- For a RETIRED non-gazetted servant, the journal is countersigned by the DPO or SPO
- ITEM 33 — THE OVERTIME JOURNAL
- All three columns carry FULL POWERS
- Where the overtime allowance is more than RS 5,000, the approval of the DRM, CWM or a SAG officer is required
- ITEMS 34 AND 35 — THE DATE OF BIRTH AND THE NAME
- Item 34 alters the recorded DATE OF BIRTH of Group C and Group D employees

- The authority is RULE 225(4) of the IREC Volume I, with Master Circular 12
- Item 35 permits a CHANGE OF NAME in the original records, the service registers included

- ITEMS 38 AND 39
- Item 38 authorises a railway servant to proceed on duty OUTSIDE THE ZONAL RAILWAY
- PHOD, the DRM's column, JAG, and Sr Scale in independent charge: FULL POWERS
- Those powers are exercised subject to the instructions on ECONOMY IN EXPENDITURE
- Item 39 sends staff for TRAINING IN A NON-RAILWAY INSTITUTION
- The AGM has full powers on the recommendation of the PHOD, at RS 10,000 PER DAY PER PERSON
- That is subject to a maximum of Rs 50,000 per course per person
- DRM or CWM: full powers, at RS 8,000 PER DAY PER PERSON, subject to Rs 40,000 per course per person

Item 40 sanctions advances in three parts.
- (A) From the PROVIDENT FUND: PHOD, the DRM's column and JAG FULL POWERS; Sr Scale full powers
- A Group B officer or Jr Scale: full powers for staff BELOW LEVEL 6
- (B) Of TRAVELLING ALLOWANCE, and (C) Of PAY ON TRANSFER: full powers in the first two columns
- JAG or Sr Scale: full powers; a Jr Scale or Assistant Officer in independent charge acts for staff whose pay sheets he prepares
- The circumstances of the case must warrant an advance being sanctioned
- ITEMS 41 AND 42
- Item 41 permits a Group C or D employee to acquire or dispose of property
- That is IMMOVABLE property, and MOVABLE property exceeding two months' basic pay
- PHOD, the DRM's column and JAG: FULL POWERS, for staff under their control
- The authority is RULE 18(2) and 18(3) of the Railway Services (Conduct) Rules, 1966
- Item 42 condones a delay in insuring a flat or house bought or built out of the house building advance

- For a period beyond two years the RAILWAY BOARD's approval is necessary

- Every column is NIL, prior accounts concurrence is necessary, and the sanction of the RAILWAY BOARD is necessary
- ITEMS 45 TO 47
- Item 45 sanctions pension, service gratuity, retirement or death gratuity, commutation and leave encashment
- PHOD, the DRM's column, and JAG, Sr Scale or Jr Scale: FULL POWERS, for staff under their control
- The authority is RULE 89 of the Railway Services (Pension) Rules, 1993
- Item 46 issues the NOC for a PASSPORT: full powers in the first two columns, and the Sr DPO for divisional employees
- Every one of them acts with PRIOR VIGILANCE AND D&AR CLEARANCE
- Item 47 alters the service register OTHER THAN THE DATE OF BIRTH, such as a name or a date of appointment

Item 48 treats as duty the period of handing over and taking over charge.
That is where several scattered works or stores have to be inspected before the transfer of charge is completed.

- ITEM 49 — A ROAD JOURNEY BETWEEN TWO STATIONS CONNECTED BY RAIL

- The power is used only for a journey in connection with a SURPRISE INSPECTION OF A LEVEL CROSSING
- It is used for a surprise check at stations against ticketless travel
- It is used for ACCIDENTS AND BREACHES
- ITEM 50 — WORK FOR WHICH AN HONORARIUM IS OFFERED
- It sanctions the undertaking of the work, and grants acceptance of the honorarium
- PCPO or PFA: full powers up to RS 15,000 IN EACH INDIVIDUAL CASE
- DRM or CWM: full powers up to Rs 15,000 in each individual case; the divisional column: Nil
- Where the honorarium is RECURRING, that Rs 15,000 applies to the TOTAL PAID IN A FINANCIAL YEAR
- Accounts concurrence is necessary, and the authority is RULE 1334, FR 46, of the IREC Volume II
