Item 7 — THE COMPOSITE TRANSFER GRANTमद 7 — समग्र स्थानांतरण अनुदान

Part (A) sanctions an ADVANCE of the composite transfer grant, up to a maximum of 75 PER CENT.

• PHOD: FULL POWERS; the DRM's column: FULL POWERS; JAG: FULL POWERS
• Finance concurrence is not necessary

• PART (B) — THE GRANT ITSELF
  • For a SERVING officer it is sanctioned within 6 MONTHS, and for a RETIRED officer within ONE YEAR
  • PHOD, CHOD or HOD of the bill drawing office, that is the CPO, CSC or FA&CAO: FULL POWERS
  • The DRM's column: FULL POWERS
  • The Sr Scale of the bill drawing office, the Dy CPO at headquarters, the workshop or construction, and the Sr DPOs in divisions: full powers
  • The grant is sanctioned AT THE NEW PLACE OF POSTING
  • Beyond those two periods the power vests with the GM
  • The authority is PARA 1643 of the IREC Volume II
  So the advance is 75 per cent and the grant has its own clock, and you should give the six months and the year.

  • बिल बनाने वाले कार्यालय के पीएचओडी, सीएचओडी या एचओडी, अर्थात् सीपीओ, सीएससी या एफए एंड सीएओ: पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक का स्तंभ: पूर्ण शक्तियाँ
  • बिल बनाने वाले कार्यालय की वरिष्ठ श्रेणी, मुख्यालय, कारखाने या निर्माण के डिप्टी सीपीओ, और मंडलों के वरिष्ठ डीपीओ: पूर्ण शक्तियाँ
  • अनुदान नई तैनाती के स्थान पर स्वीकृत होता है
  • उन दो अवधियों से आगे शक्ति महाप्रबंधक के पास रहती है
  • प्राधिकार आईआरईसी खंड II का पैरा 1643 है
  अर्थात् अग्रिम 75 प्रतिशत है और अनुदान की अपनी घड़ी है, और छह माह तथा एक वर्ष आप बताइए।

Items 8 to 10 — AN OVERPAYMENT, AN AWARD, OUTSIDE DUTYमद 8 से 10 — अधिक भुगतान, पुरस्कार, बाहर की ड्यूटी

Item 8 waives an overpayment made to a gazetted officer, where Accounts or Audit detected it AFTER ONE YEAR.

• CPO: FULL POWERS; the other two columns: NIL
• PRIOR finance concurrence is necessary
• The authority is PARA 1109 of the General Administration and Finance Code

• ITEM 9 — AN AWARD FOR MERITORIOUS WORK
  • The work is of an OUTSTANDING nature
  • PHOD: full powers up to RS 3,000, to officers up to JAG
  • The DRM's column: full powers up to Rs 3,000, to officers up to JAG; the divisional column: Nil
  • For an award up to RS 5,000 to a JA Grade officer, the power rests with the GM
  • For an award above Rs 5,000 to a JAG officer, and for ANY award to a SAG officer or above, the RAILWAY BOARD sanctions it
  • Finance concurrence is not necessary, and adequate funds should be ensured
• ITEM 10 — DUTY OUTSIDE THE ZONAL RAILWAY
  • PHOD: FULL POWERS; DRM, ADRM or CWM: full powers for officers working under their control
  • The power over a PHOD rests with the GM
  So the award climbs by both the amount and the grade, and you should name the officer as well as the figure.

  • पीएचओडी: जेएजी तक के अधिकारियों को 3,000 रुपये तक पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक का स्तंभ: जेएजी तक के अधिकारियों को 3,000 रुपये तक पूर्ण शक्तियाँ; मंडल का स्तंभ: शून्य
  • जेए ग्रेड अधिकारी को 5,000 रुपये तक के पुरस्कार में शक्ति महाप्रबंधक के पास है
  • जेएजी अधिकारी को 5,000 रुपये से ऊपर, और एसएजी या उससे ऊपर के अधिकारी को किसी भी पुरस्कार में, रेलवे बोर्ड स्वीकृत करता है
  • वित्त सहमति आवश्यक नहीं, और पर्याप्त निधि सुनिश्चित की जानी चाहिए
• मद 10 — क्षेत्रीय रेल से बाहर ड्यूटी
  • पीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम: अपने अधीन काम करने वाले अधिकारियों में पूर्ण शक्तियाँ
  • पीएचओडी पर यह शक्ति महाप्रबंधक के पास रहती है
  अर्थात् पुरस्कार राशि और ग्रेड दोनों से चढ़ता है, और आँकड़े के साथ अधिकारी भी आप बताइए।

Items 11 to 13 — PROVIDENT FUND, A PASSPORT AND AN ADVANCEमद 11 से 13 — भविष्य निधि, पासपोर्ट और अग्रिम

Item 11 allows an advance or withdrawal from the provident fund to Group A and B officers.

• PCPO or CPO in administration: FULL POWERS UP TO JAG; the other two columns: NIL
• Those powers are redelegated to the Dy CPO in the general branch for Sr Scale, Jr Scale and Assistant officers
• The authority is RULE 1621 of the IREC Volume II

• ITEM 12 — A NO OBJECTION CERTIFICATE FOR A PASSPORT
  • PHOD or CHOD: FULL POWERS; the DRM's column: full powers for officers under their control
  • PRIOR VIGILANCE AND D&AR CLEARANCE is necessary in both
  • The power over a PHOD and a DRM rests with the GM
• ITEM 13 — AN ADVANCE FOR A HOUSE OR A COMPUTER
  • (i) HOUSE BUILDING and (ii) PURCHASE OF A COMPUTER
  • PCPO, or the PFA for the Accounts department: FULL POWERS for officers under their control
  • DRM: NIL for the house building advance, and the same powers as the first column for the computer
  • Finance concurrence is not necessary
  So the passport certificate waits on vigilance, and you should get that clearance before the NOC.

मद 11 समूह क और ख के अधिकारियों को भविष्य निधि से अग्रिम या आहरण देती है।

• पीसीपीओ या प्रशासन के सीपीओ: जेएजी तक पूर्ण शक्तियाँ; शेष दो स्तंभ: शून्य

• प्राधिकार आईआरईसी खंड II का नियम 1621 है

• मद 12 — पासपोर्ट का अनापत्ति प्रमाणपत्र
  • पीएचओडी या सीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: अपने अधीन अधिकारियों में पूर्ण शक्तियाँ
  • दोनों में पूर्व सतर्कता और डी एंड एआर निकासी आवश्यक है
  • पीएचओडी और मंडल रेल प्रबंधक पर यह शक्ति महाप्रबंधक के पास रहती है
• मद 13 — मकान या कंप्यूटर का अग्रिम
  • (i) मकान निर्माण और (ii) कंप्यूटर की खरीद
  • पीसीपीओ, या लेखा विभाग में पीएफए: अपने अधीन अधिकारियों में पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक: मकान निर्माण अग्रिम में शून्य, और कंप्यूटर में पहले स्तंभ जैसी ही शक्तियाँ
  • वित्त सहमति आवश्यक नहीं
  अर्थात् पासपोर्ट का प्रमाणपत्र सतर्कता की प्रतीक्षा करता है, और एनओसी से पहले वह निकासी आप लीजिए।
