Item 13(a) and (b) — CONTRACTS FOR REFUSE AND HOSPITAL WASTEमद 13(a) और (b) — कचरे और अस्पताल अपशिष्ट की संविदाएँ

Part (a) fixes up contracts for the transport of refuse and rubbish from railway premises. It includes desilting of drains and septic tanks, and similar other works.

• SAG, SG, JAG and Senior Scale at headquarters: FULL POWERS
• CMS or CMO: FULL POWERS; SG or JA Grade: FULL POWERS
• Senior Scale in independent charge: FULL POWERS

• PART (b) — DISPOSAL OF HOSPITAL WASTE
  • PCMD: FULL POWERS; MD (Zonal Hospital): FULL POWERS
  • CMS or CMO: FULL POWERS; SG or JA Grade: FULL POWERS; Senior Scale: NIL
• THE NOTES
  • Finance concurrence IS necessary
  • The tender procedure and the powers given in the SOP on WORKS MATTERS are followed
  • In extreme cases of breakdown of conservancy services or hospital waste, a contract may be fixed WITHOUT calling tenders
  • That contract runs for THREE MONTHS, with no further extension
  • The authority is the OSD/Medical note of 05.02.98
  So a breakdown buys three months and no more, and you should say the words without further extension.

भाग (a) रेल परिसर से कूड़ा और कचरा ढोने की संविदाएँ तय करता है। इसमें नालियों और सेप्टिक टैंकों की गाद निकालना, तथा वैसे ही अन्य कार्य आते हैं।

• भाग (b) — अस्पताल अपशिष्ट का निपटान
  • पीसीएमडी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): पूर्ण शक्तियाँ
  • सीएमएस या सीएमओ: पूर्ण शक्तियाँ; एसजी या जेए ग्रेड: पूर्ण शक्तियाँ; वरिष्ठ स्केल: शून्य
• नोट
  • वित्त सहमति आवश्यक है
  • निविदा प्रक्रिया और कार्य मामलों की एसओपी की शक्तियाँ मानी जाती हैं
  • सफाई सेवाओं या अस्पताल अपशिष्ट की व्यवस्था बिगड़ने की चरम स्थिति में संविदा बिना निविदा बुलाए तय हो सकती है
  • वह संविदा तीन माह चलती है, और आगे नहीं बढ़ती
  • प्राधिकार ओएसडी/चिकित्सा का 05.02.98 का नोट है
  अर्थात् व्यवस्था बिगड़ने पर तीन माह मिलते हैं, उससे अधिक नहीं — यही आप कहिए।

Item 13(c) — ADVERTISED TENDER FOR SANITATIONमद 13(c) — स्वच्छता के लिए विज्ञापित निविदा

Part (c) invites an advertised tender for matters necessary or incidental to sanitation. It covers railway colonies, hospitals and health units where sanitation is under the Medical department and full or part time Health Inspectors are posted.

• It is exercised with PRIOR finance concurrence and the specific availability of funds
• PCMD: FULL POWERS; MD (Zonal Hospital): FULL POWERS up to Rs 40 lakh per case
• DRM, ADRM or CWM: FULL POWERS up to RS 3 CRORE per case
• CMS or CMO: FULL POWERS up to Rs 40 lakh per case; SG or JA Grade: NIL

• THE FOUR THINGS IT BUYS
  • Pest control contracts
  • Specialised contracts involving large components of mechanised cleaning
  • Contracting the one time cleaning of any area
  • Invitation and acceptance of a SPECIAL LIMITED TENDER for disposal of the bio-medical waste of a railway hospital
  • That disposal goes to agencies authorised by the State Pollution Control Board or the State Government
  • The authority is the Board's sanitation policy letter of 15.11.2002 and PARA 910 of the IRMM 2000
  So this item is for colonies and hospitals, and you should note it is NOT for a station.

भाग (c) स्वच्छता के लिए आवश्यक या उससे जुड़े मामलों की विज्ञापित निविदा बुलाता है। इसमें वे रेल कॉलोनियाँ, अस्पताल और स्वास्थ्य इकाइयाँ आती हैं जहाँ स्वच्छता चिकित्सा विभाग के पास है और पूर्णकालिक या अंशकालिक स्वास्थ्य निरीक्षक तैनात हैं।

• यह पूर्व वित्त सहमति और निधि की विशेष उपलब्धता के साथ चलता है
• पीसीएमडी: पूर्ण शक्तियाँ; एमडी (जोनल अस्पताल): प्रति मामला 40 लाख रुपये तक पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम: प्रति मामला 3 करोड़ रुपये तक पूर्ण शक्तियाँ
• सीएमएस या सीएमओ: प्रति मामला 40 लाख रुपये तक पूर्ण शक्तियाँ; एसजी या जेए ग्रेड: शून्य

• यह चार चीजें खरीदता है
  • कीट नियंत्रण की संविदाएँ
  • यांत्रिक सफाई के बड़े अंश वाली विशेषीकृत संविदाएँ
  • किसी क्षेत्र की एक बार की सफाई की संविदा
  • रेल अस्पताल के जैव-चिकित्सा अपशिष्ट के निपटान की विशेष सीमित निविदा बुलाना और स्वीकार करना
  • वह निपटान राज्य प्रदूषण नियंत्रण बोर्ड या राज्य सरकार से अधिकृत एजेंसियों को जाता है
  • प्राधिकार बोर्ड की 15.11.2002 की स्वच्छता नीति का पत्र और आईआरएमएम 2000 का पैरा 910 है
  अर्थात् यह मद कॉलोनियों और अस्पतालों की है, और किसी स्टेशन की नहीं — यह आप देखिए।

Item 13(c) — THE NOTES ON A CONSERVANCY CONTRACTमद 13(c) — सफाई संविदा के नोट

The notes under part (c) bind the way a conservancy contract is made and paid for.

• This item shall NOT be exercised for any class of STATIONS
• The normal tender procedure for procurement of tools and plants under these activities is followed THROUGH STORES
• The purchase of tools and plants must be restricted to MECHANISED CLEANING only
• Payment may be made under DEMAND 11
• The stages of tendering, operation of contracts, extension of the date of completion, penalties and termination carry their own powers
• Those powers are the ones given in the SOP on Works matters
• The estimate and the tender conditions for a conservancy contract are formulated by the concerned EXECUTIVE department
• They are then submitted for HEADQUARTERS SCRUTINY before bids are invited the first time
• They go up again later if the tender conditions are modified
• The powers can be exercised subject to the budget allotment being made

So you should remember Demand 11, and the headquarters scrutiny before the first bid.भाग (c) के नोट बाँधते हैं कि सफाई संविदा कैसे बने और उसका भुगतान कैसे हो।

• यह मद किसी भी श्रेणी के स्टेशनों के लिए नहीं चलाई जाएगी
• इन गतिविधियों के औजार और संयंत्र की खरीद की सामान्य निविदा प्रक्रिया भंडार के माध्यम से मानी जाती है
• औजार और संयंत्र की खरीद केवल यांत्रिक सफाई तक सीमित रहनी चाहिए
• भुगतान मांग 11 में किया जा सकता है
• निविदा के चरणों, संविदा के संचालन, पूर्णता तिथि बढ़ाने, दंड और समापन की अपनी शक्तियाँ हैं
• वे शक्तियाँ कार्य मामलों की एसओपी में दी गई हैं
• सफाई संविदा का अनुमान और निविदा शर्तें संबंधित कार्यपालक विभाग बनाता है
• फिर पहली बार बोली बुलाने से पहले वे मुख्यालय की जाँच के लिए भेजी जाती हैं
• निविदा शर्तें बदलने पर वे बाद में फिर ऊपर जाती हैं
• ये शक्तियाँ बजट आवंटन हो जाने के अधीन चलती हैं

अर्थात् मांग 11, और पहली बोली से पहले मुख्यालय की जाँच आप याद रखिए।

Item 13(d) — TOOLS AND PLANT FOR SANITATIONमद 13(d) — स्वच्छता के औजार और संयंत्र

Part (d) buys the tools and plants required for sanitation related activities. Those activities are pest control, large components of mechanised cleaning, and the like.

• PCMD: FULL POWERS up to RS 5 LAKH per case
• MD (Zonal Hospital): FULL POWERS up to RS 1 LAKH per case
• CMS, CMO or the MS in charge of a hospital: FULL POWERS up to Rs 1 lakh per case
• SG or JA Grade: NIL; Senior Scale: NIL

• THE NOTES
  • Finance concurrence is necessary if the expenditure exceeds RS 10,000 per case
  • This item too is not exercised for any class of stations
  • Procurement goes through STORES, and the purchase is restricted to mechanised cleaning
  • Payment may be made under Demand No 11
  • The authority is the Board's sanitation policy letter of 15.11.2002, with CS 11 of 05.02.03
  So tools have their own part, and you should not read them into the contract of part (c).

भाग (d) स्वच्छता संबंधी गतिविधियों के लिए आवश्यक औजार और संयंत्र खरीदता है। वे गतिविधियाँ हैं कीट नियंत्रण, यांत्रिक सफाई के बड़े अंश, और वैसी ही अन्य।

• पीसीएमडी: प्रति मामला 5 लाख रुपये तक पूर्ण शक्तियाँ
• एमडी (जोनल अस्पताल): प्रति मामला 1 लाख रुपये तक पूर्ण शक्तियाँ
• सीएमएस, सीएमओ या अस्पताल के प्रभारी एमएस: प्रति मामला 1 लाख रुपये तक पूर्ण शक्तियाँ
• एसजी या जेए ग्रेड: शून्य; वरिष्ठ स्केल: शून्य

• नोट
  • प्रति मामला व्यय 10,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
  • यह मद भी किसी श्रेणी के स्टेशनों के लिए नहीं चलती
  • खरीद भंडार के माध्यम से होती है, और यह यांत्रिक सफाई तक सीमित है
  • भुगतान मांग संख्या 11 में किया जा सकता है
  • प्राधिकार बोर्ड की 15.11.2002 की स्वच्छता नीति का पत्र है, 05.02.03 के सीएस 11 के साथ
  अर्थात् औजारों का अपना भाग है, और उन्हें भाग (c) की संविदा में आप न पढ़िए।
