Item 15 — AN IMPREST FOR A RETIRING ROOM AND A PRS COUNTERमद 15 — विश्राम कक्ष और पीआरएस काउंटर का अग्रदाय

The item creates an imprest for the maintenance and upkeep of retiring rooms and toilets. It also buys the stationery and consumables of a PRS or UTS location and of a commercial office. Those counters and offices may stand on premises other than the railway's, and at non-rail head locations.

• PHOD or PCCM: FULL POWER; HOD: FULL POWER
• DRM: full power; ADRM: up to RS 25,000 FOR EACH LOCATION
• DCM: Rs 10,000 per case; Sr DCM or DCM in independent charge: up to Rs 10,000 for each location
• Finance concurrence IS required
• The GM of a zonal railway may consider sanctioning a suitable cash imprest for HOSPITALITY to the Station Directors of A1 class stations
• He does so on the importance and the need of those stations

So the imprest is counted by the location, and you should name the location before the figure.यह मद विश्राम कक्षों और शौचालयों के अनुरक्षण तथा रखरखाव के लिए अग्रदाय बनाती है। यह पीआरएस या यूटीएस स्थान और वाणिज्य कार्यालय की लेखन सामग्री तथा उपभोग्य वस्तुएँ भी खरीदती है। वे काउंटर और कार्यालय रेल से भिन्न परिसर में, और रेल-रहित स्थानों पर भी हो सकते हैं।

• पीएचओडी या पीसीसीएम: पूर्ण शक्ति; एचओडी: पूर्ण शक्ति
• मंडल रेल प्रबंधक: पूर्ण शक्ति; एडीआरएम: हर स्थान के लिए 25,000 रुपये तक
• डीसीएम: प्रति मामला 10,000 रुपये; वरिष्ठ डीसीएम या स्वतंत्र प्रभार वाले डीसीएम: हर स्थान के लिए 10,000 रुपये तक
• वित्त सहमति आवश्यक है
• क्षेत्रीय रेल के महाप्रबंधक ए-1 श्रेणी के स्टेशनों के स्टेशन निदेशकों के आतिथ्य के लिए उपयुक्त नकद अग्रदाय स्वीकृत करने पर विचार कर सकते हैं
• वे ऐसा उन स्टेशनों के महत्व और आवश्यकता पर करते हैं

अर्थात् अग्रदाय स्थान से गिना जाता है, और आँकड़े से पहले स्थान आप बताइए।

Item 16 — REMOVAL OF A DEAD BODY FROM RAILWAY PREMISESमद 16 — रेल परिसर से शव हटाना

The item meets the expenditure on covering and removing dead bodies from railway premises.

• PHOD or HOD: full power up to RS 5,000 PER CASE, or the actual expenditure, whichever is LESS
• DRM or ADRM: the same Rs 5,000 per case, or the actual, whichever is less
• Sr DCM or Sr DSC: full power on the same footing
• NO finance concurrence is required
• The authority is the Board's letter of 09.07.2013, with PARA 2425(37) of the Commercial Manual

So every column here carries the same figure, and you should add 'or the actual, whichever is less'.यह मद रेल परिसर से शव ढकने और हटाने का व्यय पूरा करती है।

• पीएचओडी या एचओडी: प्रति मामला 5,000 रुपये तक पूर्ण शक्ति, या वास्तविक व्यय, जो कम हो

Item 17 — A CLAIM FOR GOODS LOST OR DAMAGEDमद 17 — खोए या क्षतिग्रस्त माल का दावा

The item pays claims for compensation for goods lost or damaged.

• PCCM or CHOD: up to RS 8 LAKH; CCO: up to Rs 8 lakh
• Dy CCM in charge of claims: up to RS 2 LAKH
• SCM: up to Rs 50,000; ACM: up to Rs 25,000
• Finance concurrence is necessary for cases of RS 75,000 AND ABOVE
• The same power applies to a case decreed by a court, or settled out of court
• For a decreed claim the finance concurrence is DISPENSED WITH
• Station Managers of selected important stations, approved by the PCCM, may settle claims up to RS 400 in each case
• That excludes claims arising out of items (i), (ii), (iii), (vi) and (vii) of PARA 2149(a) of the IRCM Volume II
• At stations the PCCM has not listed, the SECTION COMMERCIAL INSPECTORS exercise that power

So a station manager's Rs 400 is part of the same item, and you should carry the exclusion with it.यह मद खोए या क्षतिग्रस्त माल के प्रतिकर के दावे चुकाती है।

• पीसीसीएम या सीएचओडी: 8 लाख रुपये तक; सीसीओ: 8 लाख रुपये तक

• एससीएम: 50,000 रुपये तक; एसीएम: 25,000 रुपये तक
• 75,000 रुपये और उससे ऊपर के मामलों में वित्त सहमति आवश्यक है
• वही शक्ति न्यायालय से डिक्री हुए, या न्यायालय के बाहर निपटे मामले पर भी लगती है
• डिक्री हुए दावे में वित्त सहमति छोड़ दी जाती है
• पीसीसीएम से अनुमोदित चुने हुए महत्वपूर्ण स्टेशनों के स्टेशन प्रबंधक हर मामले में 400 रुपये तक के दावे निपटा सकते हैं
• उसमें आईआरसीएम खंड II के पैरा 2149(a) की मद (i), (ii), (iii), (vi) और (vii) के दावे नहीं आते
• जिन स्टेशनों को पीसीसीएम ने सूचीबद्ध न किया हो, वहाँ वह शक्ति अनुभागीय वाणिज्य निरीक्षक प्रयोग करते हैं

अर्थात् स्टेशन प्रबंधक के 400 रुपये उसी मद का भाग हैं, और उसके साथ अपवाद आप ले जाइए।

Item 18 — A CLAIM THAT IS SUIT BARRED OR TIME BARREDमद 18 — वाद-वर्जित या काल-वर्जित दावा

Part (i) pays a compensation claim which is SUIT BARRED.

• PCCM: up to RS 8 LAKH; CCO: up to Rs 8 lakh
• DRM or ADRM: FULL POWER; Dy CCM or Dy CCO: up to Rs 2 lakh
• The GM has FULL POWERS to settle a suit barred compensation claim
• That is subject to the receipt of a VALID NOTICE under SECTION 106 of the Railways Act, 1989
• Finance concurrence is necessary irrespective of the monetary value

• PART (ii) — A TIME BARRED CLAIM
  • Every column there is NIL
  • The railway administration has NO POWER to entertain a time barred claim for refund of excess freight and goods
  • The schedule gives the reason as the absence of any provision in section 106
  So a suit barred claim may still be paid and a time barred one may not, and you should tell the two apart.

  • वहाँ हर स्तंभ शून्य है
  • अधिक भाड़े और माल की वापसी का काल-वर्जित दावा लेने की रेल प्रशासन को कोई शक्ति नहीं
  • अनुसूची उसका कारण धारा 106 में किसी प्रावधान का न होना बताती है
  अर्थात् वाद-वर्जित दावा फिर भी चुकाया जा सकता है और काल-वर्जित नहीं, और दोनों को आप अलग पहचानिए।

Items 19 and 20 — A SURVEYOR'S FEE AND A HANDLING BILLमद 19 और 20 — सर्वेक्षक का शुल्क और हैंडलिंग का बिल

Item 19 pays for the assessment of the value of damaged consignments.

• The first column: FULL POWER; Sr DCM: up to RS 5,000
• The authority is the Board's letter of 22.02.2010

• ITEM 20 — LOADING AND UNLOADING AN UNCONNECTED WAGON
  • It pays the bills for loading and unloading unconnected or undelivered wagons
  • The first column: FULL POWER; Sr DCM: up to RS 5,000 PER WAGON
  • That is subject to a MAXIMUM CEILING OF RS 50,000 PER CASE
  • DCM: up to Rs 2,000 per wagon, with a maximum ceiling of Rs 25,000 per case
  • The remarks in this block say finance concurrence is necessary for cases above RS 3,000
  • They say the powers are delegated on a per case basis
  • Withdrawal from STATION EARNINGS is allowed up to RS 250, in terms of PARA 2425 of the IRCM Volume II
  • They also carry a line that finance concurrence is not necessary, printed against the next row
  So the remarks in this block are printed a row out of step, and you should read them as they stand.

  • डीसीएम: प्रति वैगन 2,000 रुपये तक, प्रति मामला 25,000 रुपये की अधिकतम सीमा के साथ
  • इस खंड की टिप्पणियाँ कहती हैं कि 3,000 रुपये से ऊपर के मामलों में वित्त सहमति आवश्यक है
  • वे कहती हैं कि शक्तियाँ प्रति मामला के आधार पर प्रत्यायोजित हैं
  • आईआरसीएम खंड II के पैरा 2425 के अनुसार स्टेशन की आय से 250 रुपये तक निकासी अनुमत है
  • उनमें यह पंक्ति भी है कि वित्त सहमति आवश्यक नहीं, जो अगली पंक्ति के सामने छपी है
