Item 28(A) and (B) — CLASSIFYING AND CONVERTING QUARTERSमद 28(A) और (B) — क्वार्टरों का वर्गीकरण और रूपांतरण

Part (A) is the classification of quarters for subordinate staff.

• PCE: FULL POWERS; DRM or ADRM: FULL POWERS; divisional and headquarters officers: NIL
• Finance concurrence is NOT necessary
• The authority is PARA 1902 and PARA 1904 of the Engineering Code

• PART (B) — A VACANT SERVICE BUILDING BECOMES QUARTERS
  • Conversion of a vacant service building into staff quarters
  • PCE or CAO/C: FULL POWERS
  • DRM: up to 50 SQUARE METRES, that is Type II quarters
  • Divisional and headquarters officers: NIL
  • Finance concurrence is NOT necessary
  • The authority is PARA 1967 of the Engineering Code
  So in part (B) the limit is not in rupees at all, and you should answer in square metres.

भाग (A) अधीनस्थ कर्मचारियों के क्वार्टरों का वर्गीकरण है।

• पीसीई: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या एडीआरएम: पूर्ण शक्तियाँ; मंडल और मुख्यालय अधिकारी: शून्य
• वित्त सहमति आवश्यक नहीं है
• प्राधिकार इंजीनियरिंग संहिता का पैरा 1902 और पैरा 1904 है

• भाग (B) — खाली सेवा भवन क्वार्टर बनता है
  • खाली सेवा भवन को कर्मचारी क्वार्टरों में बदलना
  • पीसीई या सीएओ/सी: पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक: 50 वर्ग मीटर तक, अर्थात् टाइप II क्वार्टर
  • मंडल और मुख्यालय अधिकारी: शून्य
  • वित्त सहमति आवश्यक नहीं है
  • प्राधिकार इंजीनियरिंग संहिता का पैरा 1967 है
  अर्थात् भाग (B) की सीमा रुपये में नहीं है, और उत्तर आप वर्ग मीटर में दीजिए।

Item 28(C) — RESIDENTIAL BUILDINGS USED AS SERVICE BUILDINGSमद 28(C) — आवासीय भवनों का सेवा भवन के रूप में उपयोग

Part (C) approves the utilisation of residential buildings as service buildings.

• PCE or CAO/Con: FULL POWERS
• DRM: FULL POWERS
• Divisional and headquarters officers: NIL

• THE NOTES
  • Such residential buildings must be SURPLUS to requirement at the station
  • There must be no essential staff for whom quarters of that particular type have to be provided there
  • Both of those are as CONFIRMED BY THE DIVISIONS
  • For any additional expenditure by way of partition walls or alterations, PRIOR finance concurrence is necessary
  • The authority is the Board's letter of 08 and 12.08.1980
  So the building must be surplus first, and you should make the division certify it.

भाग (C) आवासीय भवनों को सेवा भवन के रूप में उपयोग करने का अनुमोदन देता है।

• पीसीई या सीएओ/निर्माण: पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक: पूर्ण शक्तियाँ
• मंडल और मुख्यालय अधिकारी: शून्य

• नोट
  • ऐसे आवासीय भवन उस स्टेशन की आवश्यकता से अधिक होने चाहिए
  • वहाँ ऐसे आवश्यक कर्मचारी न हों जिनके लिए उस विशेष प्रकार के क्वार्टर देने हों
  • ये दोनों बातें मंडलों द्वारा पुष्ट होनी चाहिए
  • विभाजन दीवार या बदलाव पर कोई अतिरिक्त व्यय हो, तो पूर्व वित्त सहमति आवश्यक है
  • प्राधिकार बोर्ड का 08 और 12.08.1980 का पत्र है
  अर्थात् भवन पहले अधिशेष हो, और यह आप मंडल से प्रमाणित कराइए।

Item 29 — PAYMENT TO OUTSIDERS FOR SUPPLY OF WATERमद 29 — पानी की आपूर्ति के लिए बाहरी पक्षों को भुगतान

The item pays outsiders for supplying water to the railway at stations or colonies. It applies where the station has no source of its own, or where the supply falls short.

• PCE or the HODs of the Engineering department: FULL POWERS as per works contracts
• DRM, ADRM or SAG officers in independent charge: FULL POWERS as per works contracts
• JAG or Senior Scale in independent charge: FULL POWERS as per works contracts

• THE NOTES
  • Finance concurrence is not required up to RS 20,000 per case or occasion
  • The railway must not have developed its own source of water supply at that station
  • Or its own sources must have fully or partially dried up or failed, so water has to be purchased from outside
  • Where departmental arrangements are in progress, the outside supply must CEASE when the departmental facility is commissioned
  • In case of advance payment, safeguards against failure of supply are to be ensured
  • The authority is the Board's letter of 14.01.1975
  So the power rests on a fact about the station, and you should state that fact in an answer.

यह मद स्टेशनों या कॉलोनियों में रेलवे को पानी देने वाले बाहरी पक्षों को भुगतान करती है। यह वहाँ लगती है जहाँ स्टेशन का अपना स्रोत न हो, या आपूर्ति कम पड़ जाए।

• पीसीई या इंजीनियरिंग विभाग के एचओडी: कार्य संविदाओं के अनुसार पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम या स्वतंत्र प्रभार वाले एसएजी अधिकारी: कार्य संविदाओं के अनुसार पूर्ण शक्तियाँ
• स्वतंत्र प्रभार वाला जेएजी या वरिष्ठ स्केल: कार्य संविदाओं के अनुसार पूर्ण शक्तियाँ

• नोट
  • प्रति मामला या अवसर 20,000 रुपये तक वित्त सहमति आवश्यक नहीं
  • रेलवे ने उस स्टेशन पर अपना जल स्रोत विकसित न किया हो
  • या उसके अपने स्रोत पूरी तरह या आंशिक रूप से सूख या विफल हो गए हों, जिससे बाहर से पानी खरीदना पड़े
  • जहाँ विभागीय व्यवस्था चल रही हो, वहाँ विभागीय सुविधा चालू होने पर बाहरी आपूर्ति बंद करनी होगी
  • अग्रिम भुगतान की स्थिति में आपूर्ति विफल होने के विरुद्ध रक्षोपाय सुनिश्चित करने हैं
  • प्राधिकार बोर्ड का 14.01.1975 का पत्र है
  अर्थात् शक्ति स्टेशन के एक तथ्य पर टिकी है, और उत्तर में वह तथ्य आप बताइए।

Item 30 — WATER TAP CONNECTION TO OUTSIDERSमद 30 — बाहरी पक्षों को पानी का नल संबंध

The item gives a water tap connection to outsiders, railway contractors doing railway work included.

• PCE or CAO/CN: FULL POWERS
• DRM, ADRM or SAG: FULL POWERS
• SG, JAG or Senior Scale in independent charge: FULL POWERS as per the contract conditions

• THE NOTES
  • The rate for recovery is fixed with PRIOR finance concurrence
  • The necessary agreement is executed, duly vetted by finance
  • CAO/CN's powers are for contracts entered into by the construction branch
  • Those are exercised duly taking permission from the divisions
  So the tap is not free, and you should remember the rate is fixed before it is given.

यह मद बाहरी पक्षों को पानी का नल संबंध देती है, रेल कार्य करने वाले रेल ठेकेदार भी इसमें हैं।

• पीसीई या सीएओ/सीएन: पूर्ण शक्तियाँ

  • सीएओ/सीएन की शक्तियाँ निर्माण शाखा द्वारा की गई संविदाओं के लिए हैं
  • वे मंडलों से अनुमति लेकर ही प्रयोग होती हैं
  अर्थात् नल मुफ्त नहीं है, और दर पहले तय होती है — यह आप याद रखिए।
