Items 34 and 35 — REWARDS TO OUTSIDERS, AND HEAD OF OFFICEमद 34 और 35 — बाहरी व्यक्तियों को पुरस्कार, और कार्यालय प्रमुख

Item 34 sanctions rewards to persons OTHER THAN railway employees. They are people who have done exemplary work in averting accidents and saving passengers' lives.

• DRM: up to RS 10,000 in each case
• Divisional and headquarters officers: NIL
• ACCOUNTS concurrence is not necessary
• The GM can sanction up to RS 50,000 in each case

• ITEM 35 — THE POWERS OF A 'HEAD OF OFFICE'
  • It lets an officer exercise the powers of Head of Office for ordinary contingent expenditure
  • That expenditure is the one mentioned in PARAS 1011, 1015, 1043, 1044 and 1045 of the Financial Code Volume I
  • PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; JAG and above: FULL POWERS
  • Officers in SAG or JAG exercise these powers ONLY when they are in charge of their respective offices
  • The authority is item 28(b) of the GM's delegation, in the Board's letter of 14.09.2016
  So a passer-by who averts an accident is rewarded, and you should know the GM's Rs 50,000.

  • वह व्यय वही है जो वित्त संहिता खंड I के पैरा 1011, 1015, 1043, 1044 और 1045 में बताया गया है
  • पीएचओडी/एचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ; जेएजी और उससे ऊपर: पूर्ण शक्तियाँ
  • एसएजी या जेएजी के अधिकारी ये शक्तियाँ तभी चलाते हैं जब वे अपने कार्यालय के प्रभारी हों
  • प्राधिकार महाप्रबंधक के प्रत्यायोजन की मद 28(b) है, जो बोर्ड के 14.09.2016 के पत्र में है
  अर्थात् दुर्घटना टालने वाले राहगीर को पुरस्कार मिलता है, और महाप्रबंधक के 50,000 रुपये आप जानिए।

Items 36 and 37 — CABLE TV AND NON-STOCK SPARESमद 36 और 37 — केबल टीवी और गैर-स्टॉक कलपुरजे

Item 36 pays the subscription for cable TV connections for all officers' rest houses and other units.

• PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; SG or JAG: FULL POWERS
• The sanction of the AGM at headquarters level, and of the DRM at divisional level, is necessary for providing the connection INITIALLY
• Associate finance concurrence is necessary

• ITEM 37 — NON-STOCK DEMANDS FOR SPARES
  • It sanctions procurement and the signing of non-stock demands for rolling stock maintenance spares
  • It covers maintenance spares for other assets connected with train operation, linen included, and other departmental assets and consumables for M&P
  • PHOD/CHOD: BEYOND RS 45 LAKH per occasion; HOD: Rs 15 lakh to Rs 45 lakh per occasion
  • DRM, ADRM, CWM or SAG: Rs 15 lakh to Rs 45 lakh per occasion
  • A JAG officer: above Rs 2 lakh and up to Rs 15 lakh per occasion
  • A Senior Scale officer: above Rs 25,000 and up to Rs 2 lakh; a Junior Scale officer: up to Rs 25,000
  • Associate finance concurrence is necessary beyond RS 2.5 LAKH
  • Adequate funds are ensured, duly maintaining the LIABILITY REGISTER
  • The procurement is made on NEED BASIS, to avoid overstocking of spares, and the accountal of spares is maintained
  So item 37 is read from the bottom up, and you should notice each officer's band starts where the last ends.

मद 36 सभी अधिकारी विश्राम गृहों और अन्य इकाइयों के केबल टीवी संबंध का चंदा चुकाती है।

• मद 37 — कलपुरजों के गैर-स्टॉक मांगपत्र
  • यह रोलिंग स्टॉक के अनुरक्षण कलपुरजों की खरीद और गैर-स्टॉक मांग पर हस्ताक्षर स्वीकृत करती है
  • इसमें गाड़ी संचालन से जुड़ी अन्य संपत्तियों के अनुरक्षण कलपुरजे, लिनन सहित, तथा अन्य विभागीय संपत्तियाँ और एम एंड पी की उपभोज्य वस्तुएँ आती हैं
  • पीएचओडी/सीएचओडी: प्रति अवसर 45 लाख रुपये से ऊपर; एचओडी: प्रति अवसर 15 लाख से 45 लाख रुपये
  • मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: प्रति अवसर 15 लाख से 45 लाख रुपये
  • जेएजी अधिकारी: प्रति अवसर 2 लाख रुपये से ऊपर और 15 लाख रुपये तक
  • वरिष्ठ स्केल अधिकारी: 25,000 रुपये से ऊपर और 2 लाख रुपये तक; कनिष्ठ स्केल अधिकारी: 25,000 रुपये तक
  • 2.5 लाख रुपये से आगे सहयोगी वित्त की सहमति आवश्यक है
  • देयता रजिस्टर रखते हुए पर्याप्त निधि सुनिश्चित की जाती है
  • खरीद आवश्यकता के आधार पर होती है, ताकि कलपुरजे अधिक न जमा हों, और उनका लेखा रखा जाता है
  अर्थात् मद 37 नीचे से ऊपर पढ़ी जाती है, और हर अधिकारी की सीमा वहीं से शुरू होती है जहाँ पिछली रुकी — यह आप देखिए।

Item 38 — MONETARY AWARD FOR GALLANTRYमद 38 — वीरता के लिए धन पुरस्कार

The item grants a monetary award to members of the RPF, and rewards other railway servants. It is for gallantry, for averting accidents, for giving clues for detection, and for the apprehension of offenders, criminals or corruption cases.

• SDGM, CSC or CSO: up to RS 2,500 in each case
• DRM, ADRM, CWM or SAG: up to Rs 2,500 in each case
• DRM or CMS: up to RS 50,000 PER ANNUM
• Dy CVO, DSO or DSC: up to Rs 1,000 in each case
• Principals of a ZRTI, STC or other training school: up to Rs 20,000 per annum

• THE NOTES
  • Finance concurrence is NOT necessary
  • The limits apply NOT to each individual case
  • They apply to all the individuals COLLECTIVELY proposed to be rewarded for their performance in one single case
  • The authority is item 28 of the GM's delegation, with the Board's letter of 13.07.1961
  So the limit is per case and not per man, and you should say collectively.

  • वित्त सहमति आवश्यक नहीं है
  • ये सीमाएँ हर व्यक्ति के मामले पर नहीं लगतीं
  • ये उन सभी व्यक्तियों पर मिलकर लगती हैं जिन्हें एक ही मामले के प्रदर्शन के लिए पुरस्कार देना प्रस्तावित हो
  • प्राधिकार महाप्रबंधक के प्रत्यायोजन की मद 28 है, बोर्ड के 13.07.1961 के पत्र के साथ
  अर्थात् सीमा प्रति मामला है, प्रति व्यक्ति नहीं, और आप 'मिलकर' कहिए।
