Item 14 — PENSION, GRATUITY AND LEAVE ENCASHMENTमद 14 — पेंशन, उपदान और अवकाश नकदीकरण

The item sanctions pension or service gratuity, retirement or death gratuity, commutation of pension, and leave encashment.

• PHOD, CHOD or HOD: FULL POWERS UP TO JAG OR SG
• DRM, ADRM or CWM: FULL POWERS; the divisional column: NIL
• For officers of SAG and above, the power rests with the PCPO or a SAG officer of the Personnel department
• In the Accounts department the PFA or FA in the general branch exercises it
• In the RPF department the PCSC or CSC exercises it
• Finance concurrence is not necessary
• The authority is RULE 89 of the Railway Services (Pension) Rules, 1993

So the sanctioning officer changes with the department, and you should name the department first.यह मद पेंशन या सेवा उपदान, सेवानिवृत्ति या मृत्यु उपदान, पेंशन का संराशीकरण, और अवकाश नकदीकरण स्वीकृत करती है।

• आरपीएफ विभाग में उसे पीसीएससी या सीएससी प्रयोग करते हैं
• वित्त सहमति आवश्यक नहीं
• प्राधिकार रेल सेवा (पेंशन) नियम, 1993 का नियम 89 है

अर्थात् स्वीकृति देने वाला अधिकारी विभाग के साथ बदलता है, और पहले विभाग आप बताइए।

Items 15 to 17 — CHARGE, AN ADVANCE AND A ROAD JOURNEYमद 15 से 17 — प्रभार, अग्रिम और सड़क यात्रा

Item 15 treats as duty the period spent handing over and taking over charge. That arises where several SCATTERED WORKS OR STORES have to be inspected before the transfer of charge is completed.

• PHOD: full powers UP TO SG; the DRM's column: full powers up to SG; the divisional column: NIL
• The period so treated runs up to a MAXIMUM OF 6 DAYS

• ITEM 16 — AN ADVANCE OF TA OR DA
  • PHOD: full powers, INCLUDING FOR THEMSELVES
  • The DRM's column: full powers for officers working under their control
  • JA Grade or Sr Scale: full powers for officers working under their control
• ITEM 17 — A ROAD JOURNEY BETWEEN TWO STATIONS CONNECTED BY RAIL
  • PHOD: FULL POWERS; the DRM's column: NIL
  • JAG or Sr Scale in independent charge: full powers for officers under their control
  • That journey must be in connection with a SURPRISE INSPECTION OF A LEVEL CROSSING
  • It may be for a surprise check at stations, against ticketless travel
  • It may be for ACCIDENTS AND BREACHES
  So the road journey is allowed for three named errands, and you should name the errand with the sanction.

मद 15 प्रभार सौंपने और लेने में लगी अवधि को ड्यूटी मानती है। यह वहाँ आता है जहाँ प्रभार का हस्तांतरण पूरा होने से पहले कई बिखरे कार्य या भंडार देखने हों।

• पीएचओडी: एसजी तक पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: एसजी तक पूर्ण शक्तियाँ; मंडल का स्तंभ: शून्य
• इस प्रकार मानी गई अवधि अधिकतम 6 दिन तक चलती है

• मद 16 — यात्रा या दैनिक भत्ते का अग्रिम
  • पीएचओडी: पूर्ण शक्तियाँ, अपने लिए भी
  • मंडल रेल प्रबंधक का स्तंभ: अपने अधीन काम करने वाले अधिकारियों में पूर्ण शक्तियाँ
  • जेए ग्रेड या वरिष्ठ श्रेणी: अपने अधीन काम करने वाले अधिकारियों में पूर्ण शक्तियाँ
• मद 17 — रेल से जुड़े दो स्टेशनों के बीच सड़क यात्रा
  • पीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: शून्य
  • स्वतंत्र प्रभार वाली जेएजी या वरिष्ठ श्रेणी: अपने अधीन अधिकारियों में पूर्ण शक्तियाँ
  • वह यात्रा समपार के आकस्मिक निरीक्षण से जुड़ी होनी चाहिए
  • वह बिना टिकट यात्रा के विरुद्ध स्टेशनों की आकस्मिक जाँच के लिए हो सकती है
  • वह दुर्घटनाओं और कटावों के लिए हो सकती है
  अर्थात् सड़क यात्रा तीन नामित कामों के लिए है, और स्वीकृति के साथ वह काम आप बताइए।

Items 18 to 20 — CONVEYANCE, A LONG HALT AND A QUARTERमद 18 से 20 — वाहन भत्ता, लंबा पड़ाव, क्वार्टर

Item 18 grants the consolidated conveyance allowance.

• PHOD: FULL POWERS; the divisional column: NIL

• ITEM 19 — A HALT OF MORE THAN THIRTY DAYS
  • It grants TA or DA for a continuous halt of more than 30 days, in accordance with the codal provisions
  • PHOD: full powers UP TO 180 DAYS; the DRM's column: full powers up to 180 days; the divisional column: Nil
  • Finance concurrence is not necessary
• ITEM 20 — RETAINING A QUARTER
  • It permits the retention of quarters on transfer, deputation, retirement and death
  • SDGM: FULL POWERS; the DRM's column: full powers for quarters under their control
  • Where the ward of a railway employee is studying in class 9 or class 11, retention may be allowed on EDUCATIONAL GROUND
  • It then covers the current academic session and the next one, that is the examination of class 10 or class 12
  • It runs till the end of that scholastic session, PLUS 15 DAYS
  So a child's examination extends the quarter by a session and a fortnight, and you should give the fifteen days too.

मद 18 समेकित वाहन भत्ता देती है।

• मद 19 — तीस दिन से अधिक का पड़ाव
  • यह संहिता के प्रावधानों के अनुसार, 30 दिन से अधिक के लगातार पड़ाव पर यात्रा या दैनिक भत्ता देती है
  • पीएचओडी: 180 दिन तक पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: 180 दिन तक पूर्ण शक्तियाँ; मंडल का स्तंभ: शून्य
  • वित्त सहमति आवश्यक नहीं
• मद 20 — क्वार्टर रखना
  • यह स्थानांतरण, प्रतिनियुक्ति, सेवानिवृत्ति और मृत्यु पर क्वार्टर रखने की अनुमति देती है
  • एसडीजीएम: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: अपने अधीन क्वार्टरों में पूर्ण शक्तियाँ
  • जहाँ रेल कर्मचारी का बच्चा कक्षा 9 या कक्षा 11 में पढ़ रहा हो, वहाँ शैक्षिक आधार पर क्वार्टर रखने की छूट दी जा सकती है
  • तब वह चालू शैक्षिक सत्र और अगला सत्र, अर्थात् कक्षा 10 या कक्षा 12 की परीक्षा, ढकती है
  • वह उस शैक्षिक सत्र के अंत तक, और उसके 15 दिन बाद तक चलती है
  अर्थात् बच्चे की परीक्षा क्वार्टर को एक सत्र और एक पखवाड़ा बढ़ा देती है, और वे पंद्रह दिन भी आप बताइए।
