Para 6 — WORKS IN PROGRESSपैरा 6 — चालू कार्य

• DRMs send the list of anticipated works in progress, with tentative outlay, to the controlling HOD by 31 MARCH
• The controlling HOD and the CAO/CN send it to the PCE by 15 APRIL
• DRMs send the FINAL fund requirement by 30 JUNE
• Controlling HODs send the PCE the final list, with outlay, by 15 JULY, for the PWP

NOTE: the CONTROLLING DEPARTMENT is the one controlling the major part of a mixed work's expenditure, coordinating the others.

• ZERO BASE REVIEW
  • Every sanctioned work is re-evaluated for continued usefulness after changes in policy or circumstances
  • A work that has OUTLIVED its justification is DROPPED, and no funds are sought
  • Funds are projected by progress, target dates and capacity to execute, within the ceilings
  So works in progress are reviewed on a zero base, and you should know 31 March, 15 April, 30 June and 15 July.

• मंडल रेल प्रबंधक संभावित चालू कार्यों की सूची, अस्थायी परिव्यय के साथ, 31 मार्च तक नियंत्रक विभागाध्यक्ष को भेजते हैं

Paras 7 to 7.2 — PROPOSALS FOR NEW WORKS OF LABOUR WELFARE STAFF QUARTERS & AMENITIES FOR STAFFपैरा 7 से 7.2 — श्रम कल्याण, कर्मचारी क्वार्टर और कर्मचारी सुविधाओं के नए कार्यों के प्रस्ताव

Paras 3, 4 and 5 apply to these works too, except as changed here.

• Para 7.1 — STAFF QUARTERS
  • The PERSONNEL BRANCH sponsors staff quarters; workshops send needs to the Divisional Personnel Officer
  • Proposals of ANY COST are processed at DIVISION by the DPO or Sr DPO
  • No plan is needed, but the Divisional Engineer certifies LAND availability, the number of STOREYS and the latest BUILDING COST INDEX
  • The DEN and DEE give the abstract of cost; the Sr DFM or DFM concurs in the justification
  • The CPO has cost checked by the PCE and puts them to the CENTRAL LABOUR ADVISORY COMMITTEE for Welfare by 15 JULY
  • Works over RS 5 LAKH need the FA&CAO's concurrence, arranged by the CPO
• Para 7.2 — AMENITIES FOR STAFFThe table pairs the Engineering, Medical, Electrical and Personnel Branches with works; its lines are misaligned, so only these pairings are certain.
  • ENGINEERING: rebuilding of staff quarters on condition basis
  • ELECTRICAL: colony street lighting, and fans and electricity in quarters
  • PERSONNEL: schools, institutes, clubs, cooperative stores, sports grounds, community halls, children's parks and other amenities
  • The table also lists improvements to quarters, water supply and drainage, colony roads and all medical facilities
  Works over Rs 5 lakh go to the CPO with justification and plan; the CPO puts them to the Committee by 15 July. So the Personnel branch sponsors staff quarters, and you should know the Committee meets by 15 July.

  • कार्मिक: स्कूल, संस्थान, क्लब, सहकारी भंडार, खेल मैदान, सामुदायिक भवन, बाल उद्यान और अन्य सुविधाएँ
  • सारणी में क्वार्टरों में सुधार, जल आपूर्ति और जल निकास, कॉलोनी की सड़कें और सभी चिकित्सा सुविधाएँ भी हैं
  5 लाख रुपये से अधिक के कार्य औचित्य और नक्शे के साथ सीपीओ को जाते हैं; सीपीओ उन्हें 15 जुलाई तक समिति के सामने रखता है। अर्थात् कर्मचारी क्वार्टरों की प्रायोजक कार्मिक शाखा है, और आप जानिए कि समिति 15 जुलाई तक बैठती है।

Para 7.3 — PASSENGER AMENITY WORKSपैरा 7.3 — यात्री सुविधा कार्य

Read in order, the table gives each department its works.

• MECHANICAL: overhead or ground-level arrangements for filling water in carriages
• ENGINEERING: station water supply, station buildings, platforms and shelters, benches, FOBs, subways and latrines
• ELECTRICAL: pantry car equipment, station lighting and fans, and water coolers
• S&T: public address, display boards, coach guidance, train arrival and departure display, GPS identification
• COMMERCIAL: all other amenities, such as waiting rooms, retiring rooms, stalls, enquiry offices, goodsheds and new halts

Proposals over RS 5 LAKH go to the HOD and PCE with detailed justification and plan, concurred by the Sr DFM or DFM. A Division's recommendation does not entitle a work to consideration until the sponsoring HOD clears it. Over Rs 5 lakh, the HOD sends the FA&CAO the justification, and the accepted proposal goes to the PCE. So passenger amenities have five sponsors, and you should know Commercial takes everything not listed.क्रम से पढ़ने पर सारणी हर विभाग को उसके कार्य देती है।

5 लाख रुपये से अधिक के प्रस्ताव वरिष्ठ डीएफएम या डीएफएम की सहमति वाले विस्तृत औचित्य और नक्शे के साथ विभागाध्यक्ष और पीसीई को जाते हैं। मंडल की सिफारिश से कोई कार्य तब तक विचार का पात्र नहीं होता जब तक प्रायोजक विभागाध्यक्ष उसे स्वीकृत न करे। 5 लाख रुपये से अधिक पर विभागाध्यक्ष वित्त सलाहकार को औचित्य भेजता है, और स्वीकृत प्रस्ताव पीसीई को जाता है। अर्थात् यात्री सुविधाओं के पाँच प्रायोजक हैं, और आप जानिए कि जो सूची में नहीं, वह वाणिज्य लेता है।

Para 7.4 — OTHER SPECIFIED WORKSपैरा 7.4 — अन्य निर्दिष्ट कार्य

Read in order, the table gives the sponsors under this plan head.

• MECHANICAL: drivers' and guards' running rooms
• CIVIL: rest houses, boundary walls, rain water harvesting, service buildings, heritage buildings, water recycling plants and museums
• SECURITY: RPF outposts, dog training centres and improvements to RPF training institutes
• MEDICAL: construction and maintenance of hospital buildings
• STORES: construction and maintenance of stores buildings
• ALL DEPARTMENTS: improvements to Zonal Training Centres

Other departments send their needs to these departments' officers, who process them under Paras 3 to 6. So running rooms are Mechanical's, and you should know RPF works go to Security.क्रम से पढ़ने पर सारणी इस योजना शीर्ष के प्रायोजक बताती है।
