Item 10(A) to (D) — EXPENDITURE AT AN ACCIDENT SITEमद 10(A) से (D) — दुर्घटना स्थल पर व्यय

Item 10 meets expenditure at an accident site, or on damages due to floods, breaches, cyclones, earthquakes, a bandh, a hartal or a strike.

• (A) Food, drinks and transport of injured passengers to hospitals, and of stranded passengers
• PHOD/HOD: FULL POWERS; DRM or ADRM: FULL POWERS; divisional officers: FULL POWERS
• (B) Food and drinks for staff attending to BREAKDOWN duties: the same three, all FULL POWERS
• (C) Food for labour temporarily employed in accidents or breaches for transhipment: the same three, all FULL POWERS
• (D) Setting up CAMP, LIGHTING and transhipment arrangements on breaches and accidents: the same three, all FULL POWERS

• THE NOTES
  • Finance concurrence is NOT necessary
  • A case in which an assistant officer exercises these powers is put up to the DRM for RATIFICATION
  • Officers empowered to supply food in emergent cases may use STATION EARNINGS, as the codal provisions allow
  • That is without prior finance concurrence, where the expenditure cannot be met in the normal manner
  • In item 10(C) the categories to whom cash in lieu of food supply is given are EXCLUDED
  • The accounts are rendered WITHIN TWO WEEKS
  • A nodal officer at SAG level, nominated by the GM or AGM, approves the drawl of station earnings in a disaster
  • Each railway frames the necessary procedure for that
  • The authority is RULE 1420 of the IREC Volume II of 1987
  So an accident may be paid for out of the station's earnings, and you should name the nodal officer.

मद 10 दुर्घटना स्थल के व्यय, या बाढ़, कटाव, चक्रवात, भूकंप, बंद, हड़ताल से हुई क्षति के व्यय को वहन करती है।

• (C) दुर्घटना या कटाव में लदान-स्थानांतरण के लिए अस्थायी रूप से लगे श्रमिकों का भोजन: वही तीनों, सभी पूर्ण शक्तियाँ
• (D) कटाव और दुर्घटना स्थल पर शिविर, रोशनी और लदान-स्थानांतरण की व्यवस्था: वही तीनों, सभी पूर्ण शक्तियाँ

• नोट
  • वित्त सहमति आवश्यक नहीं है
  • जिन मामलों में सहायक अधिकारी ये शक्तियाँ चलाएँ, वे पुष्टि के लिए मंडल रेल प्रबंधक के सामने रखे जाते हैं
  • आपात में भोजन देने के लिए सशक्त अधिकारी, संहिता के प्रावधानों के अनुसार, स्टेशन की आय का उपयोग कर सकते हैं
  • यह बिना पूर्व वित्त सहमति है, जहाँ व्यय सामान्य रीति से पूरा न किया जा सके
  • मद 10(C) में उन श्रेणियों को छोड़ा जाता है जिन्हें भोजन के बदले नकद मिलता है
  • लेखा दो सप्ताह के भीतर प्रस्तुत होता है
  • आपदा में स्टेशन की आय निकालने का अनुमोदन महाप्रबंधक या अपर महाप्रबंधक द्वारा नामित एसएजी स्तर का नोडल अधिकारी देता है
  • इसके लिए हर रेलवे आवश्यक प्रक्रिया बनाती है
  • प्राधिकार 1987 की आईआरईसी खंड II का नियम 1420 है
  अर्थात् दुर्घटना का खर्च स्टेशन की आय से भी हो सकता है, और नोडल अधिकारी आप बताइए।

Item 10(E) and Item 11(A) — MACHINERY, TESTS AND ANALYSISमद 10(E) और मद 11(A) — मशीनरी, जाँच और विश्लेषण

Part (E) hires road mobile restoration machinery, such as bulldozers and road cranes, from outside agencies.

• PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS; JAG or SG officers: FULL POWERS
• Finance concurrence is not necessary, and an assistant officer's case goes to the DRM for ratification
• The accounts are rendered within TWO WEEKS

• ITEM 11(A) — ANALYSIS AND CALIBRATION
  • It pays the charges for physical, metallurgical, chemical or forensic analysis of samples, for tests of articles or materials, and for calibration of instruments
  • (i) By Government labs, Government approved labs, Government institutions, the Chemical Examiner or other Government agencies
  • PHOD/HOD: FULL POWERS; DRM, ADRM, CWM or SAG: FULL POWERS
  • Branch officers and the in-charges of sheds and workshops: FULL POWERS
  • Finance concurrence is necessary beyond RS 15,000 PER OCCASION
  • (ii) By OTHER OUTSIDE agencies: the same full powers in the first two columns
  • SG or JAG in-charges of sheds and workshops, and Sr DSC or DSC(IC): FULL POWERS
  • It is resorted to only when no Government or recognised agency is available
  • The sanctioning authority ensures the reasonableness of the rate
  • (iii) ADVANCE PAYMENT against a proforma invoice for such analysis: PHOD FULL POWERS
  • SG or JAG: Rs 50,000 per case; SS or JS officers of a division or workshop: Rs 25,000 per case
  • Finance concurrence is not necessary up to Rs 15,000
  So Rs 15,000 an occasion is where finance enters, and you should try a Government lab first.

भाग (E) बाहरी एजेंसियों से सड़क की चल बहाली मशीनरी, जैसे बुलडोजर और सड़क क्रेन, किराए पर लेता है।

• पीएचओडी/एचओडी: पूर्ण शक्तियाँ; मंडल रेल प्रबंधक, एडीआरएम, सीडब्ल्यूएम या एसएजी: पूर्ण शक्तियाँ; जेएजी या एसजी अधिकारी: पूर्ण शक्तियाँ

  • शाखा अधिकारी और शेड तथा कारखानों के प्रभारी: पूर्ण शक्तियाँ
  • प्रति अवसर 15,000 रुपये से आगे वित्त सहमति आवश्यक है
  • (ii) अन्य बाहरी एजेंसियों से: पहले दो स्तंभों में वही पूर्ण शक्तियाँ
  • शेड तथा कारखानों के एसजी या जेएजी प्रभारी, और वरिष्ठ डीएससी या डीएससी(प्रभारी): पूर्ण शक्तियाँ
  • यह तभी किया जाता है जब कोई सरकारी या मान्यताप्राप्त अभिकरण उपलब्ध न हो
  • स्वीकृति प्राधिकारी दर की उचितता सुनिश्चित करता है
  • (iii) ऐसे विश्लेषण के लिए प्रोफार्मा बिल पर अग्रिम भुगतान: पीएचओडी पूर्ण शक्तियाँ
  • एसजी या जेएजी: प्रति मामला 50,000 रुपये; मंडल या कारखाने के एसएस या जेएस अधिकारी: प्रति मामला 25,000 रुपये
  • 15,000 रुपये तक वित्त सहमति आवश्यक नहीं
  अर्थात् प्रति अवसर 15,000 रुपये पर वित्त आता है, और पहले सरकारी प्रयोगशाला आप देखिए।

Item 11(B) — STATUTORY TESTING AND CERTIFICATIONमद 11(B) — सांविधिक जाँच और प्रमाणन

Part (B) is statutory testing or certification of fitness under the Pollution Control Act, the Factories Act and the like. It covers road mobile cranes, material handling equipment and pressure vessels in workshops, C&W depots and diesel or electric loco sheds.

• JAG officers: FULL POWERS

• THE NOTES
  • The testing or certification is done through agencies APPROVED by the Inspector of Factories or the Pollution Control Board
  • Finance concurrence is not necessary up to RS 5,000 per item per case, through such approved agencies
  • The sanctioning authority ensures the reasonableness of the rate
  • These powers are given to ensure COMPLIANCE WITH STATUTORY ACTS
  So this item exists for the law, not for the machine, and you should say compliance.

भाग (B) प्रदूषण नियंत्रण अधिनियम, कारखाना अधिनियम आदि के अंतर्गत सांविधिक जाँच या उपयुक्तता का प्रमाणन है। इसमें सड़क की चल क्रेन, सामग्री ढुलाई उपकरण, तथा कारखानों, सी एंड डब्ल्यू डिपो और डीजल या विद्युत लोको शेड के दाब पात्र आते हैं।

• जेएजी अधिकारी: पूर्ण शक्तियाँ

• नोट
  • जाँच या प्रमाणन कारखाना निरीक्षक या प्रदूषण नियंत्रण बोर्ड से अनुमोदित एजेंसियों से होता है
  • ऐसी अनुमोदित एजेंसियों से प्रति मद प्रति मामला 5,000 रुपये तक वित्त सहमति आवश्यक नहीं
  • स्वीकृति प्राधिकारी दर की उचितता सुनिश्चित करता है
  • ये शक्तियाँ सांविधिक अधिनियमों के पालन को सुनिश्चित करने के लिए दी गई हैं
  अर्थात् यह मद कानून के लिए है, मशीन के लिए नहीं, और आप 'पालन' कहिए।

Item 12 — HIRING QUARTERS AND LEASING BUILDINGSमद 12 — क्वार्टर किराए पर देना और भवन पट्टे पर लेना

Part (A) hires railway quarters to OUTSIDERS.

• PCE: FULL POWERS; the DRM's column: NIL; the divisional column: NIL
• It is exercised in consultation with the SDGM for a gazetted officer, and the CPO for non-gazetted staff

• PART (B) — LEASING PRIVATE BUILDINGS FOR STAFF
  • It leases private buildings for residential or office accommodation for NON-GAZETTED staff
  • CAO/CN, PCE, PCSTE or PCCM: FULL POWERS; DRM: FULL POWERS; the divisional column: NIL
  • The ceiling of rent fixed by the Board is the maximum within which the actual rentals are fixed
  • Leasing a private building for non-gazetted staff FOR THE FIRST TIME requires the sanction of the GENERAL MANAGER
• PART (C) — HIRING A RESIDENCE, AND ADVANCE RENT
  • (i) Hiring a private building as a residence, within the ceiling rent the Board fixes for officers in the various grades
  • SDGM or CAO/Con: FULL POWERS for gazetted officers
  • PCPO, CAO/C or PCSTE/Con: FULL POWERS for non-gazetted staff; the other two columns: NIL
  • Hiring a private building as the residence of a GAZETTED officer for the first time requires the PRIOR SANCTION OF THE RAILWAY BOARD
  • (ii) Payment of ADVANCE RENT: the same officers, on the same footing, and NIL in the other columns
• THE CONDITIONS ON HIRING FOR STAFF
  • It must be necessary in the railway's interest for the employee to reside in a particular locality
  • Suitable accommodation owned by the railway must not exist in that locality
  • Houses are not engaged which give a scale of accommodation in excess of what is usually allowed to such employees
  • Finance concurrence is necessary, and the authority is PARA 1917 of the Engineering Code
  So you should send a first hiring up: to the GM for staff, and to the Board for an officer.

  • पीसीपीओ, सीएओ/सी या पीसीएसटीई/निर्माण: अराजपत्रित के लिए पूर्ण शक्तियाँ; शेष दोनों स्तंभ: शून्य
  • राजपत्रित अधिकारी के आवास के लिए पहली बार निजी भवन लेने में रेलवे बोर्ड की पूर्व स्वीकृति चाहिए
  • (ii) अग्रिम किराए का भुगतान: वही अधिकारी, उसी आधार पर, और शेष स्तंभों में शून्य
• कर्मचारियों के लिए किराए की शर्तें
  • रेलवे के हित में कर्मचारी का उस विशेष क्षेत्र में रहना आवश्यक हो
  • उस क्षेत्र में रेलवे का अपना उपयुक्त आवास न हो
  • ऐसे मकान नहीं लिए जाते जो उन कर्मचारियों को सामान्यतः मिलने वाले स्तर से अधिक आवास दें
  • वित्त सहमति आवश्यक है, और प्राधिकार इंजीनियरिंग संहिता का पैरा 1917 है
  अर्थात् पहली बार का किराया आप ऊपर भेजिए: कर्मचारी के लिए महाप्रबंधक तक, अधिकारी के लिए बोर्ड तक।
