Item 22 grants way leave facilities or easement rights.

• PCE: FULL POWERS
• DRM: FULL POWERS, WITHOUT any further delegation
• Divisional and headquarters officers: NIL
• Finance concurrence IS necessary
• Granting a way leave for an UNREASONABLY LONG stretch over or across railway land should be avoided
• That is particularly so for OBLIQUE crossings
• Where it is unavoidable, the bare minimum railway land parallel to the track should be used

• ITEM 23 — DISPOSAL OF UNSERVICEABLE AND SCRAP MATERIAL
  • It disposes of unserviceable and scrap material, other than scrap WOODEN SLEEPERS, by tender or auction
  • PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS
  • Chairman/RRB: FULL POWERS, subject to the extant guidelines on preservation and destruction
  • Divisional officers: FULL POWERS; the CMS and ADMOs in charge of health units: FULL POWERS
  • Finance concurrence is necessary
  • It is resorted to when the freight and loading charges of sending the material to a Stores Depot run too high
  • That is, when they are out of proportion to the value that may be realised
  • The departments take the PRIOR APPROVAL OF THE COS
  • Empties are disposed of at their own station, by auction or on tender basis
  • The authority is PARA 2314 of the Stores Code Volume II
  So scrap is sold where it lies when carriage would cost more, and you should say the COS approves first.

• मद 23 — अनुपयोगी और रद्दी सामग्री का निपटान
  • यह अनुपयोगी और रद्दी सामग्री, रद्दी लकड़ी के स्लीपरों को छोड़कर, निविदा या नीलामी से निपटाती है
  • पीएचओडी/एचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ
  • अध्यक्ष/आरआरबी: पूर्ण शक्तियाँ, परिरक्षण और विनाश के प्रचलित दिशानिर्देशों के अधीन
  • मंडल अधिकारी: पूर्ण शक्तियाँ; स्वास्थ्य इकाइयों के प्रभारी सीएमएस और एडीएमओ: पूर्ण शक्तियाँ
  • वित्त सहमति आवश्यक है
  • यह तब किया जाता है जब सामग्री भंडार डिपो भेजने का भाड़ा और लदान प्रभार बहुत ऊँचा पड़े
  • अर्थात् जब वे मिलने वाले मूल्य के अनुपात से बाहर हों
  • विभाग सीओएस का पूर्व अनुमोदन लेते हैं
  • खाली पात्र अपने ही स्टेशन पर, नीलामी या निविदा के आधार पर, निपटाए जाते हैं
  • प्राधिकार भंडार संहिता खंड II का पैरा 2314 है
  अर्थात् ढुलाई महँगी हो तो रद्दी वहीं बिकती है, और पहले सीओएस अनुमोदन देते हैं — यह आप कहिए।

Items 24 and 25 — STRUCTURES, GUNNY BAGS AND WASTE PAPERमद 24 और 25 — संरचनाएँ, बोरे और रद्दी कागज

Item 24(A) sells redundant buildings or structures not required by the railway, through tender or auction.

• DRM or CWM: FULL POWERS; divisional and headquarters officers: NIL
• Finance concurrence is necessary, and the authority is item 41 of the GM's delegation

• ITEM 24(B) — EMPTY GUNNY BAGS
  • Sale of empty gunny bags through tender or by auction
  • DRM, ADRM, CWM or SAG: FULL POWERS; divisional officers: FULL POWERS
  • Finance concurrence is NOT necessary, and the authority is PARA 2319 of the Stores Code Volume II
• ITEM 25 — SALE OF WASTE PAPER
  • DRM, ADRM, CWM or SAG: FULL POWERS; divisional officers: FULL POWERS
  • Finance concurrence is NOT necessary
  • The value realised is credited to SUNDRY EARNINGS under head Z.670
  • The sale is effected on tender or by auction
  • The authority is PARA 2409A of the Stores Code Volume II
  So waste paper earns the railway money, and you should name the head it is credited to.

  अर्थात् रद्दी कागज रेलवे को धन देता है, और वह किस शीर्ष में जमा होता है — यह आप बताइए।

Item 26 — WRITE-OFF OF LOSSES OF STORESमद 26 — भंडार की हानियाँ बट्टे खाते डालना

Part (A) writes off losses of stores, tools and plant, and it divides by responsibility.

• WHERE A RAILWAY EMPLOYEE IS NOT RESPONSIBLE
  • PHOD or CAO/CN: up to RS 2 LAKH in each case; HOD: up to Rs 1 lakh
  • DRM, ADRM or CWM: up to Rs 2 lakh in each case; SAG officers: up to Rs 50,000 in each case
  • Divisional and headquarters officers: up to Rs 5,000 in each case
• WHERE A RAILWAY EMPLOYEE IS RESPONSIBLE
  • PHOD or CAO/CN: up to RS 1 LAKH in each case; HOD: up to Rs 50,000 in each case
  • DRM, ADRM or CWM: up to Rs 1 lakh in each case; SAG officers: up to Rs 50,000 in each case
  • Divisional and headquarters officers: up to Rs 1,000 in each case
• THE NOTES
  • Finance concurrence is necessary for more than Rs 1,000 in each case
  • Losses may arise due to accidents, theft or stores verification
  • A REPORT goes to the Railway Board
  • In a theft case the FINAL ENQUIRY REPORT of the police is required
  • That is excepted only where it is definitely known that the case would prolong
  • LOSSES OF CASH are not written off except with the sanction of the GENERAL MANAGER
  • The authority is PARA 1102 and PARA 1113 of the Financial Code Volume I, with item 44 of the GM's delegation
  So responsibility halves every figure, and you should never write off cash below the GM.

  • मंडल रेल प्रबंधक, एडीआरएम या सीडब्ल्यूएम: हर मामले में 1 लाख रुपये तक; एसएजी अधिकारी: हर मामले में 50,000 रुपये तक
  • मंडल और मुख्यालय अधिकारी: हर मामले में 1,000 रुपये तक
• नोट
  • हर मामले में 1,000 रुपये से अधिक पर वित्त सहमति आवश्यक है
  • हानियाँ दुर्घटना, चोरी या भंडार सत्यापन से उठ सकती हैं
  • रेलवे बोर्ड को रिपोर्ट जाती है
  • चोरी के मामले में पुलिस की अंतिम जाँच रिपोर्ट आवश्यक है
  • इसका अपवाद केवल वहाँ है जहाँ निश्चित रूप से ज्ञात हो कि मामला लंबा खिंचेगा
  • नकदी की हानि महाप्रबंधक की स्वीकृति के बिना बट्टे खाते नहीं डाली जाती
  • प्राधिकार वित्त संहिता खंड I का पैरा 1102 और पैरा 1113 है, महाप्रबंधक के प्रत्यायोजन की मद 44 के साथ
  अर्थात् जिम्मेदारी हर आँकड़ा आधा कर देती है, और नकदी महाप्रबंधक से नीचे आप कभी बट्टे खाते न डालिए।

Items 26(B) and 27 — FUEL DIFFERENCES AND DEMURRAGEमद 26(B) और 27 — ईंधन का अंतर और विलंब शुल्क

Part 26(B) writes off the difference between the invoiced quantity and the issued quantity of coal, coke and HSD oil at main depots.

• COM: up to 2% for COAL AND COKE, and up to 0.1% for DIESEL
• DRM or CWM: up to 2% for coal and coke, and up to 0.05% for diesel
• Finance concurrence is necessary above Rs 1,000
• The reduction in quantity due to TEMPERATURE VARIATION between the loading point and the receiving point is NOT written off
• It is recovered from the OIL COMPANIES, as the agreement provides
• Losses beyond the stipulated percentages need thorough investigation for remedial action

• ITEM 27 — DEMURRAGE ON RAILWAY COAL LOADS
  • (A) Demurrage due from FUEL HANDLING CONTRACTORS: COM or CCM FULL POWERS; DRM or ADRM FULL POWERS
  • Divisional officers: up to Rs 200 in each case WITHOUT finance concurrence
  • The same officers: above Rs 200 and up to Rs 1,000 in each case WITH finance concurrence
  • (B) Demurrage due to DEPARTMENTAL reasons: COM or CCM FULL POWERS; DRM or ADRM FULL POWERS; the divisional column NIL
  • Finance concurrence is necessary, and the authority is the Board's letters of 10.09.1982 and 23.04.1986
  So diesel's percentage differs at the two levels, and you should read 0.1 against 0.05.

भाग 26(B) मुख्य डिपो में कोयला, कोक और एचएसडी तेल की बिल की मात्रा तथा जारी मात्रा के अंतर को बट्टे खाते डालता है।

• सीओएम: कोयला और कोक में 2% तक, और डीजल में 0.1% तक
• मंडल रेल प्रबंधक या सीडब्ल्यूएम: कोयला और कोक में 2% तक, और डीजल में 0.05% तक
• 1,000 रुपये से ऊपर वित्त सहमति आवश्यक है
• लदान स्थल और प्राप्ति स्थल के तापमान के अंतर से आई मात्रा की कमी बट्टे खाते नहीं डाली जाती
• वह करार के प्रावधान के अनुसार तेल कंपनियों से वसूली जाती है
• तय प्रतिशतों से आगे की हानियों की गहन जाँच होती है, ताकि सुधार की कार्रवाई हो

• मद 27 — रेल कोयला लदान पर विलंब शुल्क
  • (A) ईंधन संभालने वाले ठेकेदारों से देय विलंब शुल्क: सीओएम या सीसीएम पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या एडीआरएम पूर्ण शक्तियाँ
  • मंडल अधिकारी: बिना वित्त सहमति हर मामले में 200 रुपये तक
  • वही अधिकारी: वित्त सहमति के साथ 200 रुपये से ऊपर और हर मामले में 1,000 रुपये तक
  • (B) विभागीय कारणों से देय विलंब शुल्क: सीओएम या सीसीएम पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या एडीआरएम पूर्ण शक्तियाँ; मंडल का स्तंभ शून्य
  • वित्त सहमति आवश्यक है, और प्राधिकार बोर्ड के 10.09.1982 तथा 23.04.1986 के पत्र हैं
  अर्थात् डीजल का प्रतिशत दोनों स्तरों पर अलग है, और आप 0.1 के सामने 0.05 पढ़िए।
