Item 1(A) — CREATING A POST FOR A NEW ASSETमद 1(A) — नई परिसंपत्ति के लिए पद बनाना
The second sub-part of Part F is the NON-GAZETTED staff, and its columns are the same three.
Part (A) creates non-gazetted posts for the maintenance and operation of NEW ASSETS.
- The PHOD's column: NIL; DRM: FULL POWERS; the divisional column: NIL
- Finance concurrence IS necessary
- A DRM creates such posts on a 1:1 BASIS, after achieving the 1% target of surrenders or an equivalent matching money value
- He may create them from the POOL OF SURRENDERED POSTS on the same 1:1 basis
- Where he has no posts to surrender on that basis, the proposal goes to headquarters for sanction
- For headquarters and extra-divisional offices the powers rest with the GM only
- NO matching surrender is required for the creation of RUNNING CADRE posts
- Posts identified for surrender by a WORK STUDY report may not be used for creation against the pool
- The percentage distribution laid down for different categories is followed by divisions

- कार्य अध्ययन रिपोर्ट से अभ्यर्पण के लिए चिह्नित पद उस पूल के विरुद्ध सृजन में काम नहीं आते
- मंडल विभिन्न श्रेणियों के लिए तय प्रतिशत वितरण का पालन करते हैं

Item 1 — WHAT A NEW ASSET MEANS, AND THE OTHER THREE PARTSमद 1 — नई परिसंपत्ति का अर्थ, और शेष तीन भाग
The notes define the new asset the post is created for.
- It is not only an asset created by or through works the CONSTRUCTION ORGANIZATION executes, railway electrification included
- It is also every asset created or acquired by the OPEN LINE ORGANIZATION
- All ADDITIONS to rolling stock, as distinct from replacements debitable to Capital, are treated as new assets too
- PARTS (B), (C) AND (D)
- (B) Creation or extension of WORK CHARGED posts: PHOD or CHOD FULL POWERS
- DRM or CWM: full powers for the posts the division or workshop controls
- Such a post is created or extended only if SPECIFIC PROVISION exists in the sanctioned estimate, and as per the yardstick
- Associate finance concurrence is necessary, and the proposals are routed through the CADRE CONTROLLING AUTHORITIES
- The AGM sanctions the creation or extension of a GAZETTED work charged post up to JAG
- (C) Extension of a TEMPORARY post: PHOD or CHOD FULL POWERS; DRM or CWM full powers for posts controlled by them
- (D) Conversion of a temporary post into a PERMANENT post: full powers in the same two columns
- Finance concurrence is necessary in both

- सहयोगी वित्त सहमति आवश्यक है, और प्रस्ताव संवर्ग नियंत्रक प्राधिकारियों से होकर जाते हैं
- जेएजी तक के राजपत्रित कार्य-प्रभारित पद बनाना या बढ़ाना अपर महाप्रबंधक स्वीकृत करते हैं
- (C) अस्थायी पद बढ़ाना: पीएचओडी या सीएचओडी पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या सीडब्ल्यूएम अपने नियंत्रित पदों में पूर्ण शक्तियाँ
- (D) अस्थायी पद को स्थायी में बदलना: उन्हीं दो स्तंभों में पूर्ण शक्तियाँ
- दोनों में वित्त सहमति आवश्यक है

Items 2 to 4 — VARIATION, TRANSFER AND HEADQUARTERS OF A POSTमद 2 से 4 — पद में फेरबदल, स्थानांतरण और मुख्यालय
Item 2 varies and redistributes non-gazetted posts within the sanctioned strength of the grade.
- PHOD: FULL POWERS; the DRM's column: FULL POWERS
- JAG or Sr Scale in independent charge: full powers for Group D and ARTISAN staff
- The concurrence of Finance is necessary
- A variation must be required SOLELY IN THE PUBLIC INTEREST
- It rests on the changes in the DUTIES AND RESPONSIBILITIES of the posts, and NOT on the interest of an individual
- ITEM 3 — TRANSFER OF POSTS AND GRADES
- (A) A TEMPORARY transfer of a post from one station to another: PHOD FULL POWERS; the DRM full powers for posts controlled by them
- That runs up to a period of ONE YEAR without finance concurrence
- (B) A PERMANENT transfer of posts: PHOD or CHOD FULL POWERS, with finance concurrence
- ITEM 4 — FIXING THE HEADQUARTERS OF NON-GAZETTED STAFF
- PHOD: FULL POWERS; DRM or CWM: full powers for posts controlled by them
- JAG or Sr Scale in independent charge: full powers for Group D and artisan staff
- Finance concurrence is necessary

- (A) एक स्टेशन से दूसरे पर पद का अस्थायी स्थानांतरण: पीएचओडी पूर्ण शक्तियाँ; मंडल रेल प्रबंधक को अपने नियंत्रित पदों में पूर्ण शक्तियाँ
- वह बिना वित्त सहमति एक वर्ष की अवधि तक चलता है
- (B) पदों का स्थायी स्थानांतरण: पीएचओडी या सीएचओडी पूर्ण शक्तियाँ, वित्त सहमति के साथ
- मद 4 — अराजपत्रित कर्मचारियों का मुख्यालय तय करना
