THREE WAYS THE SOURCES DEFINE A BUDGETस्रोत बजट को तीन प्रकार से परिभाषित करते हैं

Each source puts the same idea in its own words.

• The departmental notes: an ORGANISATIONAL PLAN stated in MONETARY TERMS
• The Combined Book: a statement of the estimated annual RECEIPTS AND EXPENDITURE, on CAPITAL as well as REVENUE transactions
• The Railway Budget deck: a SIMPLE STATEMENT OF RECEIPT AND EXPENDITURE

The Combined Book adds that it is a process of PLANNING and REVIEWING an organisation's activities. So if you are asked what the statement of estimated receipt and expenditure for a year is called, the answer is Budget.हर स्रोत एक ही बात अपने शब्दों में कहता है।

• विभागीय नोट्स: मौद्रिक रूप में कही गई एक संगठनात्मक योजना
• संयुक्त पुस्तक: पूँजी और राजस्व, दोनों लेनदेनों पर अनुमानित वार्षिक प्राप्तियों और व्यय का विवरण
• रेल बजट की प्रस्तुति: प्राप्ति और व्यय का एक सरल विवरण

संयुक्त पुस्तक जोड़ती है कि यह किसी संगठन की गतिविधियों की योजना और समीक्षा की प्रक्रिया है। अर्थात् यदि पूछा जाए कि वर्ष की अनुमानित प्राप्ति और व्यय का विवरण क्या कहलाता है, तो उत्तर बजट है।

THE WORDS OF THE BUDGETबजट के शब्द

BE, GRANTS AND APPROPRIATIONSबीई, अनुदान और विनियोग

The departmental notes define the terms you meet in every budget question.

• BUDGET ESTIMATE — the estimate of expenditure for a year, sent to the Railway Board well before the year begins
• DEMANDS FOR GRANTS — prepared by the Board from the BEs and presented to Parliament or the President
• GRANTS — the Demands for Grants as finally APPROVED BY PARLIAMENT
• APPROPRIATIONS — sanctioned by the PRESIDENT without reference to Parliament
• BUDGET ORDERS — the Board's distribution of grants to Railway Administrations and units under it
• BUDGET ALLOTMENTS — grants distributed further to Divisions and spending units

Earnings estimates are made by the COMMERCIAL department with Finance, and each spending department estimates its own expenditure. So Parliament gives grants and the President gives appropriations, and you should never mix the two words.विभागीय नोट्स वे शब्द परिभाषित करते हैं जो आपको हर बजट प्रश्न में मिलते हैं।

• बजट आवंटन — मंडलों और व्यय इकाइयों को आगे बाँटे गए अनुदान

अर्जन के अनुमान वाणिज्य विभाग वित्त के साथ बनाता है, और हर व्यय विभाग अपने व्यय का अनुमान बनाता है। अर्थात् संसद अनुदान देती है और राष्ट्रपति विनियोग, और आपको ये दो शब्द कभी मिलाने नहीं चाहिए।

The departmental notes say the complete budget is printed in the form of books.

• DEMANDS FOR GRANTS
• The EXPLANATORY MEMORANDUM, showing the financial results of the year
• The WORKS, MACHINERY AND ROLLING STOCK PROGRAMME of the Railways

The colours of the budget books are taught on the page "Yellow, Blue, Green, White and Pink — the budget books". So when you are asked which book lists the works, the answer is the Works, Machinery and Rolling Stock Programme.विभागीय नोट्स कहते हैं कि पूरा बजट पुस्तकों के रूप में छपता है।
