Item 3.2(A) — ACCEPTANCE OF TENDERS UNDER PARA 341-Sमद 3.2(A) — पैरा 341-S के अधीन निविदा की स्वीकृति

The powers under this item are the ones generally called the PURCHASE POWERS of the respective authorities. They cover drugs and surgical items, and TURNKEY WORK involving the supply of stores and the performance of a service.

• PCMM: RS 200 CRORE; CMM: RS 10 CRORE
• Dy CMM: DIRECT ACCEPTANCE of Rs 50 lakh, and Rs 1 crore on the recommendation of a Sr Scale TC
• SMM: Rs 10 lakh; AMM: Rs 5 lakh
• Other Officers: as per item 6(B) of this Part
• For drugs and surgical items only, Depot and Divisional Stores Officers: RS 1 LAKH PER CASE
• A tender case above Rs 200 crore and up to Rs 500 crore is accepted by the AGM
• Above Rs 500 crore it is accepted by the GM

So the purchase power and the tender committee are two different ladders, and you should not read one for the other.इस मद की शक्तियाँ वही हैं जिन्हें सामान्यतः संबंधित प्राधिकारियों की क्रय शक्तियाँ कहा जाता है। इनमें दवाएँ और शल्य मदें आती हैं, और वह टर्नकी कार्य भी जिसमें भंडार की आपूर्ति तथा सेवा का निष्पादन दोनों हों।

• पीसीएमएम: 200 करोड़ रुपये; सीएमएम: 10 करोड़ रुपये
• डिप्टी सीएमएम: 50 लाख रुपये की सीधी स्वीकृति, और वरिष्ठ श्रेणी समिति की सिफारिश पर 1 करोड़ रुपये
• एसएमएम: 10 लाख रुपये; एएमएम: 5 लाख रुपये
• अन्य अधिकारी: इस भाग की मद 6(B) के अनुसार
• केवल दवाओं और शल्य मदों में डिपो तथा मंडलीय भंडार अधिकारी: प्रति मामला 1 लाख रुपये
• 200 करोड़ रुपये से ऊपर और 500 करोड़ रुपये तक की निविदा अपर महाप्रबंधक स्वीकार करते हैं
• 500 करोड़ रुपये से ऊपर उसे महाप्रबंधक स्वीकार करते हैं

अर्थात् क्रय शक्ति और निविदा समिति दो अलग सीढ़ियाँ हैं, और एक को दूसरी के बदले आप मत पढ़िए।

Item 3.2(A) — WHAT A DIVISION MAY BUY IN MEDICINEमद 3.2(A) — मंडल दवा में क्या खरीद सकता है

The remarks against this item hold the division and the depot to one list.

• The list is the one of items from the VETTED ANNUAL MEDICAL INDENT
• The PCMD circulates that list, and authorises it to the MD or CMS of the field units
• NO OTHER MEDICINE is procured at division or depot level
• For all medical items TECHNICAL SCRUTINY is done by the Medical department before acceptance
• All direct purchase is critically examined with the LARs of open tenders
• There should be no spurt in the rates proposed to be accepted under direct purchase
• For all direct purchases e-tendering through IREPS is followed

So a division buys only what the vetted indent already named, and you should send the rest up.इस मद के सामने की टिप्पणियाँ मंडल और डिपो को एक ही सूची से बाँधती हैं।

• वह सूची जाँचे हुए वार्षिक चिकित्सा मांगपत्र की मदों की है
• पीसीएमडी वह सूची परिचालित करते हैं, और क्षेत्रीय इकाइयों के एमडी या सीएमएस को प्राधिकृत करते हैं
• मंडल या डिपो स्तर पर कोई दूसरी दवा नहीं खरीदी जाती
• सब चिकित्सा मदों में स्वीकृति से पहले चिकित्सा विभाग तकनीकी परीक्षण करता है
• हर सीधी खरीद की खुली निविदा की एलएआर से कड़ी जाँच होती है
• सीधी खरीद में स्वीकार की जाने वाली दरों में कोई उछाल नहीं होना चाहिए
• हर सीधी खरीद में आईआरईपीएस से ई-निविदा अपनाई जाती है

अर्थात् मंडल केवल वही खरीदता है जो जाँचे हुए मांगपत्र में पहले से हो, और शेष ऊपर आप भेजिए।

Item 3.2(B) — RELEASE OF FOREIGN EXCHANGEमद 3.2(B) — विदेशी मुद्रा जारी करना

The item releases foreign exchange, and pays through a letter of credit or a telegraphic transfer.

• PCMM: up to his POWER OF ACCEPTANCE
• CMM: up to his power of acceptance
• Dy CMM, SMM and AMM: the cells are printed as dashes
• The Other Officers column: NIL
• The authority runs from PARA 324-S and the letter of 21.6.1971 to the letter of 12.03.15

So foreign exchange stops at the CMM, and you should read a dash here as no power at all.यह मद विदेशी मुद्रा जारी करती है, और साख पत्र या तार अंतरण से भुगतान करती है।

• पीसीएमएम: अपनी स्वीकृति की शक्ति तक
• सीएमएम: अपनी स्वीकृति की शक्ति तक
• डिप्टी सीएमएम, एसएमएम और एएमएम: खाने डैश के रूप में छपे हैं
• अन्य अधिकारी स्तंभ: शून्य
• प्राधिकार पैरा 324-S और 21.6.1971 के पत्र से 12.03.15 के पत्र तक चलता है

अर्थात् विदेशी मुद्रा सीएमएम पर रुक जाती है, और यहाँ डैश को आप शक्ति का न होना पढ़िए।
