Item 26(D) and (E) — A LIMITED TENDER AND A QUOTATIONमद 26(D) और (E) — सीमित निविदा और कोटेशन

Part (D) calls and accepts LIMITED TENDERS for earning contracts.

• PHOD: FULL POWER; DRM: FULL POWER
• The powers are used VERY SPARINGLY, where a delay in finalising an open tender would lose revenue
• It is ensured that there is no time gap between two successive commercial earning contracts

• PART (E) — A QUOTATION
  • It calls and accepts quotations for parking, commercial publicity, pay and use toilets and other earning contracts
  • Parcel leasing, MULTIPURPOSE STALLS and catering are left out of it
  • PHOD: FULL POWER; DRM: FULL POWER
  • Finance concurrence IS necessary
  • Where there is a LACK OF RESPONSE to open tenders, such a contract may be awarded on quotation basis
  • That award runs for a limited period of THREE MONTHS AT A TIME
  So a quotation is the answer to an empty tender box, and you should hold it to three months.

  • वित्त सहमति आवश्यक है
  • जहाँ खुली निविदा पर कोई उत्तर न आए, वहाँ ऐसा संविदा कोटेशन के आधार पर दिया जा सकता है
  • वह एक बार में तीन माह की सीमित अवधि तक चलता है
  अर्थात् खाली निविदा पेटी का उत्तर कोटेशन है, और उसे तीन माह तक आप बाँधिए।

Item 26(F) and (G) — LEASING A CARGO TRAIN AND SPACEमद 26(F) और (G) — पार्सल कार्गो गाड़ी और पार्सल स्थान का पट्टा

Part (F) invites tenders for the leasing of a PARCEL CARGO TRAIN.

• To CALL tenders: DRM or ADRM FULL POWER; Sr DCM, Dy CCM or DCM in independent charge: up to RS 25 CRORE
• To ACCEPT tenders: PHOD or CHOD ABOVE RS 100 CRORE
• DRM: above Rs 50 crore up to Rs 100 crore; ADRM: above Rs 5 crore up to Rs 50 crore
• Sr DCM: above Rs 2.5 crore up to Rs 5 crore; DCM: up to Rs 2.5 crore
• The composition of the tender committee for CPLP and PCLT contracts is in ANNEXURE B

• PART (G) — PARCEL SPACE, BRAKE VAN AND VP
  • To CALL tenders: PHOD or CHOD FULL POWER; DRM FULL POWER; Sr DCM, Dy CCM or DCM in independent charge FULL POWERS
  • To ACCEPT tenders: the same bands as part (F), from above Rs 100 crore down to Rs 2.5 crore
  So calling the tender is where the two parts differ, and you should read part (F) before part (G).

• निविदा स्वीकार करना: पीएचओडी या सीएचओडी 100 करोड़ रुपये से ऊपर
• मंडल रेल प्रबंधक: 50 करोड़ रुपये से ऊपर 100 करोड़ रुपये तक; एडीआरएम: 5 करोड़ रुपये से ऊपर 50 करोड़ रुपये तक
• वरिष्ठ डीसीएम: 2.5 करोड़ रुपये से ऊपर 5 करोड़ रुपये तक; डीसीएम: 2.5 करोड़ रुपये तक
• सीपीएलपी और पीसीएलटी संविदाओं की निविदा समिति की रचना अनुबंध B में है

• भाग (G) — पार्सल स्थान, ब्रेक वैन और वीपी
  • निविदा बुलाना: पीएचओडी या सीएचओडी पूर्ण शक्ति; मंडल रेल प्रबंधक पूर्ण शक्ति; वरिष्ठ डीसीएम, डिप्टी सीसीएम या स्वतंत्र प्रभार वाले डीसीएम पूर्ण शक्तियाँ
  • निविदा स्वीकार करना: भाग (F) जैसे ही खंड, 100 करोड़ रुपये से ऊपर से 2.5 करोड़ रुपये तक
  अर्थात् दोनों भाग निविदा बुलाने में अलग हैं, और भाग (G) से पहले भाग (F) आप पढ़िए।

Item 27 — A MULTI-PURPOSE STALLमद 27 — बहुउद्देशीय स्टॉल

Part (A) awards the contracts for MULTI-PURPOSE STALLS, and the level follows the station's category.

• A JAG officer awards them at A1, A, B and C category stations
• A Senior Scale officer awards them at D, E and F category stations
• (B) CONVERSION of an existing stall into a multipurpose stall, and fixation of the new licence fee: the Sr DCM or DCM holding independent charge
• (C) SIGNING a fresh agreement with the existing licensee when the contract begins as an MPS stall: the same officer
• He is competent to approve the conversion of existing bookstalls, chemists stalls and miscellaneous stalls into an MPS
• On approval of the conversion, the LICENCE FEE is fixed with the concurrence of DIVISIONAL FINANCE
• That fixation follows the due procedure
• The instructions in Commercial Circular No. 61 of 2017 are followed scrupulously

So the station's category picks the officer, and you should name the category before the grade.भाग (A) बहुउद्देशीय स्टॉलों के संविदा देता है, और स्तर स्टेशन की श्रेणी के पीछे चलता है।

• वह निर्धारण नियत प्रक्रिया से होता है
• वाणिज्य परिपत्र संख्या 61, 2017 के अनुदेशों का कड़ाई से पालन होता है

अर्थात् स्टेशन की श्रेणी अधिकारी चुनती है, और ग्रेड से पहले श्रेणी आप बताइए।
