Item 7(G)(i)(a) — TIME TO PAY THE BALANCE SALE VALUEमद 7(G)(i)(a) — शेष विक्रय मूल्य चुकाने का समय
The item extends the time for payment of the balance sale value, and forfeits the lot and the EMD when it is not paid.
- The permissible FREE TIME for payment is 10 DAYS where the lot is below Rs 3 lakh
- It is 15 DAYS where the lot is above Rs 3 lakh
- After that period the payment is allowed WITH INTEREST
- The interest is 2% ABOVE the prime lending rate of the State Bank of India
- It runs for the period beyond the permissible one
- The outer limit is 40 DAYS for line lots and 35 DAYS for depot lots, from the date of the auction
- The PLR applicable from time to time is obtained from the bank and communicated by the PCMM
- Where the office is closed on the last day, payment is accepted on the NEXT WORKING DAY
- भुगतान का अनुमेय मुक्त समय 10 दिन है, जहाँ लॉट 3 लाख रुपये से कम का हो
- वह 15 दिन है, जहाँ लॉट 3 लाख रुपये से अधिक का हो

Item 7(G)(i)(b) and (ii) — TIME TO TAKE DELIVERYमद 7(G)(i)(b) और (ii) — सुपुर्दगी लेने का समय
Part (b) extends the time for delivery with ground rent, and forfeits the lot and the deposited sale value.
- COS, CMM and Dy CMM: FULL POWERS; SMM: RS 1 LAKH; AMM: Rs 50,000
- Sr DMM or Dy CMM of a scrap depot: FULL POWERS
- The FREE DELIVERY TIME is at most 50 DAYS for line lots and 40 DAYS for depot scrap, from the date of auction
- The concerned ADRM may extend it to 65 days for line lots
- The PCMM or CMM may extend it to 50 days for depot scrap
- That is done at the time of auction, on the complexity of the lot, or later where the railway itself caused the delay
- Beyond 65 days and 50 days, delivery is given only after imposing GROUND RENT
- (ii) Extension WITHOUT ground rent: COS and CMM FULL POWERS; the rest NIL
- Where the delay is purely the administration's fault, that extension carries the PERSONAL APPROVAL of the GM or AGM

- यह नीलामी के समय, लॉट की जटिलता पर, या बाद में भी होता है जहाँ विलंब रेल ने ही किया हो
- 65 दिन और 50 दिन से आगे सुपुर्दगी भूमि किराया लगाकर ही दी जाती है
- (ii) भूमि किराये के बिना विस्तार: सीओएस और सीएमएम पूर्ण शक्तियाँ; शेष शून्य
- जहाँ विलंब पूरी तरह प्रशासन की चूक हो, वहाँ उस विस्तार पर महाप्रबंधक या अपर महाप्रबंधक का व्यक्तिगत अनुमोदन लगता है

Note vii — A LOT THAT TAKES LONGER TO CUTनोट vii — जो लॉट काटने में अधिक समय लेता है
The note meets the lot which cannot be removed in the ordinary free time.
- Bridge girders and microwave towers are the examples the schedule gives
- The CMM looking after sales at headquarters may allow the free delivery period of that lot as 80 DAYS
- That period is fixed IN ADVANCE, on the recommendation of the auction conducting officer
- Proper JUSTIFICATION for the enhanced free delivery period is recorded
- It is published in the CATALOGUE in advance, as a special condition of sale
- That publication maintains the EQUITY of the sale between bidders
- Finance concurrence is not required

Item 7(H) to (K) — EXCESS, GROUND RENT AND REJECTED STORESमद 7(H) से (K) — अधिक मात्रा, भूमि किराया, अस्वीकृत भंडार
Part (H) accepts payment for material found in EXCESS of the advertised quantity, while delivery is in progress.
- Every officers' column in the schedule is NIL for this item
- Depot and divisional officers accept the payment, at the rate already decided
- That runs up to a maximum of 10% of the total quantity of the lot, without finance concurrence
- (I) REFUND OF GROUND RENT on scrap material sold: COS, CMM and Dy CMM FULL POWERS; the rest Nil
- Prior finance concurrence is necessary if the amount exceeds RS 500
- (J) Disposal of REJECTED STORES the contractor has not removed within 21 DAYS of the rejection
- COS, CMM and Dy CMM: full powers to dispose of them AT THE CONTRACTOR'S RISK AND COST
- The authority is PARA 762 and PARA 764-S
- (K) Refund of payment towards SHORT DELIVERY of scrap: COS and CMM FULL POWERS; the rest Nil
- That refund carries finance concurrence, and a joint note signed by a gazetted officer of the stock holder
