदन की पूर्ण शक्ति कारखाना वित्त की सहमति और सीडब्ल्यूई या एचओडी के अनुमोदन से चलती है
  • निंदन की स्थायी समिति अनुलग्नक A के अनुसार है, और वाहनों में बोर्ड के प्रचलित अनुदेश पहले लगते हैं
  अर्थात् भाग (C) की कीली आयु का 75% है, और उससे नीचे वित्त से आप पूछिए।

Item 15 — THE NOTES ON DISPOSALमद 15 — निपटान के नोट

The notes under item 15 decide what may be destroyed, and who may dispose of it.

• The PHOD or DRM may find that sending the material to the nearest stores depot would cost more than the sale would fetch
• The cost of PROCESSING FOR SALE may likewise exceed what the sale is likely to realise
• In either case the material may be destroyed or disposed of LOCALLY, through tender or auction sale
• That is done in the presence of the ACCOUNTS REPRESENTATIVE, following the prescribed norms and procedure
• The sanctioning authority records a CERTIFICATE to that effect
• The powers to DESTROY are only for items which, in the sanctioning authority's opinion, are of TRIVIAL VALUE and UNSALEABLE
• No article condemned by one officer should be disposed of by the SAME officer
• The exception is the articles coming under PARA 2314 of the Stores Code
• The list of items a Senior Supervisor may dispose of is in the Board's letter of 05.01.2018
• For exercising this power the maintenance of the T&P REGISTER is a must
• Finance concurrence is not necessary for part (A)

So one officer condemns and another disposes, and you should keep the T&P register to do either.मद 15 के नोट तय करते हैं कि क्या नष्ट किया जा सकता है, और उसे कौन निपटा सकता है।

• पीएचओडी या मंडल रेल प्रबंधक पा सकते हैं कि सामग्री निकटतम भंडार डिपो भेजने का खर्च बिक्री से मिलने वाली राशि से अधिक होगा
• बिक्री के लिए कार्रवाई का खर्च भी अनुमानित प्राप्ति से अधिक हो सकता है
• दोनों स्थितियों में सामग्री स्थानीय स्तर पर, निविदा या नीलामी से, नष्ट या निपटाई जा सकती है
• यह लेखा के प्रतिनिधि की उपस्थिति में, निर्धारित मानकों और प्रक्रिया के अनुसार होता है
• स्वीकृति प्राधिकारी इस आशय का प्रमाणपत्र दर्ज करता है
• नष्ट करने की शक्तियाँ केवल उन मदों के लिए हैं जो, स्वीकृति प्राधिकारी की राय में, नगण्य मूल्य की और अविक्रेय हों
• एक अधिकारी द्वारा निंदित वस्तु उसी अधिकारी द्वारा नहीं निपटाई जानी चाहिए
• अपवाद भंडार संहिता के पैरा 2314 में आने वाली वस्तुएँ हैं
• वरिष्ठ पर्यवेक्षक किन मदों का निपटान कर सकते हैं, यह सूची बोर्ड के 05.01.2018 के पत्र में है
• इस शक्ति के प्रयोग के लिए टीएंडपी रजिस्टर रखना अनिवार्य है
• भाग (A) में वित्त सहमति आवश्यक नहीं है

अर्थात् निंदन एक अधिकारी करता है और निपटान दूसरा, और दोनों के लिए टीएंडपी रजिस्टर आप रखिए।

Item 16(A) — REPAIR OF MOTOR VEHICLES AND TROLLEYSमद 16(A) — मोटर वाहन और ट्रॉली की मरम्मत

Part (A) repairs motor trolleys and motor vehicles by authorised or local firms of repute. The repair includes servicing, lubrication and oil changes.

• PHOD, CHOD or HOD: FULL POWERS up to RS 1,00,000 PER OCCASION
• DRM, ADRM, CWM or SAG: up to Rs 1,00,000 per occasion
• JAG or SG: up to Rs 40,000 per occasion
• Senior Scale or Junior Scale in independent charge: up to Rs 10,000 per occasion

• THE NOTES
  • Finance concurrence is required if the expenditure exceeds RS 40,000 on each occasion
  • A SINGLE quotation suffices from the OEM or an authorised dealer, and THREE quotations from others
  • The annual ceiling for such repairs per vehicle is RS 1 LAKH for an LMV
  • It is RS 1.5 LAKH for a heavy vehicle
  • The powers include the cost of SPARES replaced by the firm entrusted with the repairs
  • All concerned critically examine and pre-audit past repairs
  • That is to guard against a tendency towards repetitive repairs of a similar nature
  So the per occasion figure is not the whole story, and you should carry the yearly ceiling per vehicle.

भाग (A) मोटर ट्रॉली और मोटर वाहनों की मरम्मत अधिकृत या प्रतिष्ठित स्थानीय फर्मों से कराता है। मरम्मत में सर्विसिंग, स्नेहन और तेल बदलना भी आता है।

• पीएचओडी, सीएचओडी या एचओडी: प्रति अवसर 1,00,000 रुपये तक पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: प्रति अवसर 1,00,000 रुपये तक
• जेएजी या एसजी: प्रति अवसर 40,000 रुपये तक
• स्वतंत्र प्रभार वाला वरिष्ठ या कनिष्ठ स्केल: प्रति अवसर 10,000 रुपये तक

• नोट
  • हर अवसर पर व्यय 40,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
  • ओईएम या अधिकृत विक्रेता से एक कोटेशन पर्याप्त है, और अन्य से तीन कोटेशन
  • ऐसी मरम्मत की प्रति वाहन वार्षिक सीमा हल्के वाहन में 1 लाख रुपये है
  • भारी वाहन में यह 1.5 लाख रुपये है
  • इन शक्तियों में मरम्मत करने वाली फर्म द्वारा बदले गए कलपुरजों की लागत भी आती है
  • सभी संबंधित पिछली मरम्मतों की कड़ी जाँच और पूर्व-लेखापरीक्षा करते हैं
  • यह इसलिए कि एक ही तरह की मरम्मत बार-बार होने की प्रवृत्ति रुके
  अर्थात् प्रति अवसर का आँकड़ा पूरी बात नहीं है, और प्रति वाहन वार्षिक सीमा आप साथ रखिए।

Item 16(B) — REPAIR OF TOOLS, PLANT AND OFFICE EQUIPMENTमद 16(B) — औजार, संयंत्र और कार्यालय उपकरण की मरम्मत

Part (B) covers repairs, diagnostics, refurbishing, rehabilitation and calibration of tools and plants and office equipment. For M&P items, PARA 38 of Works Matters applies instead.

• PHOD: up to RS 2,00,000 per machine FOR DIAGNOSIS
• PHOD: FULL POWERS on single quotation or tender basis with the OEM or his authorised dealer
• DRM, ADRM, CWM or SAG: up to Rs 1,00,000 per machine for diagnosis
• The same: FULL POWERS on single quotation or tender basis with the OEM or his authorised dealer
• DGM(G): FULL POWERS up to Rs 1 lakh per occasion; CPRO: up to Rs 50,000 per case
• SG or JAG: up to Rs 25,000 per occasion, with an annual ceiling of Rs 5 lakh
• The Principal of a ZTC, STC or other training school: up to Rs 10,000 per occasion, annual ceiling Rs 50,000

• THE NOTES
  • Finance concurrence is necessary if the expenditure exceeds RS 25,000 per occasion
  • The description covers SURVEY EQUIPMENT and WEIGHING MACHINES as well
  • Procurement of spares incidental to the repairs is included
  • The powers include payment of inspection, diagnosis or supervision charges the firm imposes
  • TENDERS are invited for repairs costing more than RS 5 LAKH each
  • The rate reasonableness is then decided by a duly constituted tender committee
  • That committee is at the level specified in Annexures A and B for works matters
  So diagnosis has its own figure, and you should read it before the repair's.

भाग (B) औजारों, संयंत्रों और कार्यालय उपकरणों की मरम्मत, जाँच, नवीकरण, पुनर्वास और अंशांकन को शामिल करता है। एम एंड पी मदों पर इसके स्थान पर कार्य मामलों का पैरा 38 लगता है।

• पीएचओडी: जाँच के लिए प्रति मशीन 2,00,000 रुपये तक
• पीएचओडी: ओईएम या उसके अधिकृत विक्रेता से एक कोटेशन या निविदा के आधार पर पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: जाँच के लिए प्रति मशीन 1,00,000 रुपये तक
• वही: ओईएम या उसके अधिकृत विक्रेता से एक कोटेशन या निविदा के आधार पर पूर्ण शक्तियाँ
• डीजीएम(सामान्य): प्रति अवसर 1 लाख रुपये तक पूर्ण शक्तियाँ; सीपीआरओ: प्रति मामला 50,000 रुपये तक
• एसजी या जेएजी: प्रति अवसर 25,000 रुपये तक, 5 लाख रुपये की वार्षिक सीमा के साथ
• जेडटीसी, एसटीसी या अन्य प्रशिक्षण विद्यालय के प्राचार्य: प्रति अवसर 10,000 रुपये तक, वार्षिक सीमा 50,000 रुपये

• नोट
  • प्रति अवसर व्यय 25,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
  • इस विवरण में सर्वेक्षण उपकरण और तौल मशीनें भी आती हैं
  • मरम्मत से जुड़े कलपुरजों की खरीद भी इसमें है
  • इन शक्तियों में फर्म द्वारा लगाए निरीक्षण, जाँच या पर्यवेक्षण प्रभारों का भुगतान भी आता है
  • हर एक 5 लाख रुपये से अधिक लागत की मरम्मत में निविदा बुलाई जाती है
  • तब दर की उचितता विधिवत गठित निविदा समिति तय करती है
  • वह समिति कार्य मामलों के अनुलग्नक A और B में बताए स्तर की होती है
  अर्थात् जाँच का अपना आँकड़ा है, और उसे मरम्मत के आँकड़े से पहले आप पढ़िए।
