Item 53 — CONDEMNING A DETERIORATED STOCKमद 53 — खराब हुए स्टॉक का निंदन

The item condemns and disposes of deteriorated stocks by tender or auction. Those stocks include damaged and broken cutlery and crockery, and dead stock items which are unserviceable.

• PHOD: FULL POWER; DRM: FULL POWER
• Dy CCM or Sr DCM: up to RS 5,000; SCM or DCM: up to Rs 3,000; SCM in catering: up to Rs 3,000
• The PHOD or DRM may find that sending the material to the nearest stores depot would cost more than the sale would fetch
• The cost of PROCESSING FOR SALE may likewise exceed what the sale is likely to realise
• The material may then be destroyed, or disposed of locally by tender or auction sale
• That is done in the presence of the ACCOUNTS REPRESENTATIVE, following the prescribed norms
• The sanctioning authority records a CERTIFICATE to that effect
• The power to DESTROY is only for items which in his opinion are of TRIVIAL VALUE and UNSALEABLE
• No article condemned by one officer may be disposed of by the SAME officer
• The exception is the articles under PARA 2314 of the Stores Code Volume II

So one officer condemns and another disposes here too, and you should record the certificate before either.यह मद खराब हुए स्टॉक का निविदा या नीलामी से निंदन और निपटान करती है। उस स्टॉक में टूटी-फूटी छुरी-काँटा और क्रॉकरी, तथा अनुपयोगी निष्क्रिय स्टॉक की मदें आती हैं।

• डिप्टी सीसीएम या वरिष्ठ डीसीएम: 5,000 रुपये तक; एससीएम या डीसीएम: 3,000 रुपये तक; खानपान के एससीएम: 3,000 रुपये तक
• पीएचओडी या मंडल रेल प्रबंधक पा सकते हैं कि सामग्री निकटतम भंडार डिपो भेजने का खर्च बिक्री से मिलने वाले से अधिक है
• बिक्री के लिए संसाधन की लागत भी उससे अधिक हो सकती है जो बिक्री से मिलने की संभावना हो
• तब सामग्री नष्ट की जा सकती है, या स्थानीय रूप से निविदा या नीलामी से निपटाई जा सकती है
• यह लेखा प्रतिनिधि की उपस्थिति में, निर्धारित मानदंडों के अनुसार होता है
• स्वीकृति देने वाला प्राधिकारी इस आशय का प्रमाणपत्र दर्ज करता है
• नष्ट करने की शक्ति केवल उन मदों में है जो उनकी राय में तुच्छ मूल्य की और बिक्री योग्य नहीं हैं
• जिस वस्तु को एक अधिकारी निंदित करें, उसे वही अधिकारी नहीं निपटा सकते
• अपवाद भंडार संहिता खंड II के पैरा 2314 की वस्तुएँ हैं

अर्थात् यहाँ भी एक निंदित करता है और दूसरा निपटाता है, और दोनों से पहले प्रमाणपत्र आप दर्ज कीजिए।

Items 54 and 55 — A SPOILED STOCK, AND A REPAIRमद 54 और 55 — खराब हुआ स्टॉक, और मरम्मत

Item 54 writes off losses of goods due to deterioration, condemnation or unfitness for human consumption. It also covers the excess consumption of raw materials which is incidental in day to day working.

• PHOD: up to RS 40,000; HOD: up to Rs 20,000; DRM or ADRM: FULL POWER
• Dy CCM or Sr DCM: up to Rs 5,000, a figure of Rs 1,000 standing beside it in the same cell
• SCM in catering: up to Rs 3,000
• The power applies only where NO RAILWAY EMPLOYEE IS RESPONSIBLE for the loss
• The BOOK VALUE of the items is adopted, and finance concurrence is necessary

• ITEM 55 — REPAIRS TO UTENSILS AND EQUIPMENT
  • The repair covers machinery and TINNING, and the article belongs to a catering unit
  • It is done through a railway workshop, or by calling quotations from local firms
  • PHOD: FULL POWER; DRM or ADRM: FULL POWER
  • Dy CCM or Sr DCM: up to Rs 20,000; SCM or DCM: up to Rs 10,000; ACM: up to Rs 3,000
  • Finance concurrence is not required for a repair up to RS 2,500 on each occasion
  • The repair is undertaken on contract, obtaining a MINIMUM OF THREE QUOTATIONS to test the market
  • The expenditure is met from the CATERING EARNINGS
  So a spoiled stock is written off at book value, and you should say that no employee was at fault.

मद 54 खराब होने, निंदन या मानव उपभोग के अयोग्य होने से हुई माल की हानि बट्टे खाते डालती है। इसमें दैनिक कामकाज में होने वाली कच्चे माल की अधिक खपत भी आती है।

• पीएचओडी: 40,000 रुपये तक; एचओडी: 20,000 रुपये तक; मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्ति
• डिप्टी सीसीएम या वरिष्ठ डीसीएम: 5,000 रुपये तक, उसी खाने में साथ 1,000 रुपये का आँकड़ा भी खड़ा है
• खानपान के एससीएम: 3,000 रुपये तक
• यह शक्ति केवल वहाँ लगती है जहाँ हानि के लिए कोई रेल कर्मचारी उत्तरदायी न हो
• मदों का बही मूल्य लिया जाता है, और वित्त सहमति आवश्यक है

• मद 55 — बरतनों और उपकरणों की मरम्मत
  • मरम्मत में मशीनरी और कलई आती है, और वस्तु खानपान इकाई की होती है
  • यह रेल कारखाने से, या स्थानीय फर्मों से कोटेशन बुलाकर होती है
  • पीएचओडी: पूर्ण शक्ति; मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्ति
  • डिप्टी सीसीएम या वरिष्ठ डीसीएम: 20,000 रुपये तक; एससीएम या डीसीएम: 10,000 रुपये तक; एसीएम: 3,000 रुपये तक
  • हर अवसर पर 2,500 रुपये तक की मरम्मत में वित्त सहमति आवश्यक नहीं
  • मरम्मत संविदा पर होती है, और बाजार परखने को कम से कम तीन कोटेशन लिए जाते हैं
  • व्यय खानपान की आय से पूरा किया जाता है
  अर्थात् खराब स्टॉक बही मूल्य पर बट्टे खाते जाता है, और किसी कर्मचारी का दोष नहीं था यह आप कहिए।

Items 56 to 58 — A RATE, AN EMPTY AND COOKED FOODमद 56 से 58 — दर, खाली पात्र और पका भोजन

Item 56 alters, enhances or reduces an accepted rate, or an order placed.

• PHOD: FULL POWER; DRM: FULL POWER; Senior Scale only: FULL POWER
• An enhancement or reduction of rates requires PRIOR finance concurrence
• That is excepted for items required for RESALE, such as biscuits and cool drinks
• There the firms fix the market retail price for the packets
• It is ensured that the PROFIT given to the railway does not fall
• It stays on par with, or above, the profit at the time those items were introduced

• ITEM 57 — DISPOSAL OF EMPTIES
  • PHOD, DRM, and Dy CCM with Sr DCM: FULL POWER
  • A tender is called for, or an auction is conducted
• ITEM 58 — WRITING OFF COOKED FOOD
  • It covers cooked food, food which has become unfit for human consumption included
  • PHOD: FULL POWER; DRM: full power up to RS 2,500 PER MONTH PER CATERING UNIT
  • Dy CCM: full power up to Rs 2,500 per catering unit per month; SCM and DCM: up to Rs 2,000 in each case
  • Sr DCM, SCM or DCM: full power up to RS 100 PER DAY, subject to a limit of Rs 1,000 per month
  • Only officers dealing with catering work exercise these powers
  So cooked food is written off by the day and by the month, and you should give the unit with the figure.

मद 56 स्वीकृत दर, या दिए गए आदेश, में बदलाव, वृद्धि या कमी करती है।

• वह उतना ही या उससे अधिक रहता है जितना वे मदें शुरू करते समय था

• मद 57 — खाली पात्रों का निपटान
  • पीएचओडी, मंडल रेल प्रबंधक, और डिप्टी सीसीएम के साथ वरिष्ठ डीसीएम: पूर्ण शक्ति
  • निविदा बुलाई जाती है, या नीलामी कराई जाती है
• मद 58 — पके भोजन को बट्टे खाते डालना
  • इसमें पका भोजन आता है, वह भोजन भी जो मानव उपभोग के अयोग्य हो गया हो
  • पीएचओडी: पूर्ण शक्ति; मंडल रेल प्रबंधक: प्रति खानपान इकाई प्रति माह 2,500 रुपये तक पूर्ण शक्ति
  • डिप्टी सीसीएम: प्रति खानपान इकाई प्रति माह 2,500 रुपये तक पूर्ण शक्ति; एससीएम और डीसीएम: हर मामले में 2,000 रुपये तक
  • वरिष्ठ डीसीएम, एससीएम या डीसीएम: प्रति दिन 100 रुपये तक पूर्ण शक्ति, जो प्रति माह 1,000 रुपये की सीमा के अधीन है
  • ये शक्तियाँ केवल खानपान का काम देखने वाले अधिकारी प्रयोग करते हैं
  अर्थात् पका भोजन दिन से और माह से बट्टे खाते जाता है, और आँकड़े के साथ इकाई आप बताइए।
