Items 62 and 63(A) — REPAIRS AND HIRED MULTIMEDIAमद 62 और 63(A) — मरम्मत और किराए की बहुमाध्यम सामग्री

Item 62 repairs photographic and cine photographic equipment and video cameras, and replaces their spare parts.

• CPRO, PCSO, PCME or PCSC: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS
• JAG heads of workshops, training institutions, schools and colleges: up to Rs 5,000 at a time
• Finance concurrence is necessary if the value is more than RS 15,000
• The authority is PARA 236 of the Financial Code Volume I

• ITEM 63(A) — HIRING AUDIO AND VIDEO MATERIAL
  • It hires audio or video multimedia materials for special occasions, training institutions, workshops and Hindi training
  • PHODs: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; CWM: FULL POWERS
  • Heads of workshops, training institutions, schools and colleges: up to Rs 5,000 at a time
  • Finance concurrence is necessary if the expenditure exceeds RS 15,000 for each occasion
  • The RATE REASONABLENESS is certified PERSONALLY by the hiring authority
  So Rs 15,000 is the finance line in both items, and you should notice who certifies the rate.

मद 62 छायाचित्र और सिने छायाचित्र उपकरण तथा वीडियो कैमरों की मरम्मत करती है, और उनके कलपुरजे बदलती है।

• सीपीआरओ, पीसीएसओ, पीसीएमई या पीसीएससी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ
• कारखानों, प्रशिक्षण संस्थानों, विद्यालयों और महाविद्यालयों के जेएजी प्रमुख: एक बार में 5,000 रुपये तक
• मूल्य 15,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
• प्राधिकार वित्त संहिता खंड I का पैरा 236 है

• मद 63(A) — श्रव्य और दृश्य सामग्री किराए पर
  • यह विशेष अवसरों, प्रशिक्षण संस्थानों, कार्यशालाओं और हिंदी प्रशिक्षण के लिए श्रव्य या दृश्य बहुमाध्यम सामग्री किराए पर लेती है
  • पीएचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ; सीडब्ल्यूएम: पूर्ण शक्तियाँ
  • कारखानों, प्रशिक्षण संस्थानों, विद्यालयों और महाविद्यालयों के प्रमुख: एक बार में 5,000 रुपये तक
  • हर अवसर पर व्यय 15,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
  • दर की उचितता किराए पर लेने वाला प्राधिकारी स्वयं प्रमाणित करता है
  अर्थात् दोनों मदों में वित्त की रेखा 15,000 रुपये है, और दर कौन प्रमाणित करता है — यह आप देखिए।

Item 63(B) to (D) — FILMS AND TELECAST FEESमद 63(B) से (D) — फिल्में और प्रसारण शुल्क

Part (B) produces films by the railways, documentaries and quickies included, and dubs films received from the Board or the Films Division.

• CPRO: up to RS 5 LAKH PER ANNUM
• Finance concurrence is necessary if the expenditure exceeds Rs 15,000 on each occasion

• PART (C) — SHOOTING BY OUTSIDERS
  • It covers cine or documentary film shooting by outsiders
  • CPRO: FULL POWERS
  • Finance concurrence IS necessary
  • The necessary BANK GUARANTEE and INSURANCE are complied with as per the extant procedure
• PART (D) — TELECAST AND SCREENING FEES
  • It pays the fee for telecast, broadcast and screening of railway publicity material
  • CPRO: FULL POWERS; DRMs or CWM: up to Rs 10,000 in each case, subject to an annual ceiling
  • Sr DSC or DSCs in independent charge: Rs 5,000 per case or occasion
  • Finance concurrence is not necessary up to Rs 5,000 in each case
  • It is also not necessary at DAVP APPROVED RATES
  • Such publicity material may go out as films, documentaries, quickies, publicity slides, and film and radio spots
  • The channels are Doordarshan, AIR, cinema halls and other audio or visual mediums
  So an outsider shooting on the railway leaves a guarantee, and you should say bank guarantee and insurance.

भाग (B) रेलवे से फिल्में बनवाता है, वृत्तचित्र और लघु फिल्में भी, और बोर्ड अथवा फिल्म प्रभाग से मिली फिल्मों की डबिंग कराता है।

• सीपीआरओ: प्रति वर्ष 5 लाख रुपये तक
• हर अवसर पर व्यय 15,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है

• भाग (C) — बाहरी पक्षों द्वारा शूटिंग
  • इसमें बाहरी पक्षों द्वारा सिने या वृत्तचित्र की शूटिंग आती है
  • सीपीआरओ: पूर्ण शक्तियाँ
  • वित्त सहमति आवश्यक है
  • प्रचलित प्रक्रिया के अनुसार आवश्यक बैंक गारंटी और बीमा का पालन किया जाता है
• भाग (D) — प्रसारण और प्रदर्शन शुल्क
  • यह रेल प्रचार सामग्री के प्रसारण, रेडियो प्रसारण और प्रदर्शन का शुल्क चुकाता है
  • सीपीआरओ: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक या सीडब्ल्यूएम: वार्षिक सीमा के अधीन हर मामले में 10,000 रुपये तक
  • स्वतंत्र प्रभार वाले वरिष्ठ डीएससी या डीएससी: प्रति मामला या अवसर 5,000 रुपये
  • हर मामले में 5,000 रुपये तक वित्त सहमति आवश्यक नहीं
  • डीएवीपी की अनुमोदित दरों पर भी आवश्यक नहीं
  • ऐसी प्रचार सामग्री फिल्म, वृत्तचित्र, लघु फिल्म, प्रचार स्लाइड, तथा फिल्म और रेडियो स्पॉट के रूप में जा सकती है
  • माध्यम हैं दूरदर्शन, आकाशवाणी, सिनेमा घर और अन्य श्रव्य या दृश्य माध्यम
  अर्थात् रेलवे पर शूटिंग करने वाला बाहरी पक्ष गारंटी छोड़ता है, और आप बैंक गारंटी तथा बीमा कहिए।

Items 64 and 65 — PHOTOGRAPHY JOBS AND CONSUMABLESमद 64 और 65 — छायाचित्रण के काम और उपभोज्य वस्तुएँ

Item 64 meets the expenditure on jobs done through outside agencies relating to photography and videography. Those jobs include developing and printing of photographs, translites, lamination and video editing.

• CSO or PCSC: FULL POWERS, subject to an annual ceiling limit of RS 1 LAKH
• CPRO: FULL POWERS, subject to an annual ceiling limit of RS 1.5 LAKH
• DRM, ADRM, CWM or SAG: FULL POWERS, subject to a ceiling limit of Rs 1 lakh
• At an accident site, a maximum of Rs 5,000 per annum, on par with other JAG or SS officers in independent charge
• Finance concurrence is not necessary up to Rs 5,000 in each case
• The CPRO exercises the powers for such REPETITIVE jobs through the QUOTATION route

• ITEM 65 — PHOTOGRAPHIC CONSUMABLES
  • CPRO, CSO, PCSC, PCEE, PCSTE or PCME: FULL POWERS
  • DRM, ADRM, CWM or SAG: FULL POWERS
  • Sr DSO, Sr DSC, the ZTC, the STC, the LGD, and officers in charge of a breakdown or the ART: FULL POWERS
  • Finance concurrence is necessary if the cost of the consumables exceeds RS 5,000 per occasion
  • The authority is PARA 1017 of the Financial Code Volume I
  So the CPRO's ceiling is the higher of the two, and you should pair Rs 1.5 lakh with him.

मद 64 छायाचित्रण और वीडियोग्राफी से जुड़े, बाहरी एजेंसियों से कराए गए कामों का व्यय वहन करती है। उन कामों में छायाचित्रों का विकास और छपाई, ट्रांसलाइट, लेमिनेशन और वीडियो संपादन आते हैं।

• सीएसओ या पीसीएससी: 1 लाख रुपये की वार्षिक सीमा के अधीन पूर्ण शक्तियाँ
• सीपीआरओ: 1.5 लाख रुपये की वार्षिक सीमा के अधीन पूर्ण शक्तियाँ
• मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: 1 लाख रुपये की सीमा के अधीन पूर्ण शक्तियाँ
• दुर्घटना स्थल पर, स्वतंत्र प्रभार वाले अन्य जेएजी या एसएस अधिकारियों के समान, प्रति वर्ष अधिकतम 5,000 रुपये
• हर मामले में 5,000 रुपये तक वित्त सहमति आवश्यक नहीं
• ऐसे बार-बार होने वाले कामों में सीपीआरओ ये शक्तियाँ कोटेशन के रास्ते चलाते हैं

• मद 65 — छायाचित्रण की उपभोज्य वस्तुएँ
  • सीपीआरओ, सीएसओ, पीसीएससी, पीसीईई, पीसीएसटीई या पीसीएमई: पूर्ण शक्तियाँ
  • मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ
  • वरिष्ठ डीएसओ, वरिष्ठ डीएससी, जेडटीसी, एसटीसी, एलजीडी, और ब्रेकडाउन अथवा एआरटी के प्रभारी अधिकारी: पूर्ण शक्तियाँ
  • उपभोज्य वस्तुओं की लागत प्रति अवसर 5,000 रुपये से अधिक हो, तो वित्त सहमति आवश्यक है
  • प्राधिकार वित्त संहिता खंड I का पैरा 1017 है
  अर्थात् दोनों में ऊँची सीमा सीपीआरओ की है, और 1.5 लाख रुपये आप उन्हीं से जोड़िए।
