Item 50(B) to (E) — A LECTURE, A FEE AND A YOGA CLASSमद 50(B) से (E) — व्याख्यान, शुल्क और योग कक्षा

Part (B) sanctions and pays an honorarium for delivering a lecture in a training school. It covers officers, supervisory staff and guest speakers.

• PHOD: full powers up to a maximum of RS 5,000 IN EACH INDIVIDUAL CASE
• The DRM's column: FULL POWERS; the Principal of a training school: FULL POWERS
• (C) Work FOR WHICH A FEE IS OFFERED, and the acceptance of that fee
• The DRM's column and JAG: full powers up to a maximum of Rs 5,000 in each individual case
• Where the fee is RECURRING, that Rs 5,000 applies to the SUM TOTAL paid to an individual in a financial year
• (D) YOGA CLASSES in railway training centres: PHOD up to RS 50,000 PER ANNUM; the other columns the same as his
• The instructor must be a CERTIFIED YOGA TRAINER from a professional yoga centre of repute
• A training centre first approaches bodies such as the RK Mission, the Yogi Vemana Kendra and the Isha Yoga Centre
• It asks them to impart the classes FREE OF COST, before inviting quotations
• Quotations are then called for finalising the instructor or centre
• (E) An honorarium to the INQUIRY OFFICER or PRESENTING OFFICER in a non-vigilance departmental enquiry
• PHOD or CHOD: FULL POWERS; the DRM's column: full powers
• That power is exercised ONLY IF the scales or rates are clearly defined

So the free class is asked for before the paid one, and you should try the yoga centre first.भाग (B) प्रशिक्षण विद्यालय में व्याख्यान देने का मानदेय स्वीकृत और भुगतान करता है। इसमें अधिकारी, पर्यवेक्षी कर्मचारी और अतिथि वक्ता आते हैं।

• (C) वह कार्य जिस पर शुल्क मिले, और उस शुल्क को लेने की अनुमति
• मंडल रेल प्रबंधक का स्तंभ और जेएजी: हर अलग मामले में अधिकतम 5,000 रुपये तक पूर्ण शक्तियाँ
• जहाँ शुल्क आवर्ती हो, वहाँ वे 5,000 रुपये वित्तीय वर्ष में किसी व्यक्ति को चुकाई कुल राशि पर लगते हैं
• (D) रेल प्रशिक्षण केंद्रों में योग कक्षाएँ: पीएचओडी प्रति वर्ष 50,000 रुपये तक; शेष स्तंभ उन्हीं जैसे
• प्रशिक्षक किसी प्रतिष्ठित व्यावसायिक योग केंद्र से प्रमाणित योग प्रशिक्षक होने चाहिए
• प्रशिक्षण केंद्र पहले आरके मिशन, योगी वेमना केंद्र और ईशा योग केंद्र जैसी संस्थाओं से संपर्क करता है
• वह उनसे कोटेशन बुलाने से पहले नि:शुल्क कक्षाएँ देने को कहता है
• फिर प्रशिक्षक या केंद्र तय करने को कोटेशन बुलाए जाते हैं
• (E) गैर-सतर्कता विभागीय जाँच में जाँच अधिकारी या प्रस्तुतकर्ता अधिकारी का मानदेय
• पीएचओडी या सीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: पूर्ण शक्तियाँ
• वह शक्ति तभी प्रयोग होती है जब दरें स्पष्ट रूप से तय हों

अर्थात् सशुल्क कक्षा से पहले नि:शुल्क कक्षा माँगी जाती है, और पहले योग केंद्र से आप कहिए।

Items 51 to 55 — AN INCREMENT, A RECOVERY AND A LOSSमद 51 से 55 — वेतनवृद्धि, वसूली और हानि

Item 51 grants an advance increment on SPORTS ACCOUNT, for excellence in sports.

• It rests on the recommendation of the Railway Sports Control Board
• PCPO: FULL POWERS; DRM or CWM: full powers for division or workshop controlled posts; the divisional column: NIL
• The fixation of pay is vetted by associate finance

• ITEMS 52 AND 53 — RECOVERING WHAT WAS OVERPAID OR IS DUE
  • Item 52 recovers IN INSTALMENTS the amounts paid erroneously to railway employees
  • PHOD, the DRM's column, and JAG and below: FULL POWERS
  • Accounts concurrence is necessary TO FIX THE NUMBER OF INSTALMENTS
  • Item 53 recovers, in a lump sum or in instalments, the arrears of subscription due from a railway servant
  • He is one admitted as a subscriber to the provident fund WITH RETROSPECTIVE EFFECT
  • Full powers in all three columns
• ITEMS 54 AND 55
  • Item 54 refunds the cost of training, and enforces the bond or money, where an employee leaves for another Government or a PSU
  • That employee secured the post on his duly forwarded application
  • PHOD, the DRM's column and the divisional column: FULL POWERS
  • Item 55 compensates a railway servant for the loss of PRIVATE PROPERTY during an accident or a strike
  • PCPO: full powers up to RS 4,000 in each case; the DRM's column: the same
  • The AGM has full powers up to Rs 5,000
  So Accounts is consulted on the number of instalments and not the recovery itself, and you should say what it decides.

  • मद 54 प्रशिक्षण की लागत वसूलती है, और बंधपत्र या धन लागू करती है, जहाँ कर्मचारी दूसरी सरकार या उपक्रम में चले जाएँ
  • उन कर्मचारी ने वह पद अपने विधिवत अग्रेषित आवेदन पर पाया होता है
  • पीएचओडी, मंडल रेल प्रबंधक का स्तंभ और मंडल का स्तंभ: पूर्ण शक्तियाँ
  • मद 55 दुर्घटना या हड़ताल में निजी संपत्ति की हानि पर रेल सेवक को प्रतिकर देती है
  • पीसीपीओ: हर मामले में 4,000 रुपये तक पूर्ण शक्तियाँ; मंडल रेल प्रबंधक का स्तंभ: वही
  • अपर महाप्रबंधक को 5,000 रुपये तक पूर्ण शक्तियाँ हैं
  अर्थात् लेखा से किस्तों की संख्या पूछी जाती है, वसूली नहीं, और वह क्या तय करता है यह आप कहिए।

Items 56 to 59 — COMPENSATION AND CLASSIFICATIONमद 56 से 59 — प्रतिकर और वर्गीकरण

Item 56 grants compensation other than that a Claims Commissioner awards.

• Every column is NIL
• Accounts concurrence is necessary, and the GM may sanction up to 24 MONTHS' EMOLUMENTS of the railway servant
• Item 57 classifies railway servants under the HOURS OF EMPLOYMENT RULE
• PCPO: FULL POWERS; the other two columns: NIL
• The authority is item 18 of the GM's delegation
• Item 58 sanctions payment of compensation under the EMPLOYEES' COMPENSATION ACT
• All three columns carry FULL POWERS, and the authority is SECTION 136 of the Indian Railways Act, 1989
• Item 59 sanctions the refund of provident fund BY INSTALMENT, by non-gazetted staff on reappointment
• PHOD: FULL POWERS, exercised for staff holding posts to which he is empowered to make reappointment
• The authority is RULE 917 of the IREC Volume I

So compensation beyond the Commissioner's award is the GM's, and you should give his two years' emoluments.मद 56 दावा आयुक्त के अधिनिर्णय से भिन्न प्रतिकर देती है।

• मद 59 पुनर्नियुक्ति पर अराजपत्रित कर्मचारियों से भविष्य निधि की किस्तों में वापसी स्वीकृत करती है
• पीएचओडी: पूर्ण शक्तियाँ, उन कर्मचारियों में जिनके पदों पर वे पुनर्नियुक्ति करने में सक्षम हैं
• प्राधिकार आईआरईसी खंड I का नियम 917 है

अर्थात् आयुक्त के अधिनिर्णय से आगे का प्रतिकर महाप्रबंधक का है, और उनके दो वर्ष के परिलब्ध आप बताइए।

Item 60 — REWARDS TO NON-GAZETTED STAFFमद 60 — अराजपत्रित कर्मचारियों को पुरस्कार

Part (A) rewards cases connected with AVERTING OR REDUCING THE SEVERITY OF ACCIDENTS.

• PHOD or CHOD: full powers up to RS 7,500 IN EACH CASE; HOD: up to Rs 2,000 in each case
• DRM or CWM: full powers up to Rs 7,500 in each case; CWM or ADRM: up to Rs 2,000 in each case
• JA Grade or Sr Scale in independent charge: full powers up to Rs 1,000 in each case
• (B) SUGGESTIONS AND INVENTIONS: PHOD or CHOD up to Rs 4,000 in each individual case
• DRM or CWM: up to Rs 2,500 in each individual case, to an annual ceiling of Rs 50,000; ADRM: up to Rs 2,000
• JAG or Sr Scale in independent charge: up to Rs 1,000 in each individual case
• JAG at headquarters: full powers for SPOT REWARDS up to Rs 1,000 in each individual case
• Where the employee SECURES THE PATENT for the innovation, the PHOD has up to RS 15,000 in each case
• He must transfer the rights to Indian Railways UNCONDITIONALLY, and the innovation must be considered useful
• The DRM there has up to Rs 25,000 in such a case, and the AGM up to Rs 50,000
• (C) OTHER CASES of meritorious or outstanding work, RPF staff included: PHOD up to Rs 5,000 in each individual case
• DRM or CWM: up to Rs 4,000; ADRM: up to Rs 2,000; JAG or Sr Scale in independent charge: up to Rs 1,000
• SS, Jr Scale or an Assistant Officer: full powers up to Rs 500 in each individual case
• A case above the delegated monetary limit is processed through the STANDING SCREENING COMMITTEE for the GM's sanction

So a patent lifts the reward far above the ordinary, and you should name the unconditional transfer that earns it.भाग (A) दुर्घटना टालने या उसकी गंभीरता घटाने से जुड़े मामलों को पुरस्कृत करता है।

• स्वतंत्र प्रभार वाली जेएजी या वरिष्ठ श्रेणी: हर अलग मामले में 1,000 रुपये तक
• मुख्यालय में जेएजी: मौके के पुरस्कारों में हर अलग मामले में 1,000 रुपये तक पूर्ण शक्तियाँ
• जहाँ कर्मचारी उस नवाचार का पेटेंट पाएँ, वहाँ पीएचओडी को हर मामले में 15,000 रुपये तक हैं
• उन्हें अधिकार भारतीय रेल को बिना शर्त देने होते हैं, और नवाचार उपयोगी माना जाना चाहिए
• वहाँ मंडल रेल प्रबंधक को ऐसे मामले में 25,000 रुपये तक हैं, और अपर महाप्रबंधक को 50,000 रुपये तक
• (C) सराहनीय या उत्कृष्ट कार्य के अन्य मामले, आरपीएफ कर्मचारी सहित: पीएचओडी हर अलग मामले में 5,000 रुपये तक
• मंडल रेल प्रबंधक या सीडब्ल्यूएम: 4,000 रुपये तक; एडीआरएम: 2,000 रुपये तक; स्वतंत्र प्रभार वाली जेएजी या वरिष्ठ श्रेणी: 1,000 रुपये तक
• एसएस, कनिष्ठ श्रेणी या सहायक अधिकारी: हर अलग मामले में 500 रुपये तक पूर्ण शक्तियाँ
• प्रत्यायोजित धन सीमा से ऊपर का मामला स्थायी छानबीन समिति से होकर महाप्रबंधक की स्वीकृति के लिए जाता है

अर्थात् पेटेंट पुरस्कार को साधारण से बहुत ऊपर ले जाता है, और उसे पाने वाला बिना शर्त अंतरण आप बताइए।
