The simple rule to remember — on transfer, the transit pay and allowances are charged to the office the employee is going TO, not the one he is leaving.याद रखने योग्य सरल नियम — स्थानांतरण पर, पारगमन वेतन और भत्ते उस कार्यालय पर प्रभारित होते हैं जहाँ कर्मचारी जा रहा है, उस पर नहीं जहाँ से वह जा रहा है।

For transfers within the Railways, or to an office under the administrative control of the Ministry of Railways, the transit pay and allowances go to the office he is proceeding to join.रेलवे के भीतर, या रेल मंत्रालय के प्रशासनिक नियंत्रण वाले कार्यालय में स्थानांतरण के लिए, पारगमन वेतन और भत्ते उस कार्यालय पर जाते हैं जहाँ वह जा रहा है।

For a permanent transfer to or from another Department or Ministry of the Central Government, or a State Government, the same rule applies — the Department, Ministry or Government he is going to join bears the charge.केंद्र सरकार के किसी अन्य विभाग या मंत्रालय, या किसी राज्य सरकार में या से स्थायी स्थानांतरण पर भी यही नियम लागू होता है — जिस विभाग, मंत्रालय या सरकार में वह जा रहा है, वही प्रभार वहन करता है।

For a temporary transfer — that is, a person sent to foreign service, or lent to or borrowed from a State Government or another Ministry — he draws his pay from the foreign employer or the borrowing authority. This runs from the date he hands over charge under the lending authority to the date he takes charge again under it.अस्थायी स्थानांतरण के लिए — अर्थात् जो व्यक्ति विदेशी सेवा में भेजा गया हो, या किसी राज्य सरकार या अन्य मंत्रालय को उधार दिया या उनसे लिया गया हो — वह अपना वेतन विदेशी नियोक्ता या उधार लेने वाले प्राधिकारी से लेता है। यह उस तिथि से चलता है जब वह उधार देने वाले प्राधिकारी के अधीन कार्यभार सौंपता है, उस तिथि तक जब वह पुनः उसके अधीन कार्यभार लेता है।

These same rules apply even where the person takes leave before joining the new office, or before rejoining the lending party.ये नियम तब भी लागू होते हैं जब व्यक्ति नए कार्यालय में जाने से पहले, या उधार देने वाले पक्ष में लौटने से पहले अवकाश ले लेता है।

A useful exception — when a railway servant is summoned to give evidence in his official capacity in a criminal court, or in a civil court in a case where government is a party, his pay, allowances and travelling allowance for that period are debited to the railway which would have borne the charge if he were on duty.एक उपयोगी अपवाद — जब किसी रेल सेवक को अपनी सरकारी हैसियत में किसी आपराधिक न्यायालय में, या ऐसे सिविल न्यायालय मामले में जहाँ सरकार पक्षकार हो, साक्ष्य देने के लिए बुलाया जाए, तो उस अवधि का उसका वेतन, भत्ते और यात्रा भत्ता उस रेलवे पर डेबिट होता है जो उसके ड्यूटी पर होने की स्थिति में प्रभार वहन करती।
