• Para 390When a grant proves INSUFFICIENT for the current year, an estimate for a SUPPLEMENTARY GRANT goes to Parliament or the President.
  • It is submitted in the same way as the original Demands
  • The President's recommendation is needed under ARTICLE 113(3), and also under ARTICLES 115(1)(a) AND 115(2)
• Para 391EXCESS GRANTS are different: they cover expenditure ALREADY INCURRED in excess of the money voted.
  • The Demand rests on the recommendations of the PUBLIC ACCOUNTS COMMITTEE
  • Those follow its scrutiny of the Appropriation Accounts and the CAG's Audit Report
  • The President's recommendation is needed under ARTICLE 113(3), and also under ARTICLES 115(2) AND 115(1)(b)
  So you can tell them apart by direction: a supplementary grant looks forward, and an excess grant looks back at money already overspent.

  • वे विनियोग लेखों और सीएजी के लेखापरीक्षा प्रतिवेदन की उसकी जाँच के बाद आती हैं
  • अनुच्छेद 113(3) के अधीन, और अनुच्छेद 115(2) तथा 115(1)(ख) के अधीन भी, राष्ट्रपति की सिफारिश चाहिए
  अर्थात् आप दोनों को दिशा से पहचान सकते हैं: अनुपूरक अनुदान आगे देखता है, और अधिक अनुदान पहले से अधिक खर्च हुए धन की ओर पीछे।
