Item 2.9 — OILS AND LUBRICANTS FROM A PSUमद 2.9 — सार्वजनिक उपक्रम से तेल और स्नेहक

The item buys oils and lubricants marketed by public sector undertakings, on single tender basis.

• PCMM: RS 10 CRORE; CMM: Rs 5 crore
• Dy CMM, SMM, AMM and the Other Officers column: NIL
• These powers, 100% ADVANCE PAYMENT included, require no tender committee
• They require no finance concurrence either
• Where the prices are NOT GOVERNMENT ADMINISTERED, a limited tender is called in place of the single tender
• Finance concurrence is not required for calling that limited tender

So an administered price is what allows the single tender, and you should call a limited tender when it is not.यह मद सार्वजनिक क्षेत्र के उपक्रमों द्वारा बेचे जाने वाले तेल और स्नेहक एकल निविदा के आधार पर खरीदती है।

• पीसीएमएम: 10 करोड़ रुपये; सीएमएम: 5 करोड़ रुपये
• डिप्टी सीएमएम, एसएमएम, एएमएम और अन्य अधिकारी स्तंभ: शून्य

अर्थात् एकल निविदा नियंत्रित कीमत से बनती है, और वह न हो तो सीमित निविदा आप बुलाइए।

Item 2.10 — NON-FERROUS ITEMS ON A SINGLE TENDERमद 2.10 — अलौह मदों की एकल निविदा

The item invites single tenders for non-ferrous items from MMTC, HCL and HZL.

• PCMM: up to the limit of HIS POWERS OF PURCHASE
• CMM, Dy CMM and SMM: up to their powers of purchase
• AMM: NIL; Other Officers: up to their powers of purchase

• THE NOTE ON NON-FERROUS METALS
  • After the dismantling of the JPC, procurement follows the Board's letter of 15.10.92
  • For non-ferrous metals the TENDER COMMITTEE FORMALITIES may be dispensed with
  • That dispensation runs up to the PCMM's own powers of purchase
  • It is done in consultation with associate finance
  • 100% advance payment on a PROFORMA INVOICE may also be made
  So the committee may go but finance stays, and you should name the consultation that replaces it.

यह मद एमएमटीसी, एचसीएल और एचजेडएल से अलौह मदों की एकल निविदा बुलाती है।

  • यह सहयोगी वित्त के परामर्श से होती है
  • प्रोफार्मा बीजक पर 100% अग्रिम भुगतान भी किया जा सकता है
  अर्थात् समिति जा सकती है पर वित्त रहता है, और उसकी जगह लेने वाला परामर्श आप बताइए।

Item 2.11 — KVIC, ACASH AND THE ORDNANCE FACTORIESमद 2.11 — केवीआईसी, अकाश और आयुध कारखाने

The item purchases from KVIC, from ACASH, and from the Ordnance Factories of the Ministry of Defence. The Ordnance Factories are named here only for FOG SIGNALS, and the purchase is on single tender basis.

• PCMM, CMM, Dy CMM, SMM and AMM: up to the limit of their powers of purchase
• The Other Officers column: NIL
• These powers are exercised WITHOUT a tender committee
• They are exercised WITH the concurrence of associate finance
• A further remark printed in this block says finance concurrence is not necessary, on the authority of 20.5.1960
• The row also refers to a note xii, which this section's own list of notes does not carry

So the item dispenses with the committee and not with finance, and you should read the two remarks as printed.यह मद केवीआईसी से, अकाश से, और रक्षा मंत्रालय के आयुध कारखानों से खरीद करती है। आयुध कारखानों का नाम यहाँ केवल कोहरा संकेतों के लिए है, और खरीद एकल निविदा के आधार पर है।

अर्थात् यह मद समिति को छोड़ती है, वित्त को नहीं, और दोनों टिप्पणियाँ जैसी छपी हैं वैसी आप पढ़िए।

Note ix — WHEN HANDLOOM SUPPLIES ARE DELAYEDनोट ix — जब हथकरघा आपूर्ति में देरी हो

The note follows item 2.11 into the handloom trade.

• The Board's letter of 08.05.90 allows handloom items on single tender basis from ACASH
• Where delays are apprehended in receipt of handloom supplies through ACASH, the railway need not wait
• It may make an EMERGENCY PURCHASE of the immediate minimum demands
• That purchase is made directly from the handloom units the Development Commissioner for Handlooms notifies
• He belongs to the Government of India, Ministry of Textiles
• If those units are also unable to supply, the emergency purchase may be of MILL-MADE items
• That last step exists to avoid complaints from the user

So the note descends one step at a time, and you should reach the mill only at the end.यह नोट मद 2.11 के पीछे हथकरघा व्यापार तक जाता है।

• बोर्ड का 08.05.90 का पत्र अकाश से एकल निविदा पर हथकरघा मदें लेने देता है

• वे भारत सरकार, वस्त्र मंत्रालय के हैं
• यदि वे इकाइयाँ भी आपूर्ति न कर सकें, तो आपात खरीद मिल में बनी मदों की हो सकती है
• वह अंतिम चरण उपयोगकर्ता की शिकायत टालने के लिए है

अर्थात् नोट एक-एक सीढ़ी उतरता है, और मिल तक आप अंत में ही पहुँचिए।

Item 2.12 — NEGOTIATION WITH A TENDERERमद 2.12 — निविदाकार से बातचीत

The item enters into negotiations with tenderers, and accepts the negotiated rates.

• PCMM, CMM, Dy CMM, SMM and AMM: up to the limit of their powers of purchase
• Other Officers: up to their powers of purchase
• The LATEST CVC INSTRUCTIONS are followed for calling negotiations
• The authority is the policy letter of 18.10.2017, paragraph 12

So a negotiation is bounded by the officer's own purchase power, and you should take the CVC's rules with it.यह मद निविदाकारों से बातचीत करती है, और तय हुई दरें स्वीकार करती है।

अर्थात् बातचीत अधिकारी की अपनी क्रय शक्ति से बँधी है, और उसके साथ सीवीसी के नियम आप लीजिए।
