The appendix to Part F reproduces Schedule II of the Railway Servants (Discipline and Appeal) Rules, 1968. It was substituted by the Second Amendment Rules of 2003, and it is read with rule 4 and rule 7(2).

• A SENIOR SUPERVISOR IN CHARGE with grade pay Rs 4,200 and above may act on staff THREE GRADES BELOW him
• He may impose the penalties in clauses (i) to (iv), and may suspend
• He may not act where an inquiry under rule 11(2) is required
• A suspension of Group C staff is reported to the divisional or assistant officer in charge WITHIN TWENTY-FOUR HOURS
• An ASSISTANT OFFICER, in junior scale or Group B, acts on staff with grade pay up to Rs 2,400
• He may impose clauses (i) to (v) and suspend, and clause (vi) only on staff with grade pay up to Rs 1,650
• A SENIOR SCALE OFFICER, or an assistant officer in independent charge, acts on staff with grade pay up to Rs 2,800
• He may impose clauses (i) to (vi) and suspend
• A JAG officer, an SS in independent charge, an ADRM, a DRM, a SAG officer and above act on ALL CLASSES of non-gazetted staff
• Each of them may impose clauses (i) to (vi) and suspend

So the grade of the staff decides who may punish him, and you should read column three before column four.भाग F का अनुबंध रेल सेवक (अनुशासन और अपील) नियम, 1968 की अनुसूची II दोहराता है। उसे 2003 के दूसरे संशोधन नियमों से प्रतिस्थापित किया गया, और वह नियम 4 तथा नियम 7(2) के साथ पढ़ी जाती है।

• वे खंड (i) से (v) लगा और निलंबित कर सकते हैं, तथा खंड (vi) केवल 1,650 रुपये तक ग्रेड वेतन वालों पर
• वरिष्ठ श्रेणी अधिकारी, या स्वतंत्र प्रभार वाले सहायक अधिकारी, 2,800 रुपये तक ग्रेड वेतन वालों पर काम करते हैं
• वे खंड (i) से (vi) लगा और निलंबित कर सकते हैं
• जेएजी अधिकारी, स्वतंत्र प्रभार वाले एसएस, एडीआरएम, मंडल रेल प्रबंधक, एसएजी अधिकारी और उससे ऊपर सब श्रेणी के अराजपत्रित कर्मचारियों पर काम करते हैं
• उनमें से हर एक खंड (i) से (vi) लगा और निलंबित कर सकते हैं

अर्थात् कर्मचारी का ग्रेड तय करता है कि दंड कौन दे सकता है, और स्तंभ चार से पहले स्तंभ तीन आप पढ़िए।

Schedule II — THE APPELLATE AUTHORITY, AND THE THREE NOTESअनुसूची II — अपील प्राधिकारी, और तीन नोट

Column five of the schedule names the appellate authority against each disciplinary authority.

• Against a Senior Supervisor in charge, the appeal lies to an ASSISTANT OFFICER in junior scale or Group B
• Against an assistant officer, it lies to a SENIOR SCALE officer, or an assistant officer in independent charge
• Against a senior scale officer, it lies to a JUNIOR ADMINISTRATIVE GRADE officer, or a senior scale officer in independent charge
• Against a JAG officer, it lies to the ADRM in relation to his departments, or to the DRM
• Against an ADRM or DRM, it lies to a SAG officer at the zonal headquarters in pay band 4 with grade pay Rs 10,000
• Against such a SAG officer, it lies to a PHOD in pay band 4 with grade pay Rs 12,000
• Against a PHOD, it lies to the AGM, the CAO or the GM; against them, to the RAILWAY BOARD; against the Board, to the PRESIDENT

• THE THREE NOTES
  • An APPOINTING AUTHORITY, an authority of equivalent rank, or any higher authority may impose the penalties in clauses (vii), (viii) and (ix)
  • Where the post of appellate authority is VACANT, the next higher authority in the row below becomes the appellate authority
  • An authority competent to dismiss, remove or compulsorily retire may also impose ANY LOWER PENALTY
  So the appeal always climbs one row, and you should read the next row down when a post is vacant.

अनुसूची का पाँचवाँ स्तंभ हर अनुशासनिक प्राधिकारी के सामने अपील प्राधिकारी बताता है।

• प्रभारी वरिष्ठ पर्यवेक्षक के विरुद्ध अपील कनिष्ठ श्रेणी या समूह ख के सहायक अधिकारी के पास जाती है
• सहायक अधिकारी के विरुद्ध वह वरिष्ठ श्रेणी अधिकारी, या स्वतंत्र प्रभार वाले सहायक अधिकारी के पास जाती है
• वरिष्ठ श्रेणी अधिकारी के विरुद्ध वह कनिष्ठ प्रशासनिक ग्रेड अधिकारी, या स्वतंत्र प्रभार वाले वरिष्ठ श्रेणी अधिकारी के पास जाती है
• जेएजी अधिकारी के विरुद्ध वह उनके विभागों के एडीआरएम, या मंडल रेल प्रबंधक के पास जाती है
• एडीआरएम या मंडल रेल प्रबंधक के विरुद्ध वह वेतन बैंड 4 में 10,000 रुपये ग्रेड वेतन वाले क्षेत्रीय मुख्यालय के एसएजी अधिकारी के पास जाती है
• ऐसे एसएजी अधिकारी के विरुद्ध वह वेतन बैंड 4 में 12,000 रुपये ग्रेड वेतन वाले पीएचओडी के पास जाती है
• पीएचओडी के विरुद्ध वह अपर महाप्रबंधक, सीएओ या महाप्रबंधक के पास; उनके विरुद्ध रेलवे बोर्ड के पास; बोर्ड के विरुद्ध राष्ट्रपति के पास जाती है

• तीन नोट
  • नियुक्ति प्राधिकारी, समकक्ष रैंक के प्राधिकारी, या कोई उच्चतर प्राधिकारी खंड (vii), (viii) और (ix) की शास्तियाँ लगा सकते हैं
  • जहाँ अपील प्राधिकारी का पद रिक्त हो, वहाँ नीचे की पंक्ति का अगला उच्चतर प्राधिकारी अपील प्राधिकारी बन जाता है
  • जो प्राधिकारी बर्खास्त, पदच्युत या अनिवार्य सेवानिवृत्त कर सकते हैं, वे कोई भी निचली शास्ति भी लगा सकते हैं
  अर्थात् अपील सदा एक पंक्ति ऊपर चढ़ती है, और पद रिक्त हो तो नीचे की अगली पंक्ति आप पढ़िए।

Schedule III — DISCIPLINARY POWERS OVER GAZETTED OFFICERSअनुसूची III — राजपत्रित अधिकारियों पर अनुशासनिक शक्तियाँ

The second notification in the appendix substitutes SCHEDULE III, for Group A and Group B railway servants.

• Over a GROUP A railway servant, the PRESIDENT has FULL POWERS
• The Railway Board may suspend, and impose the penalties in clauses (i) to (vi); the appeal lies to the President
• A GM or AGM looking after the current duties of the GM may suspend and impose clauses (i), (iii), (iii-a), (iii-b) and (iv)
• The DG of RDSO, the DG of the Railway Staff College, and CAOs in independent charge have the same powers
• Those powers reach officers up to and including SELECTION GRADE officers of the Junior Administrative Grade
• A PRINCIPAL HEAD OF DEPARTMENT has the same penalties, in the case of officers in JUNIOR SCALE
• Over a GROUP B railway servant, the President has full powers, and so does the RAILWAY BOARD
• The GM, the DG of RDSO, the DG of the Staff College and CAOs in independent charge may suspend and impose clauses (i) to (vi)
• The SECRETARY, RAILWAY BOARD acts on Group B officers of the Railway Board Secretariat Services
• A Principal Head of Department may suspend and impose clauses (i), (iii), (iii-a), (iii-b) and (iv)
• A co-ordinating HOD, or an HOD in SAG in independent charge, exercises the PHOD's powers in a production unit or a new zonal railway
• The Directors of the railway training institutes exercise them over officers in junior scale and Group B under their administrative control

So the same penalty clauses read differently for a Group A and a Group B officer, and you should name the group first.अनुबंध की दूसरी अधिसूचना समूह क और समूह ख के रेल सेवकों के लिए अनुसूची III प्रतिस्थापित करती है।

• प्रधान विभागाध्यक्ष निलंबित कर खंड (i), (iii), (iii-a), (iii-b) और (iv) लगा सकते हैं
• उत्पादन इकाई या नई क्षेत्रीय रेल में समन्वयक एचओडी, या स्वतंत्र प्रभार वाले एसएजी के एचओडी, पीएचओडी की शक्तियाँ प्रयोग करते हैं
• रेल प्रशिक्षण संस्थानों के निदेशक उन्हें अपने प्रशासनिक नियंत्रण के कनिष्ठ श्रेणी और समूह ख अधिकारियों पर प्रयोग करते हैं

अर्थात् वही शास्ति खंड समूह क और समूह ख के अधिकारी में अलग पढ़े जाते हैं, और पहले समूह आप बताइए।
